POINT ROBERTS, Wash. -- In Point Roberts, Washington, the beauty of nature isn’t hard to find.“The environment is unsurpassed,” said Brian Calder, director of the Point Roberts Chamber of Commerce. “I mean, it's a beautiful spot.”It’s a town of about 1,000 people, where two nations meet: the U.S. and Canada.Lately, though, people there feel more like they’re caught in the middle.“We're surrounded by foreign territory, not part of North America, USA,” Calder said.Point Roberts is what’s known as an “exclave.” When a 19th century treaty established the 49th parallel as part of the U.S. border with Canada, Point Roberts ended up on the American side, but cut off from the rest of the U.S. because it sits at the end of a peninsula, with Canada to the north of it.Normally, travelling back and forth across the border isn’t an issue.However, because of the coronavirus, the border is closed and the town – which relies on tourism – is at a standstill.“Our traffic comes from Canada, lower mainland primarily, and that's what drives our economy. Period,” Calder said. “We have nothing internally.”Whitney McElroy owns Breakwaters Bar & Grill, where hundreds of people usually gather for music and food. That didn’t happen this year, though. The current situation forced him to furlough all but two employees.“We're down between 85 and 90%,” McElroy said of the grill. “By opening the border, it would considerably help this community. It would bring it back to life again, as it's pretty much dead now.”One of the few things keeping the town alive is the lone supermarket.“On a normal summer week, we do we see about 8,000 customers,” said Ali Hayton, who owns the Point Roberts Marketplace.This year, business at the supermarket is down 80%. Hayton applied for the federal Paycheck Protection Program, which helped financially, but only through July.“I don't want a handout because those go away,” Hayton said. “I want to work for a living and the only way I can do that is if I have people able to come down here.”Weekly testing shows that, so far, there have been no recorded cases of coronavirus in Point Roberts.Because of its unusual location, surrounded by water on three sides and Canada to the north, the border closure isn’t just affecting businesses in Point Roberts. It’s also affecting families, in some cases, by separating them.“People can't sustain - financially and emotionally and spiritually - this kind of stress,” said Point Roberts resident Rena Andreoli.Andreoli and her family are dual citizens of the U.S. and Canada, who live in Point Roberts. Since the lone school in town only goes up to 3rd grade, her children, like some others there, attend nearby schools in Canada. School, though, is considered a non-essential border crossing. So, in order to continue going to her current high school in Canada, her oldest daughter moved in with friends of the family.“By doing that to a family, we're really, we're just killing these kids,” Andreoli said. “So, we need to smarten up as a country, both countries, and look past the politics and look past all that.”Residents believe there could be a simple solution.“If we can have an exemption federally from both sides of the fence, then I think it would definitely ease things and make things a lot more palatable for people,” said Nic Lehoux, who lives in Point Roberts.Recently, a twice weekly passenger ferry service and small plane service began for residents in Point Roberts. Before then, they had no other way to reach the U.S., without driving through the Canadian border and over into Washington state.Still, the border remains closed for the foreseeable future, as the closure has been renewed every 30 days for the past six months. 3724

PHOENIX (AP) — The 5,200 active-duty troops being sent by President Donald Trump to the U.S.-Mexico border will be limited in what they can do under a federal law that restricts the military from engaging in law enforcement on American soil.That means the troops will not be allowed to detain immigrants, seize drugs from smugglers or have any direct involvement in stopping a migrant caravan that is still about 1,000 miles from the nearest border crossing.Instead, their role will largely mirror that of the existing National Guard troops — about 2,000 in all — deployed to the border over the past six months, including providing helicopter support for border missions, installing concrete barriers and repairing and maintaining vehicles. On Tuesday, he stepped up his dire warnings, calling the band of migrants fleeing poverty and violence in Central America an "invasion.""Our Military is waiting for you!" he tweeted.Traveling mostly on foot, the caravan of some 4,000 migrants and a much smaller group of hundreds more are still weeks, if not months, before reaching the U.S. border. Thousands have already dropped out, applying for refugee status in Mexico or taking the Mexican government up on free bus rides back home, and the group is likely to dwindle even more during the arduous journey ahead.Another smaller caravan earlier this year numbered only a couple hundred by the time it arrived at the Tijuana-San Diego crossing.And despite the heightened rhetoric, the number of immigrants apprehended at the border is dramatically lower than past years. Plans to build a new 4-acre, .5 million park in National City got a boost this week, thanks to a partnership with the federal government.The Environmental Health Coalition will help the city plan the park and the surrounding area, to make sure people can access the park without having to drive there.National City is one of just 10 communities across the country chosen for the Safe Routes to Parks Initiative.The new park will be near 22nd Street and Harding, where an empty field sits right now. As part of the construction, the EHC will help design safer streets around the park."Kids are trying to get from point a to point b and they have to cross through that main road," explains City Engineer Jose Lopez. "Without enhancements to the road, there's no way a 10-year old or 5-year old can cross the street."The EHC will help the city plan curb extensions, a median refuge island in crosswalks and local trails to let people walk through parks instead of along busy streets.According to a release announcing the partnership, communities chosen for the program had high rates of crime and violence, and also high rates of weight-related chronic diseases. The Safe Routes to Parks program  hopes to increase park use and help communities become healthier and safer.Right now the park is still in the planning stages. With having to care for three children, they decided it was time to make some extra cash, so they posted their car for rent on Turo. "It's really just posting pictures of your car, and they set you up with a photographer if you want professional pictures done of your car," explains Christie.Depending on how new and nice your vehicle is, Christie says Turo allows you to price your car accordingly. Her Jeep Wrangler rents for 9 a day. At first, Christie says they raked in about 0 a month, which was just enough to pay the car payment. But as they got more reviews from renters, they were making enough to supplement an income. "I would say our profit, 0 at least," says Christie. "During the summer months, it can be up to ,400 in profit."Making that kind of money is great. But, Christie says there are a few sacrifices you have to be willing to make. "If somebody books last minute, it's kind of being able to rearrange my schedule to be able to meet them."A majority of the time, Christie has to drive 30 minutes to the airport to drop the car off with the renter at the airport. Another downside: a lot of miles have been put on her car. She says in just two years, renters have put 51,000 miles on her Jeep. Not only does Christie rent out her car, but she has actually rented a car through Turo while on vacation in Saint Louis.
