SAN DIEGO (KGTV) — The San Diego City Attorney's Office has filed charges against a man accused of harassing multiple women at a Mission Valley shopping center.Three misdemeanor charges were filed against Orlando Chavez of San Diego, including two for false imprisonment, and one for criminal assault and battery. The City Attorney's Office says Chavez held some women against their will by climbing under their cars and refusing to come out.City officials say Chavez would approach most of his victims in a shopping center at 10330 Friars Rd. In one instance, he reportedly grabbed one woman by the arm and told her, “You can flatten me out any time.” The City Attorney's official initially indicated the incidents took place at Westfield Mission Valley, but later said that was incorrect.In another instance, he reportedly followed a woman into her workplace, and approached another victim as she waited to pick up her children at school. City officials say police investigated him for stalking that woman for nearly two years and slashing the tires of her husband’s car."Everyone has the right to feel safe when going to work, shopping, or picking up their children at school," City Attorney Mara Elliott said. "As City Attorney, I take seriously threatening and harassing behaviors like this and will hold accountable individuals who endanger the safety of any San Diegan."Investigators added that Chavez, 72, has a history of crawling under women's vehicles to prevent them from leaving dating back to 2018.In multiple incidents, he was seen driving a white Chevrolet truck, with a personalized license plate reading HINUF. SAN DIEGO (KGTV) — Though some of Balboa Park and its museums have partially reopened, the San Diego Natural History Museum will remain closed until 2021."The Nat" is keeping its doors closed for the rest of the year, despite whether public health orders allow the museum to reopen with coronavirus-related restrictions. Officials said the decision to keep the museum closed "was not an easy or obvious decision."During the five-month closure, museum staff said they will focus on exhibition space projects and programs, including:A new "California Blooming" exhibit upon reopeningConstructing an ADA-compliant ramp on the museum's east entranceDeveloping a new museum cafe and retail storeConverting a row of staff offices on the fourth floor into a gallery for future exhibitsCompleting a master plan for gardens outside the buildingThe museum is also reimagining its Canyoneers program to virtual hikes and recommendations and developing more digital options for the community, and students and teachers."The museum we closed in March will not be the same museum we reopen," said Judy Gradwohl, president and CEO of The Nat."Our future will combine the best of our work before and during the pandemic in a hybrid model that connects people with the wonder of nature on-site, online, and out in nature."In the meantime, staff say they plan to stay engaged with the community.“I look forward to seeing how our creative and energetic staff will make the most of the next five months,” said Gradwohl. “To borrow an analogy from the monarch butterflies I’ve been rearing this summer, I look at this extended closure and our eventual reopening as emerging from a chrysalis, not a hibernation.”The museum has been able to keep about 100 of its full-time and part-time staff and doesn't expect any changes to those positions. SAN DIEGO (KGTV) - There's a sign inside Hillcrest's Industrial Grind Coffee that reads, "our first, funky little coffee shop opened in 2011 - not too far from where you're standing right now."It's a place that shaped barista Jennifer Bizjak."It's where I learned everything I know about coffee," she said.That original location is a third of a mile away, near the northwest corner of Park Boulevard and University Avenue. It's now shuttered, and untouched. It's part of a complex that includes small homes and mom-and-pop businesses - one owner said she's preparing to leave after 17 years.Real Estate investment group Diversyfund bought the complex in June for .65 million. It plans to replace it with an 80,000 square foot mixed-use building that includes 58 units, including 6 affordable apartments.Shayan Rajabi, an investment analyst for the group, said the new complex is designed with sensitivity to the neighborhood. He said it would bring more housing to a region with a sever under-supply, plus affordable units. He added the building would feature a coffee shop, or microbrew, that would complement the community."I think the scale of our building is comfortable as it adds density without overloading the area. It’s the kind of scale that they do in German cities, which are known to have very people-oriented building codes," he said. That development would be near the northwest corner of Park and University, where a recent city request is now leading to concerns of future overdevelopment.In February, a city planner asked the Uptown Community Planning Group to support rezoning a little more than an acre at the northwest corner of Park and University to allow more intense development than what is in the recently approved community plan.Board member Mat Wahlstrom said the planner gave very few specifics. "He simply said that a stakeholder, which, I would assume is the property owner, approached us to see about having this done," Wahlstrom said.Rayabi said the Diversyfund project fits within current zoning and that the group did not ask or need a re-zone for the project.Peggy Shapiro, who owns the strip mall that's actually on the corner - which includes the Medical Center Pharmacy - also said she has no redevelopment plans. She added she was unaware of the proposed rezone.On Thursday, City spokesman Arian Collins said REAL Development submitted a rezone application for the properties at 3906 and 3922 Park Boulevard, to accommodate a 58-unit mixed use complex with affordable housing. He added that the application has since been changed for a foundation and podium, but no permits have been issued. Bizjak said she's concerned about extra development hurting Hillcrest's parking situation."I can't even imagine how far they want to go or how that would even make sense," she said.The Planning Commission is going to consider the rezone at its meeting March 15. 2966
SAN DIEGO (KGTV) -- Three Port of San Diego Harbor Police officers tested positive for coronavirus, the department announced Wednesday.After learning of the positive results, the Port of San Diego says it notified the department and port staff.The officers are isolated and undergoing treatment at their homes and will seek further care should it be necessary. Their condition is unclear at this time.The department also said it’s working with San Diego County health officials to conduct contract tracing and notify people who had close contact with the officers.“Prioritizing the health and well-being of the public, our partners, and Port employees and their families, the Port encourages and reminds the public, for their health as well as that of first responders, to wear face coverings, practice and maintain social distancing, wash hands frequently, and avoid crowded spaces and gatherings,” the Port of San Diego said in a news release. 953
SAN DIEGO (KGTV) - The San Diego City Council voted in favor Tuesday of an affordable housing plan which critics say could raise rents and home prices across San Diego.The vote, which came after hours of public comment, was five to four in support of the proposal.Council President Georgette Gomez moved to require developers to reserve 10 to 15 percent of new housing units in complexes for low to moderate income households. The plan includes other options, but if all else fails the proposal would raise the affordable housing in-lieu fee developers pay by 72 percent. For a typical 1,800 square foot unit, that would be an additional ,000 in construction costs that could be passed on to tenants. “We’re in a royal housing mess, and I almost would like to say, today, believe it or not, are the good old days for housing, because we’re staring straight into a bigger problem,” said Borre Winckel, who heads the San Diego Building Industry Association. But supporters of the proposal say the city needs the housing. Many workers are now being forced to commute from far away because there is no housing available. A report last year found the region still needed more than 140,000. "We’re certainly not trying to drive the cost of housing. Our number one goal here is to try to incentivize and regulate in a more fair manner the building of affordable housing,” said Keith Maddox, of the San Diego Imperial Counties Labor Council. Councilman Scott Sherman, who opposes the proposal, said the larger fee would add to a market rate rental and ,000 to the price of a home. The money from the fee would go into a pot used to pay for affordable housing developments. Marissa Tucker, a robotics marketing manager who lives in North Park, said her life success is only because she was able to grow up in an affordable home. “My dad, he works at a grocery store,” she said. “My mom was never able to hold a stable job because she has a mental disability, and so without having affordable housing and be able to provide that stability, we’re not always afforded the same opportunities.” Under the proposal, developers would also avoid the fee by rehabilitating existing units - or donate land that could be used for affordable housing.
