OCEANSIDE, Calif., (KGTV) -- While many of San Diego County's beaches and parks are now off-limits due to the Coronavirus, Oceanside remains open. But some residents fear that a beach and golf course soft-closures only encourage people to ignore the stay-at-home order. Unlike the taped up beaches in San Diego, Del Mar, Solana Beach, and Encinitas, Thursday evening, Oceanside decided on a soft-closure. The parking lots, Pier, picnic areas, and playgrounds are closed. But the beaches remain open. "We figured, as long as we can encourage people and enforce that social distancing, we would be able to keep those recreational opportunities available," Samuel Liston with the City of Oceanside said. One person taking advantage of Oceanside's open beach was surfer, Oliver Dillard of Bay Park. Earlier, he was at Pacific Beach but was told by a police officer to leave."I'm just in the moment. Being here now," Dillard said. But not everyone is thrilled. "My reaction to them keeping open the beaches in even a soft way is horror," Oceanside resident, Frances Pope said. Pope suffers from a rare Autoimmune Disorder. She lives in a senior community in Oceanside. She says if her local beach is the only one that is open, people will flock to it, and you can forget about social distancing. "We're going to have a swarm of people, and it's not just Oceanside that is going to be hit by that," Pope said. "They're going to go back to their homes, inland or down south, and they will infect their families."It is not only beaches. Oceanside's City-run golf courses are also one of the last ones to remain open. According to the Pro-shop, golfers must walk on the course. No golf carts will be rented unless a person has a disability placard from the DMV.Still, Pope says this "halfway measure" is not enough. She wants everyone to take the virus seriously and stay home. "Every single person that can stop one trip out helps to keep everyone else safe," Pope said. The city says in regards to the beaches, they have lifeguards on duty. And they will keep a close eye. "We are constantly reevaluating these processes. Every day, multiple times a day, and if there are problems, we will have to do more," Liston said. 2222

Often as long-winded and cumbersome as its title, "The Personal History of David Copperfield" sputters at times but manages to make you feel good while you're sort of bored. In many ways, it's the ideal pandemic movie. The timeless, Job-like tale follows a put-upon man who is subject to one ludicrously unfair situation, managing to thrive by maintaining his faith in himself.Director Armando Iannucci ("In the Loop," "The Death of Stalin") has a clear love for the 1850 Charles Dickens source material. Maybe he has too much reverence for every laborious twist and turn of the gigantic novel, which seems more comfortable in a miniseries format rather than a tight two-hour package. You could hardly dream up a better cast. Dev Patel thrives in the lead role as adult David, granting him a can-do attitude that makes him easy to get behind amid all the challenges he faces.Hugh Laurie is deliciously cantankerous as the ne'er do well Mr. Dick, and Tilda Swinton is regal as Betsey Trotwood, whose own riches-to-rags tale echoes that of David. The producers assembled a refreshingly diverse cast to tell the old tale, and the choices largely make sense in historical context. Played by a man of Indian descent, the subtle racism and structural disadvantages David faces are all the more searing and impactful when they're based not on happenstance but partially on skin color. If only the story itself was injected with such reimagination. While the costumes and set design are exquisite, there's a stolid and creaky feel to the show that recalls a stuffy theatrical repertory production. Even at its best, Dickens is dense and bulky, and without much effort to recast and slim down the storylines for modern times, it's easy to get hopelessly lost amid the barrage of plodding plot developments.Despite its flaws, the film is a welcome sight for sore, theater-deprived moviegoers jonesing for a reason to grab a soda and bucket of popcorn and get back to the old routine. As David always believes, better things are to come.RATING: 2.5 stars out of 4.This story originally written by Phil Villarreal on KGUN9.com 2119

ORLANDO, Fla. - A baby born at 22 weeks and weighing just 12 ounces is going home after spending six months at the Orlando Health Winnie Palmer Hospital for Women & Babies.Doctors said in a press release that baby Diana Peguero is the tiniest baby to ever survive and graduate from the hospital's NICU. Today, she weighs over 7 pounds and is currently thriving at home.According to the Orlando Sentinel, Diana's mother, Jomary Tavarez, was starting to dilate when she went in for a routine checkup in April at 20 weeks pregnant.Doctors then admitted Jomary to Winnie Palmer, and on Mother's Day, Diana was born weighing 12 ounces and was nine inches long. However, after examining her size and development, doctors believe Diana was younger than 22 weeks since gestational age is just an estimate. From May 10 to Nov. 6, Diana spent her first six months of her life in the hospital's NICU, but doctors said she never needed any life-saving surgeries.A few days after giving birth to Diana, doctors discharged Tavarez from the hospital, the newspaper reported. For six months, the couple traveled from their home in Ocala, Florida, to the hospital to see their daughter.According to the newspaper, doctors initially told Tavarez and her husband Federico that most babies, Diana's size, didn't survive the first three days, which Diana did.Diana's medical team continued to set more goals for Diana, which she continued to pass, the newspaper reported.By the end of June, her parents could carry her for the first time. In July, they got to hold her, the paper reported.Diana's parents are thrilled to finally take their first and only child home, especially for Federico, with her coming home a day after his birthday."It's a bittersweet day for us in the NICU," said Dr. Thais Queliz, a neonatologist at Orlando Health Winnie Palmer. "We're sad to see Diana leave since she and her parents have been with us for so long. But we're so proud of how far she's come and are happy for them to start their lives at home as a family of three."Diana is one of only 10 babies in the world recorded to have survived at her size and gestational age. 2148

On her 18th birthday, Charlie Lagarde bought a celebratory bottle of sparkling wine and her first-ever lottery ticket at a Quebec convenience store. When she got home, the newly-minted adult discovered she was also a newly-minted millionaire. It turns out the Gagnant à vie scratch-off she bought was worth a million dollars. Instead of the lump sum, she chose the annuity option and will receive ,000 every week for the rest of her life.It was the first time Legarde had ever played the lottery, officials at Loto Quebec said. That's because a person has to be 18 to play in Quebec. She plans to spend prize money on traveling and exploring her passion for photography."She's so sweet, down to earth, grounded," lottery spokesman Brian Lecompte told CNN. " She loves to travel. So she bought herself a really nice camera."The-CNN-Wire 842
