VISTA, Calif. (KGTV) -- After a trip to visit their grandma in Ohio, eight year old Lilly and 12 year old Zachary were driving back to California with their mom and grandma when a wrong-way driver hit their car head-on in Oklahoma, killing all four of them. The wrong-way driver, identified by Oklahoma authorities as 33-year-old Ashley Louise Ricks, survived the crash.Monday, Oklahoma authorities gave an update, saying witnesses smelled alcohol at the scene of the crash. Witnesses and 911 calls also reveal the woman was driving at a high rate of speed and in the wrong direction for at least nine miles before the fatal crash occurred. Authorities said they’re currently investigating her medical history, driver history and taking blood samples before making any charges.The family was driving back to Vista, near San Diego, so Lilly could make it back home in time for school to resume. A GoFundMe created by a family friend shows the kids called their dad and stepmom every day while on vacation, telling them about the fun they’d had on their trip.Sam Homant, the kids’ dad, and their stepmom Melissa Starnes said the last time they talked to their son, it was the night of the crash.“He was excited to come home. We had just got him a brand new bed, a brand new bed that he was just so excited for, this pillow top mattress and he was so excited. And that was the last thing that we said to him,” said Starnes.They described the kids as family oriented and special. Zachary had a creative and kind heart.“He could take Legos and create anything out of Legos. He loved to build, just a smart smart little boy. Very creative. Wanted to be an architect. His imagination was off the rack,” they said.Lilly had similar passions to many little girls her age, but also loved to ride her dad’s motorcycle with him.“She loved makeup and dancing and her dolls. She loved to draw,” they said.The GoFundMe will help pay to bring the kids home. As they grieve, these parents want answers.“They had such a bright future and it’s been taken away by this lady and we don’t know why. We want to know why was she on that road on the wrong side,” said Starnes. 2159

VISTA, Calif. (KGTV) - A 10-year San Diego Sheriff's Department employee has been arrested for groping a 14-year-old girl at a North County restaurant this year.Timothy Wilson Jr., a 32-year-old Vista detention center deputy, was arrested Friday and charged with one count of felony lewd act on a child for the March 21 incident. Wilson is accused of groping a 14-year-old girl waiting in line at the Panda Express at 20 Main Street.Another San Diego Sheriff's Department employee recognized Wilson in surveillance footage from the restaurant released this month and reported him to investigators, according to San Diego Sheriff Bill Gore.ORIGINAL STORY: Deputies searching for man who groped 14-year-old girl at Vista Panda ExpressAfter reviewing the footage and conducting witness interviews, the department arrested Wilson and placed him on unpaid administrative leave, Gore added."I am deeply disappointed with Mr. Wilson's conduct but proud of the men and women of this department who do not tolerate criminal acts in the community or within their own ranks," Gore said.Deputies are now in the process of conducting a thorough investigation.The department is seeking other possible victims and asks that they call SDSO at 858-975-2316 or Crime Stoppers at 888-580-8477 if they wish to report any information. 1366

  

WASHINGTON — Senate Republicans are proposing changes to police procedures and accountability, according to a draft of a bill obtained by The Associated Press.The JUSTICE Act — Just and Unifying Solutions To Invigorate Communities Everywhere Act of 2020 — would establish an enhanced use-of-force database, restrictions on chokeholds and new training and commissions to study law enforcement and race.In addition to the use-of-force database, the JUSTICE Act would also begin tracking — but would not ban — the use of no-knock warrants. In March, a Louisville woman named Breonna Taylor was killed when police entered her home on such a warrant.The JUSTICE Act is the most ambitious GOP policing proposal in years. It's a direct response to the massive public protests over the death of George Floyd and other black Americans.The package is set to be introduced Wednesday. As the outlines emerged, Democrats said it didn't go far enough.The Justice in Policing Act, a bill introduced by Democrats in the House last week, would introduce more sweeping changes, including a ban on police chokeholds. The Democrats' bill would also amend federal law to make it easier to charge police officers with civil rights violations.The introduction of the GOP bill will be introduced a day after President Donald Trump signed an executive order aimed at changing police practices. Trump's order calls on police departments to utilize social workers in some emergency calls. It also encouraged the formation of a nationwide database to track officers who may be fired from one department in an effort to prevent another department from hiring them. 1643
