BEIJING, Nov. 7 (Xinhua) -- Chinese President Hu Jintao will meet with his U.S. counterpart, Barack Obama, at the 19th Asia-Pacific Economic Cooperation (APEC) Informal Leadership Meeting, said China's Assistant Foreign Minister, Wu Hailong, on Monday.He said the APEC summit will be held from Nov. 12 to 13 in Hawaii, with the theme of "seamless regional economy."According to Wu, speaking at a Foreign Ministry media briefing, Hu will attend the "APEC Leaders' Informal Meeting, Leaders' Dialogue with Representatives from APEC Business Advisory Council, and APEC CEO Summit."China hopes the APEC members will implement the economic growth strategy agreed last year, striving to achieve a balanced, inclusive, sustainable, innovative and safe economic growth, said Wu.China expects the APEC members to comprehensively promote regional trade and investment liberalization, he said, adding that all member states should fulfill their commitments and oppose all forms of trade protectionism.Wu said APEC should strengthen economic and technical cooperation to enhance the development ability of the developing members, and therefore to achieve common prosperity."APEC members generally hold positive attitudes toward U.S. proposals in various fields such as green growth, innovation policy. But some of the U.S.'s expected outcomes are beyond the capacity of the developing members, and they have expressed their difficulties and concerns," Wu said."However, all parties hope this meeting will achieve balanced and practical results".Assistant Commerce Minister Yu Jianhua said major topics to be discussed at the summit would include pushing forward the Doha Round negotiations, opposing trade protectionism, promoting green growth, and cooperation on developing regulations to govern emerging industries.He said China hopes the meeting will further promote the liberalization and facilitation of trade and investment in the Asia-Pacific region, push forward economic and technology cooperation, support multilateral trade systems, oppose trade protectionism, so as to inject vitality into world economic recovery and growth.On safeguarding the multilateral trade system, Yu said the decade-long Doha round talks have entered a critical period and the summit should be a strong voice for the early completion of the talks as well as joint resistance against trade protectionism.He said the APEC members should make joint efforts to remove discriminatory trade restrictions on high-tech products, and promote technology transfer and cooperation, so as to enable all members to benefit.On green growth, he said as APEC members differ sharply in their basis, conditions and levels in developing a green economy, the liberalization of environmental products and services should be pushed steadily.He also called on the developed economies to enhance capital and technical support for the developing economies, helping them in achieving their potential for sustainable development.

BEIJING, Dec. 14 (Xinhua) -- China's new yuan-denominated lending in November rose 7.8 billion yuan (1.2 billion U.S. dollars) year-on-year to 562.2 billion yuan, the People's Bank of China, the central bank (PBOC), announced Wednesday.New loans in the month were smaller compared to that in October, which stood at 586.8 billion yuan.By the end of November, the outstanding broad money supply (M2), which covers cash in circulation and all deposits, rose 12.7 percent year-on-year to 82.55 trillion yuan, according to data released by the PBOC.Meanwhile, the narrow measure of money supply (M1), which covers cash in circulation plus demand deposits, increased 7.8 percent year-on-year to 28.14 trillion yuan by the end of last month, the figures showed.New yuan deposits last month fell sharply to 324.7 billion yuan, down 262.6 billion yuan year-on-year. Outstanding yuan-denominated deposits totaled 79.51 trillion yuan as of the end of last month, up 13.1 percent year-on-year, however, the growth rate was 6.5 percentage points lower compared to the same period last year.Meanwhile, outstanding foreign currencies-denominated deposits stood at 266.8 billion U.S. dollars, up 12.9 percent year-on-year. New deposits of foreign currencies rose 4.1 billion U.S. dollars year-on-year.

BEIJING, Jan. 17 (Xinhuanet) -- India has reported the first case of "totally drug-resistant tuberculosis," a long-feared and virtually untreatable form of the killer lung disease.Similar highly resistant cases have been noted before. In 2003, two Italian women died and there were 15 cases reported from Iran in 2009. That same year, The Associated Press reported on a case of a Peruvian teenager who was infected at home but diagnosed while visiting Florida.Such kind of TB has mostly been limited to impoverished areas, and has not spread widely. But experts believe there could be many undocumented cases.No one expects the Indian TB strains to rapidly spread elsewhere.The airborne disease is mainly transmitted through close personal contact and isn't nearly as contagious as the flu. Indeed, most of the cases of this kind of TB were not from person-to-person infection but were mutations that occurred in poorly treated patients.The Indian hospital that saw the initial cases tested a dozen medicines and none of them worked. A TB expert at the U.S. Centers for Disease Control and Prevention said they do appear to be totally resistant to available drugs."It is concerning," said Dr. Kenneth Castro, director of the CDC's Division of Tuberculosis Elimination. "Anytime we see something like this, we better get on top of it before it becomes a more widespread problem."Ordinary TB is easily cured by taking antibiotics for six to nine months. However, if that treatment is interrupted or the dose is cut down, the stubborn bacteria battle back and mutate into a tougher strain that can no longer be killed by standard drugs. The disease becomes harder and more expensive to treat.Tuberculosis is an age-old scourge that lies dormant in an estimated one in three people. About 10 percent of those people eventually develop active TB, which kills roughly 2 million a year, according to WHO. Each victim infects an average of 10 to 15 others every year, typically through sneezing or coughing.If a TB case is found to be resistant to the two most powerful anti-TB drugs, the patient is classified as having multi-drug-resistant TB (MDR). An even worse classification of TB — one the WHO accepts — is extensively drug-resistant TB (XDR), a form of the disease that was first reported in 2006 and is virtually resistant to all drugs.About 20 percent of the world's multi-drug-resistant cases were found in India, which is home to a quarter of all types of tuberculosis cases worldwide.

  

BEIJING, Dec. 25 (Xinhua) -- A total of 14,976 cases of medical disputes were handled by the country's emerging third-party mediation organizations, with over 80 percent of them being successfully settled, said Vice Health Minister Zhang Mao.Zhang told Xinhua recently in an exclusive interview that China has to date set up 1,358 third-party mediation organizations to settle medical disputes.The third-party mediation organizations have come into being since late 2009 which usually hire retired doctors, medical experts and lawyers to bridge the communication gaps between doctors and patients and direct patients to resort to legal means in settling medical disputes.The third-party mediation system for medical disputes is a latest reform to ease doctor-patient tension that sometimes escalate into violence.Such incidents erupted several times this year, and in an extreme case in September, a 43-year-old surgeon in Beijing Tongren Hospital was stabbed by a patient into serious injury. The attack was believed to have been triggered by a medical dispute in which the patient alleged that the surgeon had committed malpractice during an operation.
