SAN DIEGO (KGTV) — A local whale watcher captured a rare sight off the coast of San Diego this week.A blue whale and its calf were captured on drone video by photographer Domenic Biagini Wednesday about 12 miles off the coast of Mission Beach.The beautiful sight isn't something many videographers have the chance to see, Biagini told 10News.RELATED: Thar she blows! It’s me and the Our Planet documentary people that have ever captured something like this. That’s about it," he said.The large animals generally follow the path of krill in coastal waters, Biagini said. "There’s only a handful of people in the world to have filmed a baby blue with any kind of professional equipment. And an even smaller few to film something as intimate as I just did in what has to be some of the calmest conditions imaginable." 1572

SAN DIEGO (KGTV) — A pedestrian was struck and killed by a vehicle while on Interstate 5 late Sunday.The pedestrian was on southbound I-5, just north of Cesar E Chavez Parkway, just before 11 p.m. when a vehicle struck and killed the person, according to the California Highway Patrol.Several vehicles hit the person after the initial crash, CHP added.CHP said it's unclear why the person was on the freeway and whether drugs or alcohol were a factor in the collision.I-5 was closed between Cesar Chavez Parkway and Logan Avenue while CHP investigators responded. The collision was under investigation as of Monday. 623

SAN DIEGO (KGTV) — A popular North Park concert venue has agreed to pay ,000 worth of fines and reimburse the City of San Diego ,000 in police investigation costs.The operators of Observatory North Park agreed to pay the penalties after City Attorney Mara Elliott filed a complaint against the venue on July 3. The complaint alleged the venue's operators were maintaining a public nuisance and operating without required permits. The city attorney's office added that the Observatory has become a source of local complaints for, "noise, violence, teenage drinking, public intoxication, public vomiting, and the accumulation of trash, debris, and human waste."“The Observatory has long dragged its heels on correcting violations that would protect the safety of its patrons and North Park community residents,” Elliott said in a release. “Its managers have agreed to begin following the law, and if they don’t, our Office will be there to hold them accountable.”The building also includes West Coast Tavern next door, which shares restrooms and bar areas with the theater.Between January 2015 and May 2019, San Diego Police received 174 calls to the venue, leading to 500 hours of overtime, the office said.The operators of the North Park venue agreed to address criminal activity and nuisance complaints and obtain all required permits. The venue's mezzanine and balcony will also remain closed until building permits and code violations are addressed. If the Observatory fails to comply with the terms of the agreement with the city, another 0,000 in fines will be issued, the office said.The lawsuit is the latest issue in the city's battle with the venue. SAN DIEGO (KGTV) — A preliminary 5.8-magnitude earthquake struck in Inyo County, just north of Ridgecrest, on Wednesday.The quake occurred at about 10:40 a.m. in the Lone Pine area, about 60 miles north of Ridgecrest, according to the USGS. There have not been any immediate reports of injury or damage.The initial 5.8 earthquake was followed by several smaller shake-ups, ranging from magnitude 2.5 to 4.6.USGS's "Did You Feel It?" map reported the quake was felt as far away as Fresno to the north, Los Angeles to the south, and Las Vegas, Nev., to the east. There was no threat of a tsunami due to the quake, according to the National Tsunami Warning Center.The earthquake comes a day after a 7.5-magnitude quake struck Mexico's southern coastline, just east of the popular tourist destination Huatulco, Oaxaca. 822

  

SAN DIEGO (KGTV) - A plan to improve bike access along Harbor Drive may put pedestrians at risk.As SANDAG works to promote alternative transportation through its "Keep San Diego Moving" initiative, they plan to upgrade the Bayshore Bikeway.That includes a stretch through Barrio Logan that runs along Harbor Drive from 32nd Street to Park Boulevard.Renderings from SANDAG show a two-way bike lane protected from traffic by concrete or plants.But, plans to build the bike lanes also call for the removal of two pedestrian bridges that go over the intersection of Harbor Drive and 32nd Street. SANDAG will replace the bridges with crosswalks.Navy personnel use the bridges as they go to and from Naval Base San Diego every day.Some people who use the bridge daily say they're worried that it will lead to more accidents and dangerous conditions while trying to cross. Others say it could lead to more people jaywalking along Harbor Drive.SANDAG told 10News that safety is their top concern, and the new crosswalks will "enhance the entire intersection, including adding pedestrian pushbuttons, striped crosswalks, median landings, and other safety features."SANDAG also says they're working with the Navy and other city organizations to make sure the crosswalks are as safe as the bridges. A spokesperson for the Navy was unable to provide a comment about the project.Right now, the project is in the environmental review phase. Construction is expected to begin in the summer of 2020 and wrap up by the end of 2021. 1523
