BEIJING, Dec. 11 (Xinhua) -- A draft regulation on school bus safety management was made public Sunday by the Legislative Affairs Office of the State Council, with the public invited to submit comments on it.The draft stipulates that local governments above the county level should take "overall responsibility" in school bus safety, and authorities of education, public security, transportation and product quality supervision should also properly perform their respective duties.The government will establish and improve a system of mandatory technical standards for the quality of vehicles used as school buses, the draft stated. Primary school students queue up to get on the school bus to go home after school in Deqing County, east China's Zhejiang Province, Nov. 21, 2011. Local government of Deqing County has invested 20 million yuan (3.14 million U.S. dollars) to order 79 school buses, which are specially designed for children with smaller seats and seat belts as well as bright yellow color to have better warning function. Among the 79 buses, 14 ones have truck-style front ends, and this appearance like a long nose can effectively reduce the impact force and better protect children's safety. Drivers of such kind of school buses are required not to exceed 60 kilometers per hour. Nearly 6,000 children from 25 primary schools have benefited from the operation of this kind of school bus in Deqing County.China issued a set of technical standards for school buses for primary school students last year, and the drafting of another standard for buses for the kindergartners is also underway.According to the draft, the government will adopt a license system for school bus operation.Vehicles that are up to school bus standards and with a unified appearance will be first in line to obtain approval from education authorities, and the draft also requires buses to register at the traffic administrative agencies before they can be used as school buses.Instead of compulsory annual safety checks, the draft would require school bus owners to renew their safety qualifications every six months.Drivers should also check the safety condition of the buses before each commute, the draft said.The draft asks schools and the school bus service providers to intensify safety management and maintenance and assign special staff on buses to look after students on board.

SAN FRANCISCO, Oct. 13 (Xinhua) -- The Internet search giant Google on Thursday released its third fiscal quarter earnings report, posting strong numbers that beat analysts' estimates.The Mountain View, California-based company reported revenue of 9.72 billion U.S. dollars for the quarter ending Sept. 30, 2011, an increase of 33 percent on a year-on-year basis.Google reported a profit of 2.73 billion dollars, compared to 2. 17 billion dollars in the same period last year. The earning per share, excluding certain items, is 9.72 dollars, topping the average estimate of 8.74 dollars per share polled by Thomson Reuters."We had a great quarter," said Google co-founder and Chief Executive Officer Larry Page in a statement. "Google+ is now open to everyone and we just passed the 40 million user mark. People are flocking into Google+ at an incredible rate and we are just getting started."Many analysts took the third quarter to examine the company's progress towards expanding its core business beyond advertising which accounted for 96 percent of its revenue last year. BALI, Indonesia, Nov. 19 (Xinhua) -- Chinese Premier Wen Jiabao said on Saturday that an immediate task for East Asian nations in the face of the global financial crisis was to maintain continuous, rapid development of the region's economy.Addressing the 6th East Asia Summit, Wen said East Asian nations should provide momentum for the world economy's robust, sustainable and balanced development."We should continue to strengthen cooperation and the summit should play a strategic role in this regard," he said.Wen put forward a five-point proposal for boosting the regional economy:First, coping with the international economic and financial crisis should continue to be regarded as a priority, he said.East Asian nations should implement appropriate fiscal and monetary policies in accordance with their national conditions, shore up market confidence, and enhance coordination in the macro-economic policy and financial cooperation.Second, Wen said the region should earnestly carry out and improve agreed free trade arrangements, steadily advance the building of new free trade areas, and further open markets.The Chinese premier called on East Asian nations to counter protectionism and properly handle international trade frictions.Third, the region should encourage expansion of investment and increase investor confidence, he said.It should boost the inner drive for its development through such ways as industrial transfer and regional interconnection, Wen said.Fourth, he called for prioritizing sustainable development as a long-term cooperative goal, stronger cooperation in key fields, help for East Asian countries to transform their economic development model, and intensified cooperation in such areas as energy-saving, environmental protection, education and disaster control, so as to enhance development potential.His final point urged overcoming challenges brought by non-traditional security threats to create a better environment for development, and strengthening cooperation in the fields of information exchange, capacity building and emergency response.Wen said that, as a strategic forum, the EAS facilitated mutual understanding and cooperation between East Asian nations."Under the new situation, we should continue to regard the Association of Southeast Asian Nations (ASEAN) as the dominant power of cooperation at the summit and make efforts to seek and expand interest junctions," he said.China was willing to work with all sides to make the summit more fruitful and benefit more countries and peoples, the Chinese premier said.Echoing Wen's remarks, participants at the summit said under the current international political and economic situation, East Asian cooperation should continue to wield the influence of ASEAN domination and the existing mechanism to intensify mutual support and coordination, and deepen cooperation in the fields of economy and trade, finance, food security, energy security and disaster relief.

SHANGHAI, Dec. 9 (Xinhua) -- China's homegrown C919 large passenger plane has finished its preliminary development review and entered the development phase, a senior executive of Commercial Aircraft Corporation of China Ltd. (COMAC) in Shanghai said Friday.An expert team of the C919 project has approved the overall preliminary development review (PDR) of the passenger jet, said Jin Zhuanglong, president of the Shanghai-based COMAC.It is expected that the manufacturing process for the components of the prototype will begin by the end of 2011.COMAC signed a deal to sell 20 C919 large passenger planes to China Aircraft Leasing Company Limited (CALC) on Thursday.Up to now, the users of C919 large passenger planes have reached 10 and total orders amount to 215 units.COMAC said earlier it would develop both 168-seat and 156-seat models of the jet, with more models to be developed in the future.It also said that test flights for the single-aisle C919 were scheduled for 2014, and delivery is slated for 2016.

SHANGHAI, Jan. 11 (Xinhua) -- China has allowed the Bank of East Asia (BEA) to issue yuan-denominated bonds in Hong Kong for a second time, about three years after it became the first foreign-invested bank to make a yuan bond issuance, the bank said Wednesday.BEA China Ltd, a wholly-owned subsidiary of the BEA, was given the approval by the National Development and Reform Commission of China to issue yuan bonds in Hong Kong, it said.Details on the amounts and timing of the offerings weren't available. In 2009, in a major landmark, the BEA issued its first yuan bonds in Hong Kong in an aggregate principal amount of 4 billion yuan (630 million U.S. dollars).The BEA was among the first foreign-invested banks to be given the green light to issue yuan-denominated bonds in Hong Kong, a move analysts say will bolster the international influence of the Chinese currency, also known as renminbi.Sun Minjie, deputy head of BEA China, said the second bond issuance will give the bank stable access to capital, improve its debt portfolio, and support its development on the Chinese mainland.
