SAN DIEGO (KGTV) - An elderly woman died while she was with her family waiting to cross the border into San Diego Sunday afternoon, according to our reporting partner Televisa.Televisa reported it is unknown why the woman, who was in her late 80s, passed away.This comes as people on both sides of the border expressed frustration at incredibly long wait times."It's unfortunate because I think the policies that CBP puts in place, protocols, punish border crossers," Pedro Rios said. He said it took four hours to cross in Otay Mesa on Saturday.New protocols went into effect on Friday due to the pandemic. Customs and Border Protection planned on slowing down traffic, closing lanes and adding secondary inspections, aimed at delaying those traveling for non-essential reasons.In addition to San Diego, Tucson, Arizona, El Paso, and Laredo Texas have similar protocols in place.One woman waiting to cross into San Ysidro told Televisa, "Yes it is difficult, but no one wants to be here in Tijuana."Another woman said they were heading to the U.S. to visit friends and go to the beach. When Televisa asked if they thought that was essential travel, they replied in Spanish, "Yes, because we're tired and angry. If you're following the regulations, staying away from people, have your mask and disinfectant ... if you're following the protocol, you can."The restrictions on non-essential travel do not apply to anyone crossing the border for work, school, or medical treatment.The restrictions are set to continue through September 21.ABC 10News reached out to CBP for comment and will update this story when they respond. 1630

SAN DIEGO (KGTV) -- A University City woman is searching desperately for what she says is worthless to a thief, but priceless to her.Cassie Moua's wedding outfit, which her grandmother made for her over 15 years, was stolen out of the trunk of her husband's car the week after her wedding. "It's been sitting in a closet for 15 years, waiting for the day I get married," Cassie said. "I get married and a week later, it's gone."Cassie married David Lawrence on Feb. 29 at her father's house in Scripps Ranch. She wore a traditional Hmong wedding outfit, including a black jacket with embroidery, a black apron with embroidery, and a white skirt with a pink belt. That dress, however, is now in the hands of a thief. Sometime during the night of Friday, March 6, a thief got into David's car, stealing the suitcase from the trunk with the wedding outfit inside. Cassie says there were no signs of forcible entry and she believes the thief may have used a device to spoof the remote and unlock the car. It was parked in the lot of their apartment complex, near the corner of Nobel and Cargill Avenue in North University City.Cassie says she went to the car on Saturday morning to go grocery shopping, and saw the hood popped, trunk opened, glove compartment ajar, and items spread out all over the seats. She says she does not care about other stolen items like a pet transporter and tire chains stolen, but is now on a mission to get the outfit back. "Since it happened, I've been driving around the neighborhood, looking in little pockets and corners, hoping to see abandoned clothes or an abandoned suitcase," she said. Cassie has since posted more than 20 fliers in the area around her complex. She hopes to get the outfit back to keep as a family heirloom, and that if the thief has a change of heart - no questions asked. San Diego Police say there is no suspect identified. They say in addition to the wedding outfit, two pairs of sunglasses were stolen. The police report says the thief accessed an unlocked vehicle. San Diego (KGTV) - About a hundred people packed the auditorium at Crown Point in Pacific Beach Wednesday night to sound off about the deckles bikes and scooters invading their community.The PB Town Council held the meeting.  Representatives from LimeBike, Ofo, BIRD, and Mobike were present to take questions from the crowd.RELATED: Coronado to begin impounding dockless?bikes, fining companiesThe two main concerns dealt with encroachment issues and safety concerns. The dockless bike and scooter rental model involves people checking them out using an app, but after they’re done using them, they can leave them anywhere for the next rider to find and use.Many complained of the vehicles cluttering sidewalks, storefronts and residential blocks.Other say people are riding them illegally, either because they are too young, without a helmet, or riding them without where the vehicles are not allowed.“They have no regard for human life I think someone is going to die,” one woman said.“it's with anything new right? You have a couple of bad actors that don’t know how to operate the vehicle responsibly,” Zack Bartlett with LimeBike said. “The community seems to be behind the technology.  We’re also in 45 markets, so this isn’t our first rodeo. SAN DIEGO (KGTV) — A Scripps Ranch woman did a double take when she found a mailbox post knocked down, the biggest shock came two days later.Last Thursday afternoon, Elizabeth Spelce came out of her along Cypress Valley Drive and saw it: A wooden post with her mailbox and three others was lying on its side, split apart just above the concrete."Disbelief. Stood there for a good minute and stared," said Spelce.At first she thought the culprit was the wet, windy weather. Two days later, she took a closer look and realized the wood was not rotted and wasn't so sure about her wind theory. She then assumed it might have been some bad driver or teen driver, so she decided to look at her Ring doorbell video."It was a little shocking," said Spelce.In the video, a mail truck is seen pulling alongside the curb, before running right into the post and toppling the mailboxes. The postal carrier backs up the truck, pulls forward, and soon after, reaches down and delivers the mail. The truck then drives off, apparently resuming its route."There was no note. No nothing. Just a big mystery," said Spelce.Spelce says the postal carrier added to the mystery when she talked to a neighbor. "She says, 'by the way, your mailboxes are knocked over ... Gosh, I can't imagine how it happened,'" said Spelce.Remember how she continued to deliver the mail after the mailboxes were knocked over? "She was pretending she delivered the mail and then it happened ... It's very disappointing," said Spelce.Her toppled post has since been replaced by her HOA. Spelce filed a complaint with the Postal Service. She's doesn't want the mail carrier to lose her job, but hopes she'll finally take responsibility. SAN DIEGO (KGTV) — A woman was sentenced in a federal courtroom Wednesday for stealing mail from nearly 120 San Diegans and cashing stolen checks at banks.Marie Crystal Mays, 33, was sentenced to four years in prison for conspiring to steal mail from residents, including in the Rancho Pe?asquitos area, and defrauding banks in order to cash the stolen checks, according to the Office of the United States Attorney Southern District of California.Prosecutors say the investigation identified at least 119 victims.Mays pleaded guilty in August 2019 to conspiracy, bank fraud, aggravated identity theft, possession of stolen mail, and possession with intent to unlawfully use five or more identification documents.As part of her scheme, she stole credit cards, checks, and money orders from mailboxes, authorities say. She then created a bank account in a victim's name, deposited stolen checks, and withdrew money for herself.A judge also ordered Mays to pay ,950.66 in restitution to four banks and credit unions.“The people of San Diego deserve the peace of mind of knowing that when they send or receive mail, thieves won’t steal it from their mailboxes and scavenge for credit cards, checks and personally identifiable information,” said U.S. Attorney Robert Brewer. “The defendant’s conduct showed a callous and selfish disregard for scores of citizens’ privacy.” 1377
