NANJING - The legislature of the eastern province of  Jiangsu has amended the law to clearly define sexual harassment and allow complainants to sue.The Standing Committee of the Jiangsu Provincial People's Congress on Thursday passed the revised Jiangsu Provincial Measures for Implementing China's Law on Protection of Women's Rights, saying "sexual harassment of women in the form of spoken and written language, images, electronic information and bodily gestures is prohibited." The measures allow those who claim that they have been harassed to report such cases to employers, authorities and the police, which must prevent or stop such behavior. Women can also sue those they contend harassed them.Although sexual harassment was included in an amendment of the national law in 2005, the legislation didn't clearly define harassment, which made it difficult to prove in court, said Wang Lasheng, vice chairman of the Legal Affairs Committee of the Jiangsu Provincial People's Congress."A clear definition of the forms of sexual harassment will definitely help law enforcement and improve victims' awareness of self-protection," said Wang.Defining sexual harassment at the local level was a welcome attempt to supplement the national law, said Wang, adding that similar statutes have been passed in Shanghai, Zhejiang, Jiangxi, Shaanxi and Anhui provinces and Ningxia Hui Autonomous Region. These laws allow complainants to file claims or sue.

Almost 85 percent of Chinese people share just 100 surnames, with Wang, which literally means "king", being the most popular, the Xinhua news agency said on Tuesday. For the first time in 300 years, the renowned Shaolin Temple held a ritual on Thursday to initiate 600 believers into monkhood. On that same day, millions of monks and believers nationwide observed the Buddha bath festival which usually includes the washing of all statues of the Buddha. Shi Yongxin, leader of Shaolin Temple and vice- president of the Buddhist Association of China, said that Buddhism in China has embarked on a "golden era" of development with a rapidly increasing number of believers. According to Shi, China has about 100 million registered religious believers, most of whom are Buddhists and Taoists. "They form an indispensable force to construct a harmonious society," he said. Shi said the ritual was suspended for 300 years because the altar where the ritual was held was destroyed. The 26-meter-high three-storey alter was restored last year at the temple, located in Dengfeng, Central China's Henan Province. The 600 Buddhists were selected out of 1,000 pious Buddhists nationwide. Shi said that only Buddhists who have passed a long-term inspection and are believed to have a "pre-destined lot" with Buddhism will be allowed to take the ritual and admitted by the temple. "Only Buddhists who practice Buddhism to a high level can be tonsured and allowed to take the ritual," Shi said. The ritual will last 28 days during which time the 600 monks will listen to doctrines, learn Buddhism rituals and manners in the temple. Both Buddhism and Taoism seem to be attractting more believers. An international forum on the "Daode Jing", a classic of Taoism, was held last month and lured 300 Taoists from around the world who wanted to explore the true essence of the classic text.

  

National guidelines on economically affordable housing were released on Friday night along with new State measures on housing for low-income families, which come into effect on Saturday.Economically affordable houses ought to be around 60 sq m per unit, said the guidelines jointly released by the Ministry of Construction, the National Development and Reform Commission, and five other ministries.It said eligible purchasers will "have limited property rights", and that the apartments can only be directly sold after five years.Moreover, the document limited fundraising for cooperative housing units to independent mining corporations on the outskirts of cities and enterprises with a significant number of employees with housing problems, while stressing that they must do so with their own properties.Eligible applicants of the Measure on Low-rent Housing Security, meanwhile, are no longer limited to city households with the lowest income, but will also include all lower-income urban families with housing issues.Government subsidies, the usual means of securing housing for these social groups, are to be gathered from rental fees on low-rent housing, credit risk reserves, housing provident funds, social donations and security funds. Local governments must also spend 10 per-cent of the local land-use fees on developing low-rent housing, said the measure, released by nine ministries on Monday.Because situations vary across the 656 cities that had adopted the mechanism as of October, the measure allows special funds to be allocated to central and western regions that find it financially difficult to support the construction of low-rent homes.Additionally, the construction area of these apartments, limited to 50 sq m per unit, should be granted preferential status on a stand-alone basis in land supply schemes and annual land-use applications.Months earlier, the central government urged local governments to reserve at least 70 percent of the land designated for residential construction for units under 90 sq m. But since the housing security system is expected to cover all low-income Chinese families by 2010, implementation of the new measure and relevant policies has a long way to go.Figures from the Ministry of Construction show that nearly 10 million households still live in a housing space, per capita, of less than 10 sq m. Up to the end of 2006, only 268,000 families, or 6.7 percent of all households living on a minimum allowance, and 2.7 percent of all low-income households in China, had benefited from low-rent housing policies.Despite a record 7.04 billion yuan (.52 million) of central government investment in low-income housing so far this year, 50 billion yuan is needed every year for the next five years to continue to broaden coverage, the People's Daily reported.To address the housing problems of urban low-income families, for example, Shanghai is to pour in a total of 2 billion yuan in providing 500,000 sq m of low-rent apartments by the end of this year, Shanghai's Jiefang Daily reported on Friday.The money will come from the 8.3 billion yuan coffers of the Shanghai public housing reserve fund.Cong Chen, a staffer at the Department of Policy and Regulation of Shanghai Provident Fund Management Center, confirmed the information.The project, launched last month, has already secured 150,000 sq m of land in Jiading, Baoshan and several other districts in Shanghai, 70 percent of which are completed flats.These flats are said to be lo-cated in areas with comparatively mature transportation and living facilities, such as metro stations and bus stops, for the convenience of low-income tenants, the Jiefang Daily said.

  

A former top official from Beijing is facing prosecution for taking bribes from property developers, advertising companies and other businesses, a local newspaper reported Thursday.Zhou Liangluo, 46, former head of Haidian district, the city's thriving university and hi-tech hub, received bribes totaling 16 million yuan (.2 million) from 10 businesses and individuals, the Beijing Times reported.Caijing magazine said on its website last month that Zhou was apparently uncovered when authorities were investigating Liu Zhihua - the former vice-mayor of Beijing - for alleged corruption and finding out that a real estate developer Liu Jun had been bribing the two.However, there is so far no evidence proving the alleged links.Investigators last month handed Zhou's case to a city court for trial.His wife, Lu Xiaodan, also faces charges of taking more than 8 million yuan in bribes, the paper said.Beijing has enjoyed an influx of investment over recent years, partly spurred by its preparations to host the Olympics Games.Zhou's posts in Haidian, and before that in Chaoyang district, gave him a big say over lucrative projects.The report did not say when Zhou and Lu are to be tried or how they are expected to plead to the possible charges.
