Gavin Newsom has already ordered ballots to be mailed. But Republicans have sued, arguing his order is illegal. The bill that cleared the Senate on Thursday is an attempt by lawmakers to make sure it happens anyway. Most California voters already vote by mail. (AP) — California corrections officials say they arrested 110 sex offender parolees during an annual Halloween sweep designed to keep the offenders from contacting children or engaging in other Halloween activities.That's about 9 percent of the 1,252 parolees contacted statewide Wednesday.Officials said Thursday that eight parolees face new charges while the rest allegedly violated conditions of their parole.Thirty offenders were found with pornography, including two with child porn. Thirty-one had narcotics, drug paraphernalia or violated other parole conditions. The Sacramento Bee reports the statue of Father Junipero Serra in Capitol Park was brought down during a protest focusing on the rights and historical struggle of indigenous people. The 18th century Roman Catholic priest founded nine of California’s 21 Spanish missions and forced Native Americans to stay at those missions after they were converted or face brutal punishment. Statues of Serra have been defaced in California for several years by people who said he destroyed tribes and their culture. 638

Gavin Newsom plans to sign an executive order Wednesday placing a moratorium on executions.He's also withdrawing the lethal injection regulations that death penalty opponents already have tied up in court.
