BEIJING, Aug. 23 (Xinhua) -- China's top legislature Monday opened its bimonthly session with a series of draft laws and amendments, including the amendment to the Criminal Law and a draft law on intangible cultural heritage (ICH) protection.The session of the Standing Committee of the National People's Congress (NPC) continued to deliberate draft amendments to the Law on Officers in Reserve Forces, the draft People's Mediation Law, as well as the draft Law on the Application of Laws to Civil Relationships Involving Foreign Interests.Lawmakers also deliberated for the first time draft amendments to the the Law on Deputies to the People's Congress, draft amendments to the Criminal Law, the draft Law on the Protection of Intangible Cultural Heritage, and the draft revision of the Water and Soil Conservation Law.The amendment to Criminal Law proposes reducing the number of crimes subject to death penalty from 68 to 55. It also gives a definition of "organization in the nature of a criminal syndicate" and lists tougher punishments for crimes by such organizations.Drink driving, intentionally defaulting on payment to employees and illegal human organ trade are to be listed as crimes in the Criminal Law, according to the amendment.The draft law on ICH protection includes a definition of ICH, mechanisms for ICH surveys, regulation of the inheritance of ICH, and penalties for its destruction.Lawmakers on Monday also heard a report on the NPC Standing Committee's research results on issues for the formulation of the 12th Five-Year Plan (2011-2015). ' The NPC, for the first time in history, completed 15 research reports on 14 major subjects from March to July to provide proposals for the formulation of the keynote plan, after Wu Bangguo, chairman of the NPC Standing Committee, called for the research at the annual legislative session in March.Lawmakers discussed the constitutional reform package of Hong Kong, which refers to the amendments to the methods of selecting the region's chief executive and forming the Legislative Council in 2012.They also heard a report by the State Council on a proposal for the NPC to ratify the International Convention for the Suppression of Acts of Nuclear Terrorism.

URUMQI, June 14 (Xinhua) -- China is diversifying its methods of importing energy from neighbor countries in central Asia as a train carrying 45 tonnes of liquefied petroleum gas (LPG) from Kazakhstan reached the country's inland port of Alataw Pass on Monday in the northwest Xinjiang region.It also marked the first time China imported energy from central Asia using railroads, rather than pipelines, since the founding of new China back in 1949."Central Asia is rich in oil and gas. China's state-owned oil giant CNPC has made large investments in recent years to purchase and explore resources in the region," said Gao Hongbo, general manager of a privately-run logistics and financial services company based in Xinjiang Uygur Autonomous Region."Oil and gas could be transported through pipelines but the liquefied gas, obtained as a by-product from the refining of petroleum, could not be effectively transported due to the product's nature, causing huge waste," Gao said.Gao said the only option is to import the liquefied gas using railways, given current circumstances.But China's railways use the standard gauge (distance between rails at 1,435 mm), which is different from its Central-Asian neighbors' broad rail gauge (distance above 1,435 mm), and special lines need first to be built for the mass importing of LPG.Gao said his company has so far spent 300 million yuan (44 million U.S. dollars) in building nine broad-gauge rails and six standard gauge rails in Alataw Pass. These lines are expected to import 50,000 tonnes of LPG this year.The company plans a total of 21 lines to be built, and the annual capacity of these lines is expected to reach 200,000 tonnes of LPG during the next three years.These lines, when completed, will also be used to import 500,000 tonnes of oil each year and 2.5 million tonnes of commodities and mineral resources from central Asia.

BEIJING, July 12 (Xinhua) -- Housing prices in major Chinese cities rose 11.4 percent year on year in June, one percentage point lower than the increase in May, the National Bureau of Statistics (NBS) said Monday.This was the second consecutive month that China's property prices grew at a slower pace. Property prices in the 70 large and medium-sized cities grew 12.4 percent in May, 0.4 percentage points lower than that of April.On a monthly basis, June property prices in these cities fell 0.1 percent compared to the month before, the NBS said.New home prices rose 14.1 percent year on year in June, down one percentage point from May. Prices of second-hand homes gained 7.7 percent last month, compared with an increase of 9.2 percent in May.The Chinese government started a campaign in April to rein in soaring house prices, including tightened scrutiny of developers' financing, limited loans for third-home purchases, and higher down-payment requirements for second-home purchases.

  

DUNHUA, Jilin, Aug. 7 (Xinhua) -- When a flash flood struck their village ten days ago, 55-year-old Fu Bailin and his relatives had no time to take any belongings as they fled, except for a bill of debt."All our belongings have been swept away. My 100-square-meter house was flattened. My 2.5-hectares of cropland was destroyed," said Fu, a soybean and corn farmer at the Yaodianzi Village in Dunhua City, Yanbian Korean Autonomous Prefecture in northeast China's Jilin Province.All the houses of the 286 families in the village were destroyed. Fu's family, including Fu, his 70-year-old father, his wife and son, along with their fellow villagers, now live in temporary tents in the local forest police headquarters in Dunhua. The forest police also provide meals for them.Floods have left 85 people dead and 66 missing in Jilin over the past two months, local authorities said Saturday.More than 5 million people have been affected since the flood season began in June and some 1.5 million people have been evacuated, the Jilin Provincial Civil Affairs Department said in a statement.Additionally, almost 82,000 houses have collapsed and 198,000 others have been damaged, the statement said.Economic losses were estimated at 45 billion yuan (6.6 billion U.S.dollars), it added.In the hardest-hit areas, flash floods have cut roads, isolated villages and disrupted communications and water supplies.Compounding the problems, more downpours were forecast to hit the province in the coming two days.
