SAN DIEGO (KGTV) -- Over the last year, thousands of San Diegans received incorrect water bills, but as the city recently discovered, thousands of customers received no bills at all.Officials said at a news conference Thursday afternoon that as many as 2,500 customers may have been affected over the last three to six months. In a press release sent to 10News Thursday, the city blamed a backlog of work orders and additional training for staff on a gap between meters and the public utilities department billing system.RELATED: Audit shows City sent thousands of faulty water bills?The city says meters were still collecting usage data, but the information wasn't being generated into a bill.Earlier this year, Mayor Kevin Faulconer asked the department to re-read every meter in the city. After the project was complete, workers found 10,000 meters broken, damaged or in need of replacement. The city is working to notify customers of the amounts they may owe and says that no water service will be affected. The city also promised that payment plans will be made available for customers.The issue comes on the heels of another problem with the department. SAN DIEGO (KGTV) — On Monday, a planetary sight unseen for nearly 800 years will captivate stargazers as Jupiter and Saturn create a celestial event known as the "Christmas Star."The two bright planets will align to create an even brighter display, culminating on the night of Monday, Dec. 21, according to NASA. While the two planets pass each other regularly, this year's event is so rare because not only is the distance between the planets so close but it's also occurring at night."You can imagine the solar system to be a racetrack, with each of the planets as a runner in their own lane and the Earth toward the center of the stadium," said Henry Throop, astronomer in the Planetary Science Division at NASA Headquarters in Washington. "From our vantage point, we’ll be able to be to see Jupiter on the inside lane, approaching Saturn all month and finally overtaking it on December 21."The closest alignment will last for a few days and appear just a tenth of a degree apart. On Monday, Jupiter and Saturn will appear so close that a pinkie finger at arm’s length will easily cover both planets.The planets haven't passed this closely in 400 years, and it's been nearly 800 years since this "Great Conjunction" has occurred at night, NASA says."Conjunctions like this could happen on any day of the year, depending on where the planets are in their orbits," said Throop. "The date of the conjunction is determined by the positions of Jupiter, Saturn, and the Earth in their paths around the Sun, while the date of the solstice is determined by the tilt of Earth’s axis. The solstice is the longest night of the year, so this rare coincidence will give people a great chance to go outside and see the solar system."HOW TO SEE ITIn San Diego County, viewers can see the planets without needing a telescope by looking toward the southwest horizon just after sunset, NASA says, but a pair of binoculars or a small telescope will only enhance the view. The best way to see the phenomenon is by finding an unobstructed view of the sky from say a park or field. The sight should even be viewable from most cities, but the site will only be visible after sunset for about one to two hours.To tell the two planets apart prior to Monday when they switch positions in the sky, Jupiter will look like a bright star and be easily seen, while Saturn will look slightly fainter and slightly above and to the left of Jupiter.For photographers, NASA recommends using a long exposure time to take in enough light as it gets dark. Both cell phone camera and DSLR camera users are encouraged to use a tripod to reduce any shaking during a long exposure.Cell phone users may even want to use "night mode" or a wide-angle lens if available. DSLR users may consider setting their focus to manual and leaving their aperture wide open to let in as much light as possible.Jupiter and Saturn should be bright enough to allow photographers to capture the planets without needing to zoom, NASA says. SAN DIEGO (KGTV) - Neighbors in Hillcrest say an abandoned church has become a campground for the homeless. The church sold the land to developer LMC North Park Holdings in 2018. They were still leasing it out until about a month ago. That's when residents say the homeless started moving in. "It's more or less the drug crowd, sex trafficking, stuff like that that winds up utilizing these areas," he said. The spot on Park Boulevard and Meade Avenue is boarded up, covered in graffiti, and littered with needles. On Tuesday, firefighters say transients smoking drugs started a fire at another vacant building a few blocks down. Passante says it's just a matter of time before that happens at the church. "It's the same people you see over and over and over again and most of them have some kind of mental illness," said Passante. "The quicker places like this can be demolished the less we'll have that problem.LMC North Park Holdings says they are aware of the problem and have hired 24/7 security. Our crews didn't see any security guards while out there for several hours gathering the story. They say they've been waiting on permits and have plans to start demolition by the end of the year. 1206

SAN DIEGO (KGTV) - More local law enforcement agencies are dropping the controversial use-of-force technique known as carotid restraint, following outrage over the killing of George Floyd. Earlier this week, San Diego Police Department said that it was dropping the use of the technique. On Wednesday, 10News interviewed the mayor of Coronado, who is calling on Governor Newsom to issue a statewide ban. San Diego Sheriff Bill Gore reversed his decision on the use of the technique. In a statement sent Wednesday afternoon, he wrote, “In light of community concerns, and after consultation with many elected officials throughout the county, I am stopping the use of the carotid restraint by my deputies effective immediately. I have and always will listen to any feedback about the public safety services we provide. Working together, we can ensure San Diego remains the safety urban county in the nation.”The Coronado Police Department was next with an announcement on Instagram, “The use of the Carotid Neck Restraint can cause undo harm. The Coronado Police Department will eliminate its use effective today. We will continue to focus on de-escalation as we serve our community.”The City of La Mesa also announced that the police department will ban the technique.Earlier in the day, a spokesperson for the Oceanside Police Department said that its officers rarely used the technique and the department officially dropped the use of the technique on Tuesday.After the San Diego Police Department reported on Monday that it was dropping the technique, Coronado Mayor Richard Bailey issued a letter on Wednesday morning to Governor Gavin Newsom, urging a statewide ban of the use of carotid restraint among law enforcement.“It does significantly increase the risk of permanent harm to individuals and it has become a symbol of police brutality within communities of color throughout the country,” said Mayor Bailey.Community rights activist Bishop Cornelius Bowser said that SDPD’s ban is a good first step but more needs to be done. “This does not whatsoever fix the problems that we have in our communities, especially in the black community of police brutality and the way communities are being policed.”Bishop Bowser also told 10News that he wants SDPD to issue greater clarity on the language of the ban and how officers who use it will be held accountable. 10News also reached out to Chula Vista Police, Carlsbad Police, and El Cajon Police to see whether their officers are still using the technique.A spokesperson for the El Cajon Police Department wrote to 10News, “It would not be appropriate for us to comment on the policy decisions made by a different agency. The carotid control hold is currently an authorized technique available to our officers to affect the arrest of a violent or combative suspect. The El Cajon Police Department regularly evaluates our policies and procedures.”National City also announced Wednesday that it would end the use of the carotid restraint.
