BEIJING, Nov. 12 (Xinhua) -- A new pricing mechanism of fuel surcharge that links it with airlines' jet fuel costs has been introduced to offset rising jet fuel costs, China's top economic planner announced here Thursday.     The National Development and Reform Commission (NDRC), together with the Civil Aviation Administration of China (CAAC), said in a statement on its website that the fuel surcharge keep abreast with China's jet fuel comprehensive purchasing costs.     The new mechanism, which would take effect on Nov. 14, aims to "help the airlines with fluctuating fuel prices", as jet fuel costs usually account for 40 percent of the total costs of China's airline companies, said the statement.     Under the new mechanism, airline companies could decide themselves whether to charge fuel surcharge and how much to charge if jet fuel comprehensive purchasing cost, which is the weighted average of domestic factory-gate prices for jet fuel and prices of imported fuel, reaches certain level.     Currently, the surcharge level was set uniformly by the government.     According to the new mechanism, when jet fuel comprehensive purchasing cost is lower than 4140 yuan per tonne, the benchmark price of jet fuel, airline companies should not charge fuel surcharge.     When jet fuel comprehensive purchasing cost exceeds the level, the companies should digest at least 20 percent of the rising cost and then charge appropriate surcharge, the statement said.     Also, fuel surcharge should be reduced or canceled within five days after jet fuel comprehensive purchasing cost drops, it said.     China raised gasoline and diesel prices both by 480 yuan (70.28U.S. dollars) per tonne Tuesday. The benchmark price of gasoline reached 7,100 yuan a tonne and that of diesel 6,360 yuan a tonne, according to the NDRC.

COPENHAGEN, Dec. 18 (Xinhua) -- Chinese Premier Wen Jiabao met here with U.S. President Barack Obama on Friday to discuss climate change.     Wen said climate change is a global challenge and an important field for cooperation between China and the United States.     The key to this issue is to stick to the principle of "common but differentiated responsibilities," said Wen.     The Chinese government has announced its goal of controlling greenhouse gas emissions, which demonstrates China's sincerity and determination to deal with climate change, and work with the international community on this issue, said the Chinese premier. Therefore, China should not be required to adopt the same measures as the United States or other developed countries.     Obama said he appreciated China's willingness to have transparency on its voluntary emission reduction measures. The United States is ready to work with China for a successful Copenhagen climate change conference and to strengthen long-term cooperation in the fight against climate change.

BEIJING, Dec. 31 (Xinhua) -- Chinese State Councilor Liu Yandong said here on Thursday that the country will push forward educational reform to promote educational equity and quality.     Liu made the remarks while inspecting the Central University for Nationalities and the Beijing Language and Culture University.     Liu praised the Central University for Nationalities for their contribution to ethnic unity and the development of ethnic areas. BEIJING, Dec. 26 -- The weight of private enterprises in the overall economy is on the rise and that of State-owned enterprises (SOEs) on the decline, Ma Jiantang, minister of the National Bureau of Statistics, said on Friday.     The number of private firms rose by 81.4 percent from 2004 to 2008 to reach 3.6 million and SOEs dropped by 20 percent to 143,000, Ma said at a press conference where China's second economic census results were released.     China has made great efforts over the past 30 years to restructure its economy. It has gradually raised the proportion of private enterprises after the market-oriented reform began in the early 1980s. As a result, the private sector has contributed an ever-growing value to the country's GDP and provided most of the jobs.     But in recent years, some major acquisitions have seen SOEs buying into private companies, sparking concern that the State may be strengthening its control over the private sector.     Ma said the census figures do not suggest SOEs are buying into private enterprises.     In terms of asset value, SOEs saw their proportion in the nation's total drop by 8.1 percentage points from 2004 to 2008 to 23 percent. In contrast, private enterprises' assets rose by 3.3 percentage points to 12.3 percent.

TOKYO, Nov. 19 (Xinhua) -- Visiting Chinese Foreign Minister Yang Jiechi met with Japanese counterpart Katsuya Okada Thursday evening to discuss bilateral ties as well as international and regional issues of common concern.     Yang said after the new government was formed after the Aug. 30general election of Japan, leaders of the two countries have met under many circumstances to reach important consensus on strengthening strategic mutual beneficial relations. The bilateral ties are embracing fresh opportunities of development and a main purpose of his visit is to discuss with the Japanese side how to further improve the relations.     Yang said the two countries should maintain high-level mutual visits and economic dialogues to deepen cooperation. On issues where divergences still remain, the two countries should seek solutions on the basis of dialogue and consultation.     Yang also suggested Japan and China should work to ensure the peace and stability of East Asia, which includes measures to bring Democratic People's Republic of Korea back to six-party talks and denuclearize the Korean Peninsula. They also discussed issues such as climate change.     Okada also believed Japan and China should increase communication in all areas to enhance the mutually beneficial bilateral ties.     Yang also met with Speaker of the House of Representatives Takahiro Yokomichi and President of the House of Councillors Satsuki Eda on Thursday.     Yang told the Speakers of Lower and Upper Houses that the Shanghai Expo, which is to open next May, is a good channel of friendly communication between China and the rest of the world. China appreciated the assistance provided by the Japanese Diet to the preparation of the Expo and will continue to work with Japan to enhance cultural and personnel communication between the two countries.     The Japanese Speakers of the Diet said China and Japan should not only closely cooperate on bilateral issues, but also work together to settle regional, international and global issues. They emphasized communication between the legislation bodies are important and the Japanese Diet will exert every effort to boost bilateral ties. They also said Japan is actively preparing for the participation of Shanghai Expo and believed the Expo will be a success.     Chinese Ambassador to Japan Cui Tiankai was present during the meetings.     Yang's four-day visit to Japan, which started here Thursday, is the first since the country saw a change of government in September.
