SAN DIEGO (KGTV) — Some local colleges are shifting toward a new policy of getting rid of standardized test scores as an admissions requirement.The University of San Diego is one of 60 other colleges, including local Cal State and University of California campuses, now using the "test blind" policy amid a pandemic-altered high school experience and education.The SAT has been something on Laila Ellyse's mind for some time now. She says part of her concern recently has been COVID-19-related restrictions on testing group sizes."You've been hearing about it for such a long time you have to take the SAT, it's like this big bad test," Ellyse said. "The number of seats available at any given test site is now reduced because of social distancing and all of those kinds of things." Ellyse says she had to go all the way to Utah to take the test because there were no testing site options in California. Standardized testing has also become increasingly debate following the nationwide college admissions scandal, in which several parents were charged with paying to get their kids admitted to top tier colleges.That's part of the reason USD is now a test blind campus. While SAT or ACT scores can be admitted, they'll be ignored for admission. Instead, college officials will consider other factors including high school academic record and GPA, letters of recommendation, admission essays, extra-curricular involvement, work experiences, and family responsibilities.USD says it hopes the new policy will make the admissions process fair and equitable for all students and allow lower-income students who may face barriers to accessing testing an even playing field.The test blind policy may not be permanent though. UCSD is test-optional until 2022 and test blind until 2024. San Diego State and local CSU campuses are test blind for 2021 only at the moment. 1868

Park officials issued a statement on Monday to announce the March 10 closure due to “possible periods of significant rain and high winds.”Park officials say they anticipate opening again on Wednesday, March 11. SAN DIEGO (KGTV) - San Diego Unified School District is moving forward with plans to build a new elementary school in the Civita neighborhood of Mission Valley.In May, the District approved a plan to purchase land from Civita developer Sudberry Properties. Now, SDUSD has plans ready for a 2-story, 24 classroom campus, full of modern amenities. It will be able to hold 5-600 students."With new development in the area, we expect new families to come in. Those families are going to need an elementary school to attend," says District Facilities Communications Supervisor Samer Naji."Right now if you live in Mission Valley and have a young kid, you gotta drive out of Mission Valley to get them to school and get them from school. So a local school for those families is absolutely necessary," Naji adds.Sudberry has plans to build 5,000 new homes in the neighborhood. That, combined with other development on the north side of Mission Valley, is expected to bring a population boom. The District says they're trying to be ahead of the curve when it comes to having a school ready to serve the area.The new school will be on the corner of Civita Boulevard and Via Alta, just west of the new Civita Park. Right now, the land is occupied by a small grassy area and a dog park."The idea was to locate the school in a central location for the community that was really kind of civic heart or the social hub of the community," says Sudberry VP Marco Sessa. "We tried to create an environment here where really you can live, play, and work. A school is a big component of that."People who live in Civita say they're excited about the news, but also want to make sure it lives up to high academic standards."It's all about the level of education," says Russell Pontone. "It's one thing to build a beautiful building. But are you going to have the best teachers there? What kind of programs and resources are actually going to be available?"The District has not said how much it will cost to build the new school. Money from Proposition Z and local development impact fees will pay for the construction. The District plans to begin building in the spring of 2020 and have the school ready to open in the fall of 2022. 2219

SAN DIEGO (KGTV) — San Diego's District Attorney's Office Wednesday says the officer who fatally shot a man who had attacked another person with a machete in Southcrest acted in self defense.After review the case and officer's actions, DA Summer Stephen's office says Officer Corey Pitts, who fired upon Vaughn Denham on Aug. 8, 2018, is not criminally liable for the shooting.Denham, 48, has reportedly attacked another person with a machete during an argument over a dog chain. Pitts used a Taser but it didn't stop Denham, forcing Pitts to retreat for a block and a half while he continued to order Denham to drop the chain and get on the ground.The DA's office added Pitts warned Denham he would shoot if he continued to refuse. Pitts eventually fired two rounds, striking Denham.Denham later died at the hospital. The Stephen's office says a toxicology report showed phencyclidine (PCP), cannabinoids, and methamphetamine in his system."Based on these circumstances, Pitts fired at Denham in his own defense," the office's review states. "He therefore bears no state criminal liability for his actions."In addition to clearing Pitts of any criminal wrongdoing, the DA's office released nearly two minutes of body camera footage from the incident. 1751

These military working dogs are trained and trusted to protect service members and civilians overseas and at home."The bond between handler and K-9 is indescribable. When I was assigned a dog, I could look at my dog and know what it needed before it could tell me, and vice versa," said Lt. Kristopher Evers, part of the military police force at Camp Pendleton. All military dogs begin their journey at Lackland Air Force Base in Texas, selected for their willingness to work. After basic training, they're sent to a new post and assigned a handler. K-9's trained in the Military Working Dog Program at Camp Pendleton go on to either serve alongside military police on the base or in conflicts overseas. The Marine Corps has nearly 300 working dogs; the entire military has about 2,700, according to the United States War Dogs Association, Inc. Handlers use the Agility Course at Camp Pendleton to train K-9 Marines to perform outside their comfort zone, giving them the confidence to do the job. Dogs are tasked with jobs like detecting explosives, narcotics, and apprehending suspects."Training is consistent, it's every day, and it's all the time," said Evers. Evers says the dogs are very much Marines and an important part of their military family. One of the most famous K-9 heroes is Lucca, remembered for leading 400 patrols with no human casualties on her watch. Lucca retired after losing her leg to an IED and passed away in 2018."They're special, in my mind, they're special. They love to work, they love coming to work, they love seeing their handler, they love getting in that patrol car, they love putting that collar on - and they're just always happy, these dogs live in the moment," said Evers.
