(KGTV and AP) -- As the migrant caravan approaches the U.S.-Mexico border, several lanes in San Ysidro and Otay Mesa will close so new equipment can be installed.According to U.S. Customs and Border Protection, at least three northbound lanes in San Ysidro and one in Otay Mesa will close until after the caravan arrives.The closures are an effort by the Department of Defense to install concertina wire, and pre-positioning jersey barriers, barricades, and fencing as requested by CBP under Operation Secure Line. 551

(KGTV) – Two teenaged girls had a frightening encounter with a stranger the parking lot Sportsplex USA Santee Thursday night.“He’s lucky I didn't walk out to minutes earlier,” Beau Branton said. His 14-year-old daughter was one of the girls involved.Branton plays in an adult softball league. Their game finished around 11 p.m. His daughter and her 13-year-old friend were there. After the game, they went to the pickup truck to get warm, while Branton finished up on the field.That’s when a man came over to the teens sitting in the car.“They saw him coming over and when they saw him coming over, they freaked out and locked it," Branton said. "He started yanking on the handle to get in.  When he realized he couldn't get in, he just stood there and didn't say anything, just a blank stare.”After a few seconds, the man seemed to give up and leave.“(My daughter) got out to come get me,” Branton said. “She came out from the truck, and towards the Sportsplex, that’s when (the stranger) came from behind a car and started chasing her.”His daughter got back into the truck in time to watch the man drive away.“He had a hoodie on, backpack,” he said, “cleanly shaven, he had two shaven notches on his eyebrows.  They watched him get into a red minivan and drive away.”San Diego Sheriff's Department said the suspect is described as a Hispanic man in his early 30s, about 5-feet 9-inches tall, and weighing about 170 pounds. He reportedly has short brown hair.He also had two shaved lines through his right eyebrow.The suspect reportedly fled in an early 2000's model, dark, red minivan with faded paint and a sticker on the back window.Deputies are working with the girls to create a sketch of the suspect and are asking any other witnesses to come forward.Lt. Chris Steffen says they are not yet sure of the man's intentions and that he might not have known the girls were in the car. The judge called them “a politically motivated attack on the efficiency of the Postal Service” before the November election. SAN LUIS OBISPO, Calif. -- Students at California Polytechnic State University are demanding action after a social media post showed a fraternity member in blackface.  The outrage came after a photo surfaced showing members of the fraternity throwing gang signs while dressed as gangster stereotypes, according to The Tribune.A photo later surfaced showing a fraternity member in blackface. The Instagram account that posted the photo has since been deleted.Late Monday afternoon, the dean of students announced that the fraternity, Lambda Chi Alpha, had been placed on interim suspension.The fraternity said in a statement to the school's newspaper that it is sorry "for failing to recognize the racial impacts this brought forth." 750

SAN MARCOS, Calif. (KGTV) - A pedestrian was hit and killed Saturday morning while on a sidewalk in San Marcos, according to the San Diego Sheriff’s Department.The woman was walking on the 500 block of E. Mission Road around 11 a.m. when she was hit by a black BMW that jumped the curb. Skid marks show the car first tried to stop on the asphalt, then hit the curb, a teenage girl, a tree then a wall. Witnesses said the driver is a baseball player and senior at Mission Hills High School.7-Eleven employees told 10News, the victim is also a student. They said she was at school Saturday morning for dance team rehearsal and walked over to the 7-11 on Mulberry on her break to buy some snacks. On her walk back to school, they said she was hit and killed.Friends of the young woman gathered at the crash site to pay their respects, lay flowers and light candles Saturday night. The driver was not injured and stayed on scene to cooperate with investigators.The cause of the crash is under investigation.Students say that stretch of Mission Road is known for speeding. While the limit is 45 mph, they say the flow of traffic is often 10 miles above that. 1206
