SAN DIEGO (KGTV) - One man is dead after a car hopped onto a sidewalk and ran over him.A vehicle traveling southbound near 3950 Normal St. in Hillcrest veered off the road and onto the sidewalk at about 11 p.m. Friday. In the process, the vehicle ran over a man sleeping on the sidewalk, killing him.Police said the vehicle continued through some bushes and into a parking lot, where it collided with a parked car. The vehicle fled the area traveling eastbound on University Ave.The vehicle was described as a silver Honda Accord. SAN DIEGO (KGTV) — Officials on Sunday released the names of the service members involved with a deadly amphibious assault vehicle training accident off the Southern California coast last week.A total of 16 service members were involved in the AAV accident on July 30, after the vehicle started taking on water while conducting shore-to-ship waterborne operations near San Clemente Island. The reopening came in time for the heat wave.10News witnessed beachgoers from Pacific Beach to South Mission Beach who took advantage of the lifted restrictions.A heat advisory was in effect until 7 p.m. on Tuesday. Coastal highs were in the 80s and 90s."It was a lot of fun since we can’t get out that much," said Ashyton Malan who visited the beach on Tuesday with his family. Mother Jennifer Malan added, "People are far apart and not a lot of masks but there was nobody encroaching on anybody’s space so it was nice."The City reports that visitors are still required to practice social distancing with anyone outside of their household and they cannot congregate or participate in active sporting activities on the beaches. 871

SAN DIEGO (KGTV) — Palomar College has placed its president on leave pending an investigation.The college district announced Wednesday that Superintendent and President Joi Lin Blake was placed on paid leave following a report warning of the college district's fiscal instability.“It is my request that we all respect the privacy of all parties at this time. According to the district in the report, the 2018-19 budget had a ,220,001 deficit.The report stated that the district's salary and benefits costs "continue to increase year after year at a rate greater than revenue growth."The college district "has a high probability of fiscal insolvency in the near future" at its current pace, the report warned. The report adds that in two years the district "will have consumed all reserves and will be forced to borrow .5 million from an external source to remain solvent."The district said placing Blake on leave was not as a disciplinary action but "as a precautionary measure to protect all parties." SAN DIEGO (KGTV) — More than .5 million in fentanyl was seized during a traffic stop in the South Bay this week.A 2004 Mitsubishi Endeavor was stopped for a speeding violation on Wednesday at about 2:30 p.m. heading westbound on State route 905, according to San Diego County Sheriff's Department (SDSO). Border Patrol agents and SDSO Border Crime Suppression detectives searched the vehicle with a K-9 officer and discovered 20 kilograms of powdered fentanyl concealed in the vehicle. Powdered fentanyl is commonly used to produce fake pharmaceutical drugs, SDSO said.RELATED: Drug experts warn of Carfentanil in San DiegoThe seized narcotics have a street value of more than .5 million, according to SDSO.SDSO said the driver of the car, identified as 24-year-old Marilu Escamilla, and her boyfriend, 36-year-old Fernando Camargo, were arrested and booked into San Diego County Jail for felony transportation of controlled substances and other related charges.SDSO said seizures of fentanyl have become increasingly common in San Diego County. Authorities added they regularly seize counterfeit Oxycodone and Xanax pills, which contain fentanyl. According to the county, fentanyl deaths spiked 155 percent from 33 in 2016 to 84 in 2017. Fentanyl is roughly 50 to 100 times more potent than morphine and 50 times more potent than heroin, the Centers for Disease Control and Prevention says. 1403
