ting fuel and benefits to agriculture from extended growing seasons."Global mitigation leading to a low climate change future reduces costs to Canada in the long term. This reinforces the argument that Canada would benefit environmentally and economically from a post 2012 international climate arrangement that systematically reduced emissions from all emitters - including Canada - over time," the report says.It recommends cooperation between governments, scientists and businesses to find ways to mitigate climate change and adapt to it.Canada's Minister of the Environment Peter Kent said the government has a plan to deal with global warming issues, which will be announced next month."Our government has a plan, a very good plan, to meet our target of reducing greenhouse gases by 17 percent from 2005 base levels, by 2020," Kent told Canada's House of Commons Thursday afternoon."We are moving forward to reduce greenhouse gases and, at the same time, we are investing in programs to help Canadians adapt to climate change," Kent said."Today's report merely echoes what our government has long recognized; that is, the importance of adaptation to climate change," he added.Earlier this week, several hundred people protested the government's policy of exploiting the oil sands deposits in western Canada.Environmentalists have criticized the Canadian government for not working hard enough to reduce CO2 emissions. Last year, a coalition of global warming activists gave Canada the "Fossil of the Year" award for failing to implement the Copenhagen Accord.

BEIJING, Dec. 17 (Xinhuanet) -- Restrictions on housing purchases in this city will continue next year without relaxation despite expected falls in property prices so far, local officials said on Friday. Even so, a property tax is unlikely to be put into effect for Beijing, they said. This year, the average price of commercial housing units stopped rising in July and so far has been lowered by 6.3 percent below what it had been in the same period last year. Of all of those who bought property in the 11 months of the year, 90 percent were first-time buyers, said an announcement released by the Beijing Municipal Commission of Housing and Urban-Rural Development."The restrictions worked well this year," said Wang Rongwu, with the commission, at a news conference on Friday morning. "But keeping the property market sound will require prolonged restrictions. Our specific goals for the purchase limits next year are still under discussion."Chen Baocun, deputy secretary-general of the National Real Estate Manager Alliance, said property developers will be able to cope with an extension of the limits."Developers didn't expect a sudden drop of the purchase restrictions next year," he said. "They are prepared to accept the policies for a longer time."In an attempt at tamping down property prices, the central government took time at the country's central economic work conference on Wednesday to encourage more cities to adopt a property tax. Such a tax is already being tried out in Shanghai and Chongqing.Beijing, though, is not likely to look seriously at adopting one, "unless it is otherwise required to by the central government", Wang said.

WASHINGTON, Oct. 3 (Xinhua) -- The Rockefeller University confirmed Monday its Canadian-born cell biologist Ralph Steinman died three days before being awarded the Nobel Prize on Monday as the Nobel committee was unaware of his death at the time."Steinman passed away on September 30," the New York university said in a statement."He was diagnosed with pancreatic cancer four years ago, and his life was extended using a dendritic-cell based immunotherapy of his own design."The Nobel committee was unaware of Steinman's death when announcing this year's winners and it was unclear whether the prize would be rescinded because Nobel statutes don't allow posthumous award."The Rockefeller University is delighted that the Nobel Foundation has recognized Ralph Steinman for his seminal discoveries concerning the body's immune responses," says Rockefeller University President Marc Tessier-Lavigne."But the news is bittersweet, as we also learned this morning from Ralph's family that he passed a few days ago after a long battle with cancer. Our thoughts are with Ralph's wife, children and family.""We are all so touched that our father's many years of hard work are being recognized with a Nobel Prize," says Steinman's daughter Alexis. "He devoted his life to his work and his family, and he would be truly honored.""Ralph's research has laid the foundation for numerous discoveries in the critically important field of immunology, and it has led to innovative new approaches in how we treat cancer, infectious diseases and disorders of the immune system," Tessier-Lavigne says.Steinman, who discovered the immune system's sentinel dendritic cells, is this year's recipient of the Nobel Prize in Physiology or Medicine. He shares half the prize with Bruce Beutler and Jules Hoffmann.

CANNES, France, Nov. 3 (Xinhua) -- Chinese President Hu Jintao met here Wednesday his French counterpart Nicolas Sarkozy on bilateral ties and other issues of common concern, including the Group of 20 summit scheduled for Thursday and Friday.Hu pointed out that since the global economic recovery is now burdened by quite a few instable and uncertain factors, the international community has great expectations of the G20 Summit in Cannes."The Chinese side actively supports the French side to host the summit," Hu said, emphasizing that the G20 should continue to uphold the spirit of cooperation and send a clear and definite signal of securing growth and promoting stability to the international community through this summit.Hu expressed the hope that all relevant parties should jointly endeavor to make the Cannes summit a conference of solidarity and win-win cooperation.Sarkozy expressed his appreciation of the effort China has made to prepare for the G20 summit. BEIJING, Jan. 6 (Xinhua) -- China will bring its nurse population to 2.86 million by 2015, meaning there will be 2.07 nurses for every 1,000 people, according to a blueprint on nursing issued Friday by the Ministry of Health (MOH).By the end of 2010, China has registered 2.05 million nurses and there were 1.52 nurses for every 1, 000 Chinese.Even by 2015, the ratio of registered nurses for 1,000 people in China is five times fewer than countries in the European Union and the United States by current standards.By 2015, the ratio of licensed doctors to nurses will climb from 1:1 to 1:1.2, according to the blueprint.China also plans to provide more training for head nurses in large hospitals and make nursing services accessible to households and communities, according to the blueprint. The five-year nursing development plan said the government will further standardize its nurse management system and deepen health care reform in public hospitals over the next few years. The total number of registered nurses reached 2.05 million in 2010, marking a 52 percent jump from 2005, according to the blueprint.
