The White House said late Friday it is prepared to veto a bill proposed by House Democrats to infuse the cash-strapped Postal Service with funds.The White House’s announcement comes a week after President Donald Trump said he supported funding the Postal Service with Congressional funds. Last week marked a period of the Postal Service removing machines and collection boxes, as mail service has slowed for many across the country.The bill introduced by House Democrats would, in addition to providing funds, require the post office to maintain its current level of service, not close any locations and would lift a prohibition of overtime. Those measures would be in effect through at least the end of the year.According to the Congressional Budget Office, the bill would provide an estimated billion in funding for the post office.The White House pushed back in a policy memo, claiming that reports of slowdowns are an “overreaction.”“This bill misses an opportunity to improve USPS,” the White House said.“USPS does not need a billion bailout. It needs reforms that will return it to a trend of long- term financial self-sufficiency,” the White House added.The Trump administration said that USPS has enough funds to operate through August 2021. But during his Senate testimony on Friday, Postmaster Louis DeJoy said that the post office is losing billion on an annual basis.“Without change our losses will only increase in the years to come,” DeJoy said.The USPS has historically been self-sufficient. But declining volume and increased pension costs have cut into the service’s bottom line. The strike that closed West Virginia's public schools for four days is over, West Virginia Gov. Jim Justice announced Tuesday evening.School will resume Thursday, he said.Teachers and school-related personnel will get a 5% raise in the first year and all other state employees will get a 3% raise, the governor said.The numbers still have to be passed by the Legislature.Justice said he had spoken to the leaders of the Senate and the House and he was "very, very hopeful" a bill would pass soon.The governor said he had changed his position on giving a raise this size after he had a conversation Monday with a sixth-grader named Gideon.Justice said Gideon was asking questions about tourism and the governor tried to explain about returns on investments in marketing.Turning one dollar into eight is a good investment, the governor told Gideon."Wouldn't it be an investment to invest in smart teachers that make me smart and then I can in turn, turn around and do smart, good things for our state?" the student replied.The governor said Gideon was right and he was approaching the strike wrong."I was looking at it as what the prudent thing was to do and not as investment." he said Tuesday.Dale Lee, president of the West Virginia Education Association, said the organization reserves the right to call teachers and service workers out again at a later date if the legislation gets bogged down or doesn't move ahead at their desired speed.Not all strikers pleasedThe strike put about 20,000 teachers and 13,000 school service employees on the picket lines to demand better pay and benefits.With the pay issue seemingly solved but insurance issues not, there was mixed reaction outside the state Capitol when the news was announced to the people on strike.There were big cheers for the pay raise, but boos for the lack of an immediate change to insurance.After they were told they would go back to schools Thursday with a possibility they might get called to strike again, teachers chanted "Back to the table!" and "Fix it now!"There are other issues, teacher saysWendy Peters, a third-grade teacher who traveled from Daniels, told CNN sister network HLN by phone that the primary issues are pay and insurance. But there are others, such as seniority and less stringent criteria that allow for noncertified teachers -- something Peters doesn't think should happen.She told "On the Story with Erica Hill" that teachers want to feel "valued and respected."Peters, who has 16 years of service and says she makes ,000, said teachers want a wage competitive with surrounding states. "We take care of the most important thing in our state, our children," she said.Legislation sparked strikeThe walkout -- which kept the state's roughly 277,000 public school students out of class -- came after Justice signed legislation late on the night of February 21, granting teachers a 2% pay increase starting in July, followed by 1% pay increases over the next two years.But the bill did not address further concerns of teachers, including issues with the teachers' public employees insurance program, the rising costs of health care and a tax on payroll deduction options, according to Christine Campbell, president of the American Federation of Teachers-West Virginia.Many people in West Virginia said that the high health insurance costs they face are the main sticking point in the work stoppage. That insurance affects all state employees.Tonya Spinella, a fourth-grade teacher in Mercer County, said rising insurance premiums are "going to be a real issue for us, for our family."She said she has a second job, teaching English to Chinese children online."And really, sometimes the only way we can make ends meet is through my second teaching job and through other little side jobs that I do," she?said. 3817

  

The travel industry is still reeling from the effects of the COVID-19 pandemic as millions of people have lost their travel-related jobs. Now, Congress is debating a bill that would provide thousands of dollars in travel tax credits to families."This could be used for airfare, for hotel stays, for meals and attractions within a certain distance away from home, let's say." says Tori Emerson Barnes with the U.S. Travel Association.Modeled after the homebuyer tax credit that was created in the recession of 2008, Barnes says, if passed, this financial incentive would be crucial toward putting the travel industry and the millions of people it employs back to work."Post 9/11, it took about 18 months for the travel industry to come back. From an economic standpoint, this is nine times worse than 9/11, so really what we have to do is get people moving again to get the economy back," says Barnes.The travel tax credit would pay back families 50% of their travel expenses up to ,000. The refund would be for travel expenses made between the time of the bill's enactment and the end of 2021."We know that we need to get people traveling again in a health and safe way so we think that establishing an individual travel tax credit that can help motivate folks and push them a little bit into the market will go a long way. We’ve been working with members of Congress on both sides of the aisle and administration," says Barnes.Chris Gahl of Visit Indy says the travel tax credit would be huge for businesses in Indianapolis."The tourism eco-system is made up of lots of different businesses. Most consumers would think of hotels, airlines, museums, restaurants and bars. But there are also companies that clean linens for the hotels, flower companies," says Gahl.As for easing travelers concerns amid COVID-19, Gahl says, "From Indiana’s perspective, from the capital of Indianapolis, we have taken great strides in putting people first and foremost and the health of our residents and subsequently our visitors.""We all believe that there needs to be appropriate sanitation, there needs to be appropriate barriers in place and we support the use of masks. You know, we think a phased and layered approach is critical to the health and safety of the American public but we don’t think you have to pick between the public health or the economic health of the country," says Barnes.In the Indianapolis area, Visit Indy says more than 83,000 people rely on tourism for their jobs."This goes well beyond the glossiness of hotels and restaurants and wanting a getaway. There's real people, real Americans who are working and depending on tourism for a paycheck," says Gahl.The US Travel Association hopes Congress votes on the bill by early August. 2754
