SAN DIEGO (KGTV) - Firefighters on alert after seeing the latest Wildland Fire Potential Outlook maps released by the National Interagency Fire Center. The maps show San Diego with an above average wildfire potential that increases from June through August and starts to wane slightly in September.Cal Fire Public Information Officer Thomas Shoots said the outlook focuses on three things; "We're dealing with fuel, weather and topography." Shoots said the agency can't do anything about the topography or weather, but every neighbor can do their part reducing fuel, especially around their home.RELATED: How to prepare defensible space around your homeShoots acknowledged the winter weather gave San Diego County a reprieve fire-wise, but it posed a new problem: new growth that's already drying out."A grass fire can run a lot faster and spread faster which means our resources are spread out quicker, and then that means it has the heat and momentum to build up to the bigger fuels," Shoots said.Just down the road, a neighbor had landscapers pruning her yard."I think it's very important to have this done...helps the whole neighborhood," said the woman named Gene.Cal Fire said the best time to get the landscaping work done is before 10 a.m. and after 4 p.m.Last week, neighbors in Rancho Santa Fe saw the danger become a reality when Cal Fire said a landscaping crew using the lawn mower sparked a 3-acre fire near Fairbanks Ranch."It's starting to get to the point where it's too late; we need you to clear while we have the chance," Shoots said, referring to hot weather making these incidents more likely."We need all the help we can get," he said."Definitely, they've got a lot of work ahead of them, I think," Gene said.Cal Fire reported this year to June 16th, there have been 1,386 fires, burning 11,954 acres across the state. SAN DIEGO (KGTV) -- Detectives are searching for two suspects who shot a 17-year-old in the back in Golden Hill Sunday, according to San Diego Police.The shooting happened on the 2700 block of Treat Street around 9:20 p.m.The teenage boy was taken to the hospital and is expected to survive, police said.San Diego Police said the shooting is suspected to be gang-related and detectives are searching for two suspects.The two suspects were described by police as Hispanic men driving a white or silver sedan.Anyone with information about the shooting is asked to gall the San Diego Police gang unit at 619-531-2847 or San Diego Crime Stoppers at 888-580-8477. 671

SAN DIEGO (KGTV) - Hundreds of criminal cases are being examined and reviewed to make sure prosecutors got the right result. That mission is part of the San Diego County District Attorney’s Conviction Review Unit. The unit has been around for about two and a half years, but there are new visible results of its work.Investigators say Donnell Fulcher shot and killed Roberto Rodriguez shortly after midnight on September 10, 2006.Rodriguez’s pregnant girlfriend was wounded but survived. According to court records, investigators connected Fulcher to the scene in part through DNA evidence found on a glove. Fulcher has always maintained his innocence. “We argued that he was not involved at all,” said his defense attorney, Knut Johnson. “There was also in my view, evidence of some other people who are very likely candidates for people who might have committed this crime.”Because of changes in the way DNA is now analyzed, Fulcher got what most defendants will never see—a chance at a new trial.“The prosecutor’s role is to ensure justice before, during, and after trial. This unit is just another way we can fulfill that mission,” said Bryn Kirvin, the deputy district attorney who leads the conviction review unit. Part of their efforts went into looking at all cases where there could be DNA mixtures, meaning more than one DNA profile in a sample.That’s because guidelines by SWGDAM (Scientific Working Group on DNA Analysis Methods) changed the way they interpreted DNA. “They decided [they wanted] to take a more conservative, a more cautious view when analyzing low-level mixtures,” Kirvin said.According to the District Attorney’s office, approximately 1,525 defendants were tried to jury verdict between 2003 to 2016 for serious or violent crimes. Most did not involve DNA, but in 351 cases, DNA was used at trial.Of those, 254 defendants’ cases involved mixtures. That included Fulcher’s case. Team 10 was in court on October 29th when Fulcher chose to plead guilty to voluntary manslaughter and assault with a firearm, instead of going through another trial.The judge sentence Fulcher to 14 years, but he received credit for time already served. He has since been released.Prosecutors with the unit did not talk specifically about Fulcher, but emphasized their mission of finding justice. “Anything about the case that gives us doubt that we lose our confidence in the conviction, we shouldn’t be afraid to act. We should be running to the courthouse to act,” said Deputy DA Brent Neck who also works with the conviction review unit.In Fulcher’s case, prosecutor Hector Jimenez still believes they got the right individual. “We still believe that we have the right guy, but we lost confidence in the conviction, so we wanted to give the defendant a chance to have a new trial if he wanted,” he told Team 10 on October 29.“He chose to plead guilty instead, so at the end of the day, I believe justice was done.” Anyone can apply to get a conviction reviewed, but there are guidelines.The conviction must have happened in San Diego County Superior Court, the person must still be in custody, and the conviction must be for a violent or serious felony.There must also be some type of credible evidence of innocence. “It doesn’t matter how old the case is. We’re going to be willing to go back and look and make sure that we got it right,” Kirvin said.  3412

SAN DIEGO (KGTV) -- Del Mar may be the county's smallest city, but it has no shortage of workers commuting in every day to serve its residents and tourists.They're coming from as far away as Oceanside, La mesa, and Rancho Penasquitos. It's because the city - with a median home price of .7 million - has no affordable housing. "If they could live here and walk to work we'd get all kinds of benefits from that," said Del Mar Mayor Dwight Worden. To help make that happen, Del Mar may start charging developers of condos and condo conversions fees by the square foot. That could add to more than a hundred thousand dollars per project for affordable housing. Right now developers of those projects pay a flat fee of ,500, which hasn't been updated since 2007.The city council is considering a per square foot charge for existing construction and per square foot for new construction.The money would either go to expanding Del Mar's rent subsidy program, which currently assists five families in the city.Worden, however, said he prefers physical units because they are there forever. Del Mar currently has no affordable housing units, but the state requires it to have about 70. Worden said two currently proposed developments would include units, but he also would like the city to use the extra money to apply for federal and state grants.He also floated the idea of Del Mar buying an apartment building, converting them to condos, selling a portion of them to recoup its investment, and keeping some for low-income workers. 1571
