SAN DIEGO (KGTV) - The sticker-shock of college can be daunting, but with planning and some research there is financial aid out there for the taking.To get the process started families must fill out the Free Application for Student Aid, better known as the FAFSA.The FAFSA is roughly 156 questions and looks at a family's financial situation.Colleges nationwide use the FAFSA to determine the amount of financial aid to award to students,The form can now be filled out online but college planning expert Ron Caruthers also recommends printing a paper copy for reference because it contains more guidance.“It’s my bread and butter because so many families really make mistakes and don’t understand the process," said Caruthers. "I’ve worked for 25+ years helping families pick schools that have money, not make mistakes on the FAFSA and save a ton of money on college.”Families can start submitting FAFSA’s October 1 and the deadline is March 2.Caruthers recommends doing so by January.He says a major mistake families make is listing assets they're not required to, including their home, IRA's, and personal property.What you should list: cash, stocks and bonds that aren't in a retirement account, and equity in a rental home.“This is an area of enormous stress because, for a lot of families, next to their house this is going to be their biggest investment, and it's going to come in a very short period of time, unlike a house they can pay off over 30 years,” said Caruthers.He says it's important to be detail-oriented on the FAFSA, for example, making sure you put income in the right line. SAN DIEGO (KGTV) -- There are increasing calls for more police oversight. In San Diego, a proposed measure would create a new independent body to investigate alleged misconduct. Both San Diego Mayor Kevin Faulconer and District Attorney Summer Stephan have pledged support for a new body to hold police accountable.Maresa Talbert with San Diegans for Justice said they welcome the support, but there is still some skepticism.“It seems very reactionary after all of this pressure that now they come out and support. This ballot measure is not a new thing. This has been proposed since 2012,” Talbert said.There is currently a Citizens Review Board on Police Practices, but Talbert said it is far from independent. “Their legal council is the city attorney, who represents both the Police Officers Association and the CRB so it represents a true conflict of interest,” Talbert said. The new proposed commission would have the ability to investigate cases. It would also have independent lawyers and subpoena power. The head of the San Diego POA said the support a measure on the ballot to let the people decide what is best for police oversight. “I think if people go into things with an investigative mind trying to find the truth, I think that any of these things can be very effective,” said POA President Jack Schaeffer. Talbert said even if passed, the city council still has to write an ordinance and some of the language could change. SAN DIEGO (KGTV) - The woman accused of running over her neighbor during a domestic dispute in Chollas View pleaded not guilty Friday. San Diego Police said Tantrina Spencer-Simmons, 24, was beating her 8-year-old sister with a belt on the 200 block of 47th Street Wednesday. Spencer-Simmons’ 50-year-old neighbor, James Shank, tried to stop her but she put the girl in her SUV. 10News spoke to Shank's wife, Zena Salsbury at her home before the arraignment. She said the incident started when she witnessed her downstairs neighbor, Spencer-Simmons beating her little sister with a belt. As a double amputee, Salsbury could not go downstairs to stop it so she asked her husband to make sure the girl was safe. Salsbury said Spencer-Simmons hit Shank with her car and ran over him before driving away. "You can literally see as the victim is basically cast out from behind the car, the car lurches over and drives off," Erickson said. "She doesn't stop, doesn't hesitate, and literally takes off."Salsbury told 10News her husband now has a broken nose, shattered pelvis, punctured lung, and may need his arm amputated. He is still sedated, undergoing several more surgeries this week. Erickson said Spencer-Simmons turned herself in and was arrested on Market Street. Her bail was set at million.
