SAN DIEGO (KGTV) - US Coast Guard officers will be out in full force over the holiday weekend. They've launched Operation Dry Water to help cut down on the number of arrests for people boating under the influence of drugs or alcohol."We want everybody to have a great time and do it in a safe manner," says Lt. Commander Ellen Motoi, the Chief of Enforcement for the San Diego Sector of the Coast Guard."We're going to have a lot more boats out there from the local side, as well as Harbor Police. They'll be promoting safety and looking for boaters under the influence," says Motoi.Alcohol is the leading cause of boating accidents, according to the Coast Guard. They look for erratic speed, dangerous course headings and boats coming too close to other vessels as warning signs that someone may be drunk while operating a boat.Operation Dry Water is a nationwide program. In 2018, they made 494 BUI arrests and issued 7,305 other citations.Like driving, the legal limit for alcohol while operating a boat is .08. Anyone arrested for BUI could face jail time, a loss of their license/credentials and a hefty fine.Aside from BUI, Motoi says the emphasis of Operation Dry Water focuses on safety."It's not worth it," says Motoi. "We encourage everyone to think twice before you get on a boat."Motoi says the most common mistake people make is not to wear a life jacket. The Coast Guard says 80% of all drownings happen because people aren't wearing one.The Coast Guard also wants boaters to know they shouldn't shoot off flares or fireworks from their boats. SAN DIEGO (KGTV) – Two women were taken to the hospital after they reportedly climbed a border wall in the Otay Mesa area and then fell from the top.Authorities said emergency crews were dispatched to an area near Britannia Boulevard and Airway Road just before 11 p.m. Tuesday in response to an injury report.Two women apparently tried to climb the border wall, but both fell dozens off feet from the top of the wall and landed in a ravine.After being rescued, the women were taken to UC San Diego Medical Center for treatment of injuries considered serious.Three other people were also rescued nearby, but it is unclear if they were taken to the hospital.No other details on the incident were released. 712

SAN DIEGO (KGTV) - 10News got an exclusive interview with the young San Diego man who says a local ICE agent pointed a gun at his head before being arrested, in part, for driving under the influence.“I’m 20 years-old and for him to pull a gun on me just for test-riding my motorcycle on the street is definitely not okay,” says Jonathan Levenson.A spokesperson for Immigration and Customs Enforcement (ICE) confirms ICE Agent Ed Zuchelli is on administrative leave while officers investigate a criminal matter.San Diego police confirm the incident happened on February 16th on Blue Lake Drive in the community around Lake Murray.Levenson says he was test-riding his dirt bike on his street when he saw the agent walk into the middle of the street to block him.“He had it pointed at me at a ‘shooter’s position’. That’s when I knew it was definitely a gun,” he tells us of the agent, who is his neighbor. “When he first came up to me I could smell some beer on his breath but nothing too strong,” he adds.Levenson says he rode around the agent, but the agent got into his vehicle and followed. “He turned on his lights and sirens and started yelling at me through his microphone. [He was] telling me he was a federal agent and not to mess with him,” says Levenson.Levenson adds that the agent showed him his federal ID badge.SDPD confirms Zuchelli was in a government-issued vehicle at the time of arrest.Police say he was arrested for alleged DUI, showing a weapon and making threats. It's back to the store. David Warren's sofa just didn't look right. So he was back at the Target store in Kearny Mesa Saturday afternoon."I'm just returning these pillows and shirts," Warren said. "I'm going to swap them out for something smaller."Fernando Delacruz and his wife bought themselves bicycles to kick start a healthy New Year's resolution."I figured I'm going to need a bike so I can exercise," Delacruz said. "And then my wife said, 'Oh that's a cool Christmas gift for me too!'"The couple bought their bikes at target.com. Delacruz's fit perfectly, but his wife's did not."When she tried it on, it was kind of a little big for her," Delacruz said. "So we have to return it."The pandemic has caused a surge in online shoppers, a saving grace for retailers. But not being able to touch and feel the products means there have been a record-setting number of returns. Experts say returns will cost companies more than billion this holiday season. But retailers have managed to make the return process much easier, many places not even requiring receipts."We do have a Target card, and they can trace it from there, so we didn't have to worry about that," Delacruz said.Delacruz says now they are at the store to return what didn't fit and replace it with one that does."We're probably going to look for another bike today," Delacruz said.According to the 2020 Deloitte Holiday Retail Survey, 45% of shoppers prefer the "buy online, return in-store or curbside" service. 1732
