BEIJING, May 15 (Xinhua) -- Chinese Premier Wen Jiabao has ordered the armed forces and civil aviation department to deploy 90 more helicopters for rescue missions in quake-hit Sichuan province.     The decision was made at a late Wednesday evening meeting of the national quake relief headquarters held on a running train from Sichuan provincial capital Chengdu to Guangyuan city about 200 kilometers away. Life is the most precious thing, we must be amenable to the people and the history," Wen said.     Forty-four counties and districts in Sichuan were severely affected by the quake. About half of the 20 million population in these areas were directly affected by the quake, according to the meeting. Since most of the quake-hit areas are mountainous villages, thousands of rescuers and hundreds of tons of materials were held up on the ways, blocked by rocks and mud shaken down from roadside, to the quake's epicenter, making air support a vital need.     China's air force, army aviation and civil aviation have made ever largest noncombat air operation since Monday, mobilizing more than 150 airplanes in various relief missions.     The air force has deployed more than 40 transporters which delivered about 8,600 rescuers and 200 tons of materials with more than 130 flights in 48 hours after quake. BEIJING, April 13 (Xinhua) -- Chinese companies will no longer need the central bank's approval when issuing short-term bonds on the inter-bank market amidst government efforts to boost direct financing and reduce bank loan risks.     The People's Bank of China (PBOC) announced non-financial companies could issue bonds with maturities of less than one year on the inter-bank market without its approval from April 15.     Instead, they would only need to register at the National Association of Financial Market Institutional Investors set up in September, the PBOC said in a statement issued late on Saturday.     It said other negotiable notes "with a certain maturity" issued by non-financial companies on the inter-bank bond market wouldn't need administrative examination and approval, either. Nor would future innovative financing tools on the market.     China has vowed to develop its capital market and broaden direct financing channels to curb enterprises' heavy reliance on bank credit.     "China's financial structure has long been unbalanced, with its direct financing underdeveloped," said the statement. "Enterprises rely on bank loans too much, bringing them fairly large hidden risks."     To boost innovation in debt offering and raise the share of direct financing could mobilize the transfer of deposits to investment and decrease credit risks of the banking system, it said.     China allowed companies to offer short-term bonds to qualified institutional investors on the inter-bank market in May 2005.     From then to the end of 2007, 316 companies issued 769.3 billion yuan (about 109.9 billion U.S. dollars) of short-term bonds, with 320.3 billion yuan of outstanding debts, statistics showed.     In comparison, short-term loans to non-financial companies and other institutions surged 1.25 trillion yuan in 2007, while middle- and long-term loans jumped 1.65 trillion yuan.

BEIJING, June 26 (Xinhua) -- The headquarters for quake-relief command of the State Council, China's Cabinet, on Thursday called for priority in reconstructing public facilities such as schools and hospitals in the country's southwestern quake-hit region.     At a regular meeting presided over by Premier Wen Jiabao, the headquarters clarified the main tasks of the relief and reconstruction in the quake-hit zone, giving priority to rebuilding and quality of public facilities that were closely related to the lives of local residents. NAIROBI, Sept. 18 (Xinhua) -- Armed Somali pirates hijacked Wednesday a Hong Kong bulk carrier with 25 crew members, 24 of them Chinese, off the Somali coast, the Chinese embassy in Nairob confirmed.     The bulk carrier owned by Sinotrans of Hong Kong was en route from Tunisia to Pipavav, India when it was hijacked off the eastern coast of Somalia, the 14th of such seizure by the pirates in the past two months, said Andrew Mwangura, an coordinator of the East Africa Seafarers Assistance Program (SAP).     Besides the 24 Chinese, a Sri Lankan captain was also on board the vessel that was captured, Mwangura told Xinhua by telephone.     The carrier was the second Hong Kong ship hijacked this week in the region. A Hong Kong-registered carrier was hijacked on Monday near the Somali coast with 22 crew on board. BEIJING, June 13 (Xinhua) -- A dozen people were killed and millions were affected as rainstorms continued to lash south China over the past two days, local authorities said on Friday.     Torrential rains also destroyed more than 10,000 houses, disrupted traffic and caused landslides in the provinces of Jiangxi, Hunan, Hubei and Anhui, Guangdong, as well as Guangxi Zhuang Autonomous Region.     Precipitation exceeded 300 mm in several counties and 250 mm in more than 20 during the last two days in Guangxi and Hunan.     Five people were killed in landslides and house collapses in Guangxi. More than 1.58 million were affected as of Friday morning. About 4,000 electricians were on stand-by to fix power facilities if affected by the rainstorms.     Storms were expected to hit quake-battered Sichuan Province on Friday night and Saturday morning, according to the provincial meteorological bureau.     Relevant departments were warned of mud-and-rock flows and landslides that could be triggered by strong rains.
