The City of San Diego had a system in place to warn-water meter readers of inaccurate or questionable reads on manually read meters.But somehow more than 300 residents in four neighborhoods - Rancho Bernardo, Mira Mesa, Rancho Penasquitos, and Carmel Valley - were still overcharged by an average 0 on recent bills. Their meters were all the manually read type.Meanwhile, residents from Webster to Normal Heights to La Jolla are still questioning the validity of mysteriously high bills. "At this point I don't trust the government. Who is overseeing these departments?" Carmel Valley resident Denise Hornby said in a recent interview over her ,800 water bill. The city has more than 250,000 water meters that need to be read manually. Workers use a handheld electronic device to enter the readings, and get a warning if the numbers don't fall inline with that meter's use from the last billing cycle, said Steven Broyles, a city meter reader of about 18 years. "Based on the pervious use 60 days ago, it was inline," Broyles said after measuring a home in Rancho Bernardo. "So it didn't throw me a failed audit."Workers, however, are able to override the warning and enter the reading.If that happens, the city says the meter's data gets kicked into the city's quality assurance process - a process that could have uncovered the pattern of errors in those four neighborhoods. The city terminated the employee who made the errors that lead to the 300 erroneous bills. A city spokesman, however, declined to comment on whether the system lead to the discovery. The city auditory, meanwhile, is continuing a top-down probe into the water billing department. The Cruise Lines International Association announced Monday new regulations for cruising in the Americas.The association, which represents major global cruise lines, said cruises could start back up soon "with support and approval of regulators and destinations.""We recognize the devastating impact that this pandemic, and the subsequent suspension of cruise operations, has had on economies throughout the world, including the nearly half a million members of the wider cruise community and small businesses in the Americas who depend on this vibrant industry for their livelihoods," CLIA president, CEO Kelly Craighead said in the press release. "Based on what we are seeing in Europe, and following months of collaboration with leading public health experts, scientists, and governments, we are confident that these measures will provide a pathway for the return of limited sailings from the U.S. before the end of this year."The new rules include everyone being tested for COVID-19 before embarking and mandatory mask-wearing for everyone onboard.Also, everyone must abide by physical distancing. There will be an increase of fresh air through the ventilation system, medical capability with risk-based response plans, and shore excursions must abide by cruise operators' prescribed protocols.The CLIA announced back in August that its ocean-going cruise line members will suspend their U.S. operations until at least Oct. 31. 1439

Instead, they ended up unintentionally ruining some of their followers' appetites.Tick-borne illnesses are on the rise, so the CDC has been pushing Americans to check for ticks after spending time outdoors. On Friday, the agency reminded its followers just how small those the pests can be, tweeting two photos of a poppy seed muffin."Ticks can be the size of a poppy seed. The Department of Justice on Monday identified New York City, Portland and Seattle as cities that have allowed "violence and destruction of property to persist," as outlined in a presidential memorandum that could restrict access to federal funding.Earlier in September, President Donald Trump issued the Memorandum on Reviewing Funding to State and Local Government Recipients That Are Permitting Anarchy, Violence, and Destruction in American Cities.The measure allows the DOJ to target city governments that the agency believes has not taken steps to mitigate widespread criminal activity.So-called "anarchist jurisdictions" that meet the DOJ's criteria are subject to a 30-day review by the director of the Office of Management and Budget, who will issue guidance on restricting eligibility for federal grants, according to the presidential memorandum."When state and local leaders impede their own law enforcement officers and agencies from doing their jobs, it endangers innocent citizens who deserve to be protected, including those who are trying to peacefully assemble and protest," Attorney General William Barr said Monday in a statement. "We cannot allow federal tax dollars to be wasted when the safety of the citizenry hangs in the balance. It is my hope that the cities identified by the Department of Justice today will reverse course and become serious about performing the basic function of government and start protecting their own citizens."In New York City, the DOJ cited a monthslong spike in gun violence in conjunction with the City Council's approval of a fiscal budget that reallocated billion from the NYPD toward community and youth programming. The funding changes will begin in 2021."The budget resulted in the cancellation of the new police recruiting class, cuts to overtime spending, and the transfer of certain police functions, including school safety, out of the NYPD," the DOJ said in its statement.The Justice Department also cited the refusal of city district attorneys to prosecute certain charges related to Black Lives Matter protests that have been ongoing since the May 25 death of George Floyd while in Minneapolis police custody."Both [New York City] Mayor [Bill] de Blasio and Gov. [Andrew] Cuomo have forcefully rejected federal law enforcement support," the DOJ concluded in its statement.The loss of federal funding would be a crippling blow to cash-strapped New York City, which lost billion in revenue amid the coronavirus pandemic. The city is currently facing a billion budget deficit that could result in as many as 22,000 municipal layoffs and furloughs in October.Requests for comment from the offices of de Blasio and Cuomo were not immediately returned.Seattle and Portland have also seen significant unrest in recent months since the death of George Floyd. In June, protesters in Seattle occupried a small area of the city of several weeks and vandalized an abandoned police precinct. The FBI has taken custody of multiple suspicious packages sent to military locations in the Washington, DC area, a law enforcement official said Monday. The official said two of the packages were sent to Fort Belvoir and Fort McNair.At least one package, sent to the National Defense University at Fort McNair in Washington, DC, contained explosive material and was ultimately rendered safe. That package arrived at 8:30 a.m. ET and the building was evacuated immediately, according to Army spokesman Michael L. Howard."At 12:10 p.m., 52nd Army Explosive Ordnance Disposal from Fort Belvoir, VA, confirmed the package tested positive for black powder and residue," Howard said in a statement. "The X-ray conducted indicates suspected GPS and an expedient fuse were attached. The package was rendered safe. No injuries are reported."Scanning machines at the facilities detected the suspicious materials upon receipt and the packages are being examined at the FBI lab in Quantico, Virginia, the law enforcement official said.The National Defense University at Fort McNair was cleared for re-entry after K-9 sweep and personnel returned to the building by 1:15 pm ET.Another Army spokesman confirmed a suspicious package incident at Fort Belvoir and said that package has been rendered safe. 1296
