LIVE OAK SPRINGS, Calif. (KGTV)- Some residents in the Live Oaks Springs, Boulevard and Jacumba neighborhoods woke up with power. Others in East County haven't been so lucky. Residents without power say the outages happen every year, and they're frustrated. A local store owner in Live Oak Springs says he works hard all year to keep his store running, but the recent power outage will cost him almost a year's worth of earnings. "I lose business, I lose customers, now I lose all my stuff," says Sam Matthe. Matthe has been running the Live Oak Springs Market for four years. He says he's had power outages for the past two years, with some going on for days. Inside the store sits a large deli counter, freezers full of dairy items, produce, and a walk-in meat freezer in the back. Matthe says it's frustrating because he is on a different SDG&E circuit than others in the area. Just a mile north and south, those neighbors have power. "I don't know why. What's the difference?" says Matthe. "(It's) not too windy. They say its the wind, it's not; the wind it's normal."Matthe estimates he will lose more than ,000. LOS ANGELES (AP) — A woman at Dodger Stadium was taken to a hospital Sunday for precautionary tests after being struck in the head by a foul ball from Los Angeles star Cody Bellinger during the first inning of a game against the Colorado Rockies.The young woman was sitting four rows from the field along the first base line, just beyond protective netting that extends to the end of the visiting dugout. She was hit by a sharp line drive by Bellinger, who checked on her between innings. She at first stayed in her seat and was given an ice pack, but she left about 15 minutes later for further attention.A first-aid person who treated the woman says she was taken to the hospital for precautionary tests but that she was alert and answering questions. The name of the woman was not released."It was weird. I saw it literally hit her face," Bellinger said. "I'm sure it was tough for everyone. I went over the next half inning to make sure. She said she was all right and gave me a thumb's up."Manager Dave Roberts came out to talk with Bellinger after the foul ball. LOS ANGELES (AP) — Voters who hate resetting their clocks twice a year took the first step Tuesday to making daylight saving time year-round in California.With nearly 4.5 million ballots counted, Proposition 7 led by more than 62 percent. The measure permits the state Legislature to establish permanent daylight saving time. However, a change in federal law would be required before the initiative can take effect.The time-change issue was fresh on voters' minds when they went to the polls. California and most of the rest of the nation reset clocks last Sunday, falling back on standard time and seeing the day get dark one hour earlier.Democratic Rep. Kansen Chu of San Jose said last month that he sponsored Proposition 7 after his dentist called him to complain about springing forward when clocks are moved up an hour every March. That switch takes away an hour's sleep in the middle of the night as it shifts an hour of sunlight from the morning to the evening.Chu said he investigated the issue further and learned the original reason for implementing daylight saving — to save energy during World War I— no longer seemed to apply to the modern world.Chu said he also came across studies showing an increased risk of car accidents and heart attacks following the spring change when people lose an hour of sleep."It's a public safety measure," Chu said.
