SAN DIEGO (KGTV) - Serious crashes and traffic-related deaths have increased in San Diego, a trend the police department is hoping to reverse.One strategy to tackle the problem is education through enforcement operations.On Saturday officers focused on the Hillcrest and Linda Vista neighborhoods, citing drivers for speeding, making illegal turns, failing to stop for signs/signals and failing to yield to pedestrians in crosswalks. They also cited pedestrians crossing the street illegally or failing to yield to drivers who have the right of way. "For me personally I really want to see the number of our serious collisions reduced because when I am on my normal shift I do go to the serious injury collisions since I work traffic division, and it's just really disheartening and sad to see people involved in preventable collisions getting seriously injured," said traffic Sgt. Robert McDonald. McDonald says the city saw 56 fatalities in 2018, a roughly 51% increase in deaths from 2017. He says 34 of the fatalities were pedestrians. Officers were also targeting people on scooters breaking the rules. "I have seen more and more people riding the scooters on the street, like they're supposed to, instead of the sidewalk, but we still have a continuing problem with people riding on the sidewalk, going too fast, drinking, colliding, injuring themselves," said Sgt. SAN DIEGO (KGTV) — San Diego's Board of Supervisors announced 11 legally enforceable health orders to combat the spread of the coronavirus pandemic.The new health orders included:All public or private “gatherings,” defined as any event or convening that brings together 50 or more people in a single room or single space at the same time, such as an auditorium, stadium, arena, theater, church, casino, large conference room, meeting hall, cafeteria, or any other theater, church, casino, large conference room, meeting hall, cafeteria, or any other indoor or outdoor space, are prohibited. All non-essential gatherings of any size are strongly discouraged;All bars, adult entertainment establishments, and other business establishments that serve alcohol and do not serve food, shall close;All restaurants and other business establishments that serve food shall close all on-site dining. Social distancing shall be required for persons picking up food on site.All businesses shall enact social distancing, increased sanitation standards, and shall make every effort to use telecommuting for its workforce. All businesses shall suspend any policy or procedure requiring doctor verification for sick or other leave approval;All public or private schools, colleges, and universities shall not hold classes or other school activities where students gather on the school campus. Parents of school-aged minor children shall take steps to ensure said children are not participating in activities prohibited by the Order and that social distancing requirements are practiced;A strong recommendation is made that all persons who are 65 years old or older, have a chronic underlying condition, or have a compromised immune system self-quarantine themselves at home;“Non-essential personnel,” defined as employees, contractors, or members of the public who do not perform treatment, maintenance, support, or administrative tasks deemed essential, are prohibited from entry into any hospital or long-term care facility. SAN DIEGO (KGTV) -- San Diego State University said Tuesday it plans to pause a majority of in-person instruction for the fall term.The university noted that the changes will begin the week of Thanksgiving.“Faculty offering in-person courses are encouraged to shift to virtual, preferably by Friday, Nov. 20. All faculty should convert to virtual instruction no later than Wednesday, Nov. 25,” the university said.The university also said that no in-person research by freshman, sophomores, or volunteers will be allowed for the remainder of the fall semester.The changes come as San Diego County enters the state’s purple tier. "I don't think I could've gotten into the operating room on a bigger high. There's no way you could've doubted that you wanted to save someone after going down that hall,” Gibbons said. SAN DIEGO (KGTV) - Sharp Grossmont Hospital secretly video recorded 1,800 patients using hidden cameras at the women's health center in El Cajon, according to a lawsuit filed late Friday afternoon.The recordings took place between July 17, 2012 and June 30, 2013 inside three Labor and Delivery operating rooms at the facility located at 5555 Grossmont Center Dr. in El Cajon, the plaintiffs claim.Among the video recordings captured by hidden cameras: Caesarean births, hysterectomies, sterilizations, dilatation and curettage to resolve miscarriages, and other procedures, according to court documents.Women were also recorded undressing, the lawsuit says.According to court documents, the hospital claims the recordings were part of an investigation "into whether an employee was stealing the anesthesia drug propofol from drug carts in the operating rooms."The suit states that the motion-activated cameras were installed on drug carts in each of the three operating rooms at the women's health center, but the cameras continued to record after motion stopped.
