Legislation requiring shoppers to wear masks in New Jersey stores is one step closer to becoming law.A bill proposed by state Democratic lawmakers got the stamp of approval from a New Jersey Assembly committee Thursday.If passed, customers could be fined between and 0 for being in a business without a mask that covers the nose and mouth. The bill would apply to any store that has posted signage saying masks are required.Assembly Democrats who backed the bill called the legislation "a matter of life and death" and said there needs to be a penalty for those who don't do their part to prevent the spread of the coronavirus.Republican lawmakers called the bill ludicrous and an attack on residents' civil liberties.Some suggested a better policy would be for businesses to refuse to serve customers who choose not to wear masks.Hoboken, New Jersey tried to pass a similar mask ordinance in August, attempting to fine people 0 for not wearing a mask in any place where social distancing was not possible. It ultimately did not pass.In New York City, MTA riders can now be fined for refusing to wear a mask on buses, subways and trains.As of midnight in Connecticut, anyone can now be fined 0 for violating mask and social distancing orders. Gov. La Mesa (KGTV)- It’s being called one of the most progressive marijuana ordinances in the county. The city of La Mesa plans to unveil its proposed rules this week. City leaders believe lifting limits is the key to defeating illegal pot shops. If passed, the City of La Mesa would be the first in the county to put forth an ordinance without a hard cap on the number of dispensaries within city limits. “We didn’t play that game,” says La Mesa City Council Member Bill Baber. “We’re basically saying they’re in our commercial areas, they have to be regulated, and the market itself will flush out how many get to exist.” Councilmember Bill Baber says the proposed ordinance would weed out illegal pot shops by operating a path to run a legitimate business. It’s a different approach than the one in Chula Vista. City leaders hope a limited number of legal dispensaries will drive customers away from illegal pot shops. Currently, there is only one legally operating dispensary within La Mesa city limits. “We’re proposing our dispensaries that have legally been selling medicinal marijuana to also move one step forward and to sell recreational. It’s the same product.”Under the new laws, the dispensaries will be taxed. The money will go to the city’s general fund. It will help with putting more officers on the street and shutting down illegal operations. Councilman Baber says the city estimates the new ordinance will bring in nearly million a year in city taxes. The funds will also be used to clean up old run-down buildings that once housed illegal dispensaries. “In 4 years our city attorney and our police have shut down 26 of these,” says Baber. West La Mesa Resident, Erik Egelko, says the boarded-up businesses are now bringing in squatters. Behind an old, illegal pot shop on El Cajon Boulevard sits old furniture, trash and the rancid smell of urine. “It just really turned into a slum,” says Egelko. “I see west la Mesa as having this incredible potential.” The La Mesa City Council will be reviewing the ordinance during tomorrow’s city council meeting. LEMON GROVE (KGTV) - Fire crews snuffed out a brush fire near Imperial Avenue and San Altos Place in Lemon Grove Sunday evening. Heartland Fire said the blaze started shortly after 5 p.m. when a palm tree caught fire near trolley tracks. Trolley service was disrupted near the Massachusetts Avenue station and busses were used to transport passengers.The fire threatened about 20 homes, and no one was evacuated. Some power lines were damaged, along with railroad ties to the trolley. The fire also damaged a residential fence and the eaves of a few homes.Nobody was injured in the fire, which was contained in about 40 minutes by several fire crews, including a water-dropping helicopter.The San Diego Sheriff's Bomb and Arson Unit is investigating the cause of the fire. 815

LEMON GROVE, Calif. (KGTV) -- People on social media are outraged after video shows a security guard questioning a mother's immigration status in a Target parking lot. The woman who recorded and posted the video, Sonia Serrano Zavala, says the guard was asking the mother if she is here legally when she started recording. The unidentified security guard can be heard in the video saying, "You’re illegally here and you’re having babies and you’re probably on welfare."The woman, seen holding a baby in the parking lot, was reportedly asking for money. Midway through the video, the security guard says "it's a scam" and claims the woman has a car and a condo.As of Sunday afternoon, the video received more than 600,000 views. The incident took place at a Target located in the Marketplace at the Grove Shopping Center near San Deigo. WARNING: The video below contains graphic language.  936

LA JOLLA, Calif. (KGTV)-  A long-time animal rights activist who has filmed seals and sea lions harassed in La Jolla says people are not getting the message.Andrea Hahn has filmed the animals every day since 1994.  Footage from Sunday she says showed some of the worst behavior she has witnessed in recent months: a woman with a shovel disrupting pregnant mothers on the beach.Another video shows a grieving sea lion mother with her stillborn pup. It has generated over 100 million hits according to Hahn. She says the pregnant mothers are delivering more stillborn pups because people are not giving them proper space.  She has even witnessed tourists stepping on the pups.  "People are not getting it.  Tourists think because they paid money to get here they have the right to grapple with the animals.  There are perfectly good laws on the books and people are ignoring them and the government is not enforcing the laws," said Hahn.A "no-selfie" sign was recently posted at South Casa Beach.  It was posted to remind visitors that sea lions and the seals are protected by federal law, monitored by park rangers, and it's illegal to disturb them.  Access to the Children's Pool is closed due to pupping season but is set to reopen in May.  "Right now that area is safe and quiet for them.  It should be closed for good,' said Hahn. 1401
