(AP) — The U.S. House of Representatives passed a bill Wednesday that would grant legal marijuana businesses access to banking, a measure that would clear up a longstanding headache for the industry.The bill, called the SAFE Banking Act, passed 321-103 on the strength of near-unanimous support from Democrats and nearly half of Republicans. Its prospects in the Senate are uncertain, but supporters said the amount of Republican support in the House was a good omen."This is a sign the time has come for comprehensive cannabis reform," said Morgan Fox, a spokesman for the National Cannabis Industry Association. "The fact that we got almost half the Republicans is a huge sign we're moving in the right direction toward sensible policies."Thirty-three states have legalized cannabis for medical or recreational use, but the federal prohibition on the drug has made it difficult for businesses in the multibillion-dollar industry to get bank accounts, loans and other financial services.The bill would allow businesses legitimately operating under state laws to access loans, lines of credit and other banking services, while sheltering financial institutions from prosecution for handling marijuana-linked money.More financial institutions began banking with the industry as legalization spread and as the Obama administration instituted policies that allowed them to do so, with some important caveats, but the Trump administration rescinded those guidelines under former Attorney General Jeff Sessions.Many pot businesses have had to conduct sales and pay vendors or taxes in cash, making them potential robbery targets.Supporters of the banking bill, including Democratic Reps. Denny Heck of Washington and Ed Perlmutter of Colorado, characterized it as a public safety measure. In urging lawmakers to vote yes, Heck relayed the story of a 24-year-old Marine veteran, Travis Mason, who was shot and killed during a robbery of a dispensary in suburban Denver in 2016."Because the federal law did not allow for that business to be banked, to be within the guardrails of the financial system, an evil person walked in that night and shot Travis dead," Heck said. "That does not have to happen. It is not hypothetical."Opponents said it would facilitate the spread of marijuana. Lawmakers and community leaders are also demanding more accountability for officers amid protesting and violence.“These bills can be the real focus of where this nation can go," said the Rev. Al Sharpton. "This will be the example of New York, will be the example nationwide." Garner’s last words, "I can't breathe," became an outcry for change, George Floyd said the same thing in his final moments.Whether by arm or by knee, these new laws would also put in place tougher penalties for any officer who restricts someone’s breathing.The chokehold was banned by the NYPD after the death of Anthony Baez in 1994 but 20 years later, Garner became the poster child that the system failed. With the Food and Drug Administration (FDA) yet to develop a regulatory framework for CBD-infused products, states are stepping in. This week, Illinois introduced new legislation that could require the testing of CBD products sold in its state. The hemp-derived cannabidiol, or CBD, is sold as a supplement, promising to manage everything from anxiety and insomnia to chronic pain.Rahul Easwar, co-founder of Chicago-based CBD-retailer LeafyQuick, says the product is everywhere.“Gummies, edibles, we’ve got bath bombs, salts, topical lotions," Easwar says. "You name it, there’s CBD in it.”But while some CBD shops like LeafyQuick only sell products that have been tested, there are no laws requiring that. “We don’t obviously accept every brand that knocks on our door, and we go through a very stringent due-diligence process,” says Easwar.And because CBD products are considered supplements rather than drugs, they remain largely unregulated. Since 2015 the Food and Drug Administration has issued more than four dozen warning letters to firms marketing unapproved drugs allegedly containing CBD. Many did not contain the levels of the cannabis derivative they claimed to.It’s that uncertainty about what’s in the products that prompted Illinois state representative Bob Morgan to act. “These are products coming in from other states more often than not are not being tested,” says Morgan. “We don't know if they have heavy metals pesticides contaminants synthetic THC or something way worse.”Morgan is pushing a bill that would require all CBD products sold in the state to pass minimum testing standards. “We should have these high expectations, especially since people were consuming this product,” says Morgan. “These are things people are ingesting and we have to make sure they’re safe.”If they’re not safe, the proposed law would require untested products to be pulled from shelves and online. Sellers violating the law could face stiff fines.It’s something retailers like Rahul Easwar say is essential to the CBD business' long-term success.“Especially retailers, more so the consumers need to demand such regulations and more stringent regulations in my opinion.”For now, there are still no national standards for CBD testing. CHULA VISTA, Calif. (KGTV) - Two people were seriously injured and a third person is dead after a shooting in a Chula Vista Costco parking lot Monday afternoon, according to police. The incident happened about 12:30 p.m. near the Costco at 1100 Broadway at Naples St. Other nearby stores include Walmart and Petco. Chula Vista police said a woman and her new boyfriend were putting away groceries in their car in the parking lot when the suspect approached from behind, shot both victims several times before turning the gun on himself. “I was about to pull in to the parking lot, a parking space; I thought they were fighting or something," said Carlos, a witness who did not provide his last name.Chris Anthes, who witnessed the incident unfold, told 10News, “The woman was up, like she was holding her chest. I thought maybe she was having a heart attack or something like that.” Anthes’ sister-in-law, Angela Shelton, added, “This other guy comes up and grabs ahold of her. Now that I know what was going on, he was trying to shield her.”Responding officers found the three victims suffering gunshot wounds, according to Lt. Dan Peak of the Chula Vista Police Department. All three were taken to UC San Diego Medical Center with serious injuries. The suspected shooter was pronounced dead at the hospital, and police said the victims underwent surgeryThe woman’s newborn child, who was in a stroller nearby at the time of the shooting, was uninjured in the incident. The child is with family members, police told 10News. Peak said at a Monday afternoon news conference that investigators believe the suspected shooter is either the ex-boyfriend or an acquaintance of the female victim. "We can tell you is that we believe the scene is safe; we believe there is no danger to the public," said Peak. A witness at a Panda Express across from the Costco parking lot said she didn’t see the shooting, but saw police cars swarm the area. Businesses in the area, including Costco, remain open. Police say they recovered a handgun at the scene. There are no outstanding suspects, according to officers.Shelton said she noticed something peculiar about the gun.“It was definitely altered in some way. The end of the gun had a plastic bottle at the end of it.”Anthes said, “Turns out he had tape wrapped all around it; it was like a homemade silencer.” 2358
