SANTA CRUZ COUNTY, Calif. -- With wildfires burning across the West Coast and coronavirus concerns impacting communities, emergency evacuation shelters in California are facing crisis and chaos. In Santa Cruz County, leaders say local fires have displaced about one in every five residents. That includes Anthony Koppe, who lost his house in Boulder Creek during the CZU fire.“I don’t want to dwell on it too much. you know,” he said. “It’s happened and we got to move on.”Koppe and many others from California’s Central Coast are now seeking help at a local recovery resource center where new safety measures have been added to combat COVID-19.“If somebody has something, instead of passing it on, you can catch it at the door,” he said.Just to get in those doors, people have to pass a pretty strict health screening, like filling out an extensive questionnaire and getting your temperature taken with a new touchless thermometer.“It’s impacted everything,” Rosemary Anderson, emergency services manager for the County of Santa Cruz, said about how COVID-19 has changed how emergency evacuations shelters are operating.Gone are the days of hundreds of cots stuffed in an auditorium. Now, places like Kaiser Permanente Arena, which normally holds 25,000 people, has a maximum capacity of 68.“Everything was measured out so each of the tables and the resources are all 6 feet apart and people can interact from a distance where its COVID safe,” Anderson said.COVID-19 concerns have also impacted other disaster relief organizations.“Where we’d normally have 500 people in a gym, now we’re only doing about 50,” said Tony Briggs of the American Red Cross.Briggs says the coronavirus has forced his teams to change how they help people cope with disaster during this pandemic.“Now, with COVID, we can do all the listening, but you can’t do the contact,” he said. “And for some people, that hug is a really, really big deal.”Even with the added attention to detail, leaders in Santa Cruz are expecting coronavirus transmission rates to increase because more people are coming in contact at these resource centers.“If something is wrong with somebody, I definitely don’t want to catch it or my lady or my son,” Koppe said. While people like Koppe may have lost their homes, these new safety measures haven’t let them lose hope“It definitely gives me peace of mind,” he said. 2375

SAN MARCOS, Calif. (KGTV) - A Caltrans project to expand an SR-78 ramp in North San Diego County has some residents concerned about their safety.Crews have been working on the Woodland Parkway on-ramp to improve the flow of traffic to the freeway. Eventually, there will be an additional lane at the Woodland and Barham on-ramps.Residents told 10News the construction set-up is too dangerous for drivers.“I'm saying a prayer before I get on the ramp cause you really need it,” said Jacqueline Duron. She also said the ramp set-up doesn’t give drivers enough time to speed up and merge onto the freeway safely.“A lot of the times all the lanes are packed - so there's nowhere for anybody to go - and drivers going up the ramp getting smashed on the cement wall,” said Duron.Neighbors also posted concerns on the NextDoor app, calling the situation a ‘death trap’.Crash statistics for the Woodland Parkway ramp to westbound SR-78 show a slight uptick from last year, with seven crashes to the previous year’s five.Even though the number of accidents were slightly higher this year compared to 2017, the CHP says the numbers do not support the existence of an issue.10News talked with Caltrans about neigbors' concerns. Public information officer Ed Joyce said the roadwork meets temporary construction code standards, allowing enough time and room for drivers to merge.“They want to pay attention when they get near construction zones, avoid all distractions be work zone alert and be courteous,” Joyce said about drivers.Caltrans construction information is publicly available online. 1595

SAN YSIDRO, Calif. (KGTV) — A man convicted of murder in Honduras was arrested after border agents say he was caught crossing the border with members of a migrant caravan in Tijuana.Miguel Angel Ramirez, 46, was arrested on Nov. 24 around 11 p.m. after he was caught entering the country illegally about a mile east of the San Ysidro Port of Entry, according to U.S. Customs and Border Protection. Seattle Mayor Ed Murray announced his resignation Tuesday, hours after new sexual abuse allegations surfaced against the embattled politician. The mayor's announcement comes after his cousin gave an interview with the Seattle Times alleging abuse, the latest in a series of allegations against the mayor. The cousin is the fifth person to accuse Murray of child sexual abuse.Murray denied the allegations, as he has in the past. He said he was resigning effective 5 p.m. Wednesday so the scandal would no longer overshadow his office. In light of the latest allegations, he said it was clear it is best for the city for him to step aside."While the allegations against me are not true, it is important that my personal issues do not affect the ability of our city government to conduct the public's business," he said in a statement."To the people of this special city and to my dedicated staff, I am sorry for this painful situation."Council President Bruce Harrell will become mayor upon Murray's resignation, Murray said. Harrell has five days to decide to hold the position for the remainder of Murray's term, which ends in December.Murray was elected in 2014 after 18 years as a state lawmaker. He withdrew in May from the Seattle mayor's race, saying the campaign should be focused on issues, not scandal. 1328
