A man walked into a California police department Monday and told officers he had killed four people, police say.One of the bodies was in the car the suspect drove to the Mt. Shasta Police Department. His three other victims were in his apartment more than 200 miles away, Roseville Police Department Captain Josh Simon said in a Monday news conference.Roseville officers learned of the man's confession around noon, when they received a call from Mt. Shasta police, who detained the suspect after he came in.Roseville is about 20 miles from Sacramento and about 212 miles from Mt. Shasta.This is an ongoing investigation in coordination with the Mt. Shasta police department, Simon said, adding police don't believe the quadruple homicide was a random act. The suspects and the victim likely knew each other, police said.Police did not identify the suspect or the victims."The sole suspect involved in this incident is in custody and we do not believe there is any ongoing threat to our community," he said.The killings, he said, will likely take a toll on the Roseville community."This can really have an effect on all our first responders and people who may or may not know these victims. A controversial bill that would force clergy members to report some confessions will come to a vote next week.The proposed bill would not apply to all confessions between a member of the clergy and their congregation. It would only cover suspected cases of possible child abuse or neglect.If the bill gets approved, then members of the church would be classified as mandated reporters for the first time in history. Clergy members, like priests, who do not comply with the law, should it pass, could face possible prosecution.Critics of the proposed bill say priests in the Roman Catholic Church could be excommunicated if forced to reveal confessions.The bill was recently approved in the Senate Public Safety Committee in a unanimous five to zero vote.The next hearing is set for Aprill 22. 804

A bench warrant was issued for singer R. Kelly after he failed to appear at a court hearing Thursday, the Hennepin County Attorney's Office in Minnesota said.Kelly, whose legal name is Robert Sylvester Kelly, was expected at the Hennepin County District Court, spokesman Chuck Laszewski said.In the two-minute hearing, senior Hennepin County Attorney Judith Cole said no attorney had approached her office or filed a certificate of representation for Kelly.The singer is facing two counts of engaging in prostitution with a person under 8 in Minnesota, officials said.A bench warrant makes it non-voluntary for Kelly to show up in court next time.A criminal complaint details an incident that occurred in July 2001 after a minor asked the singer for an autograph at a promotional event.Kelly gave the girl, then 17, his autograph and a phone number, the complaint states. When she called, she was directed to his hotel in Minneapolis and was met by someone she believed was a male member of his staff.The complaint says that when she met Kelly, the two made small talk before he gave her 0 to dance for him. After settling on the amount, she agreed. He took off her clothes and then his, and he touched her sexually while she danced, the documents say.He gave the victim VIP tickets to his concert, the complaint says. WALLOPS ISLAND, Va. – It is pretty to look at, but at times, treacherous to encounter: when snowstorms wreak havoc on the ground, it can come with a cost. Yet, because of limited research, snowstorms are not as well-understood as other weather phenomenon. That’s about to change. Inside a noisy hangar at NASA’s Wallops Island facility in Virginia sits a specially outfitted P-3 aircraft, also known as a “snow chaser.” “Snow can have a huge economic impact,” said Lynn McMurdie, principal investigator for a new research project called IMPACTS. “To be able to fly inside the clouds, where the snowflakes form, enables us to study the processes that go into forming the snowflakes that eventually fall down to the earth as snowfall in your backyard.” It’s all part of a five-year, million research project called IMPACTS, which stands for Investigation of Microphysics and Precipitation for Atlantic Coast-Threatening Snowstorms. The team is embarking on its first snowstorm chasing flights this month. “It gets a bit turbulent. The plane is very capable and has great de-icing systems,” said Gerrit Everson, chief of flight operations at Wallops Flight Facility and a NASA pilot. “We would never put our crew or our passengers or the scientists in an unsafe position. So, we do a very good job at mitigating the risk. But, yeah, you do have to be willing to accept a certain degree of turbulence and bumps here and there.” It’s been 30 years since there’s been a major study of snowstorms like this one. What researchers are hoping to find out this time around isn’t just where the snow is going to fall, but how intense that snowfall might be. “People think the forecasting is really easy and simple, but it's actually very complicated,” McMurdie said. “Hopefully, we will be doing a better job so we can help joe citizen know what to do when there is a storm threatening.” Beyond that, scientists hope to also learn how snowfall can impact the water supply all over the planet. “We need water to survive and we need to understand how the water goes through the whole earth system,” McMurdie said.It’s a global ecosystem where winter wonderlands play a crucial part. 2186
