SAN DIEGO (KGTV) - A global recruitment company tells 10News there is a concern that the healthcare system is going to be over-run by patients.It brings up questions whether San Diego County has enough nurses to staff hospitals and medical centers if the coronavirus pandemic goes on for an extended period."The problem that we're seeing now, post-pandemic and coronavirus, is that those nurses can't flock to any one area to support people because the problem is, they have to support locally where they are," said Jon Griffith with the recruitment company GQR. Griffith explained there were supply and demand issues with nurses before COVID-19. Now travel nurses, who would typically fill the void are needed in every state, and not necessarily available to travel."We're seeing people called out of retirement," he said. "Nurses and physicians alike being requested to come out and support. Essentially what we're trying to do at GQR is to tap into those resources or new grad nurses, retired nurses, wherever we can to give that local support to these hospitals to try and mitigate that risk."Griffith told 10News the hospitals they've spoken with are aware of potential challenges and are gearing up to make sure people have their healthcare needs met."They are heroes alright," Griffith said. "We see this all on social media. They are on the frontlines still giving great patient care and focusing on that continuity of care and that right there is what this is all about. But nurses have that fear of being understaffed and hospitals are really trying to rise to that challenge right now."10News asked healthcare providers across San Diego County how they will maintain staffing levels as nurses get sick or burned out, and if they have enough staff to backfill any vacancies.Here are the responses we got back.Sharp Healthcare:Yes, definitely a consideration given the unknowns around how long the COVID-19 outbreak will last. In addition to a workforce of more than 2,900 nurses, we have access to additional nurse travelers and registry nurses to quickly flex up as needed. Our operational command centers monitor all personnel needs and deploy caregivers and resources across our health system in real time. Kaiser PermanenteWe are working with our public health partners to manage all aspects of the health care delivery continuum, and so far, our plans are working even as conditions, needs and priorities change. As we do every flu season, we have contingency plans in place to manage both higher numbers of patients in our facilities and illness among staff. Out of extreme caution as we respond to the challenge of coronavirus, employees who may have been exposed to the virus will remain at home for a 14-day observation period. We are able to manage this in part with fully licensed or certified seasonal contract staff. And because we are a fully integrated health care system, we have the ability to move staff from one facility to another and to adjust work schedules as needs dictate. We appreciate the flexibility and willingness to help among all of our team members.Scripps HealthScripps Health is currently recruiting for registered nurses and other key patient care roles as the impact of COVID-19 continues to play out. We have extended all current agency and traveler contracts through the end of May to ensure we have consistent coverage. Our Employee Assistance Program continues to work with our caregivers to help manage stress and burnout, such as mindfulness-based stress reduction sessions.In a sign of our commitment to the safety of our employees and patients, we have shifted our interview processes to be completely virtual so that applicants are not coming on our campuses. Also, our new employee orientation is now being conducted online so that we can minimize group sizes and practice social distancing where possible for caregivers.Do we have enough nurses currently to back fill the vacancies we expect?We are focused on protecting our workforce so they can safely treat our patients. We continue to recruit high-caliber candidates in the roles we anticipate needing and fast track the rehire process for those wanting to return to Scripps. SAN DIEGO (KGTV) -- A group of California lawmakers is asking for an emergency audit of the state's Employment Development Department (EDD).In a letter sent to the Joint Legislative Audit Committee, legislators claimed that EDD had failed Californians when it's needed most.The letter said, "EDD reported that it has processed 9.3 million unemployment insurance claims and distributed about billion in benefits. Yet some 1 to 1.2 million potentially eligible applicants, including those that filed in March, are still waiting on payments. EDD's actions or lack thereof have real consequences: people are depleting their life savings, going into debt, and are unable to pay rent and feed their families."For months, Californians have complained to lawmakers and news outlets saying EDD was struggling to get them money. Many described calling the department hundreds of times a day trying to speak with someone about a filed claim."I'm not going to be able to pay rent, and I'm not going to be able to pay my insurance," said San Diego County resident Jaedra Miller.Miller says she was receiving money from EDD, but after a few payments, something changed."They just flagged my account, and I've been trying to figure out why," she said. "I've been calling, and I completed the paperwork they sent me."Miller said there's an issue with the effective date on her claim. She told reporter Adam Racusin she believes the dispute caused the money to stop."It's just so incredibly frustrating," Miller said. "I've tried so many avenues, and I just, I really feel helpless."In the past six months, the Employment Development Department has taken a verbal beating from Californians and their lawmakers.During a May hearing, lawmakers told the head of EDD they're hearing from constituents who are struggling in the application process, being denied with no explanation, and having difficulty getting in touch with anyone at the department."We've never heard the type of suffering that people are experiencing right now, not just in regard to the pandemic, but when they call your bureaucracy," Assemblymember David Chiu said at the time. "The feedback we're getting is atrocious."Later that month, EDD said in a press release, "The Employment Development Department (EDD) will hire approximately 1,800 new temporary full-time and hourly staff over the next several weeks from throughout California to bolster the delivery of critical Unemployment Insurance (UI) services to workers impacted by the COVID-19 pandemic. The workers will be trained in skills including call center operations, processing UI claims, and analyzing documents from claimants and employers to make wage determinations for benefits."EDD says that since March, the agency has redirected more than 600 staff from other units and 700 staff from other departments to assist the UI branch. The agency adds that it has been given approval to hire 5,500 new temporary employees, and that more than 5,200 employees have been approved for hire and more than 3,600 are in various stages of onboarding, training, and deployment.The state agency said it could not comment specifically on Miller's claim."Due to the legal confidentiality of Unemployment Insurance (UI) claimant information, we cannot discuss any details related to an individual’s case. Media Services does not have access to specific claimant information, nor the authority to share an individual’s claims details. As individual claims issues are often unique to each claimant, they are best mitigated by the UI analysts who are working the individual cases. We have added Ms. Miller to a claimant referral list that has been sent to our Unemployment Insurance branch, which handles benefits claims processing," a spokesperson said.In a press release on Aug. 27, the agency did say it has disbursed more than billion in benefit payments since March.The release stated, "EDD has processed over a total of 11.0 million claims for Unemployment Insurance (UI), Pandemic Unemployment Assistance (PUA), and benefit claims extensions over that timeframe. The average amount of benefits paid daily by EDD over last week (4 million) was 967 percent higher than the daily average paid over the same week at the height of the Great Recession ( million) in 2010."The group of lawmakers calling for an audit ask that EDD, "Assess the reasons for backlogged unemployment insurance claims (claims) and the effectiveness of EDD's efforts and timeframes for eliminating the backlog. Evaluate the effectiveness of EDD's actions to improve call center performance and response time. This includes EDD's hiring, onboarding, and training efforts to increase call center staffing levels. Determine the magnitude of EDD's claims workload, including the number and percentage of claims that were approved, denied, pending, and backlogged since the beginning of the pandemic. Assess EDD's call center capacity and determine trends in the volume of call received, the time it takes EDD to respond to callers, the percentage of callers connected to a representative, and the number of calls during which the caller was disconnected from the call." 5161
SAN DIEGO (KGTV) - A Chula Vista World War II veteran celebrated the 100th birthday of a lifetime, with help from hundreds of strangers.The celebration was made possible through Arthur Brook, a 9-year-old dedicated to preserving the stories of WWII veterans. He's been interviewing veterans living at the Veterans Home of California, Chula Vista"Since they were at least in their 90's, to be registered in the military during WWII, they wouldn't be here for much longer," said Arthur.When Arthur learned Army veteran Edwin Schwimmer was turning 100 in September, he wanted to give him a special gift. "We quickly made a decision to make it the most special birthday in a long time!" the 9-year-old added.Arthur put out a call requesting birthday cards and received hundreds from around the country. "So many people thought to send him cards, I just wanted to thank them all, who sent cards to Edwin Schwimmer to thank him for his service to our country," said Arthur. Schwimmer was stunned at the number of people who took the time to write him a letter. "There's no words I can express how I feel," said Schwimmer, "I'm the luckiest guy in the world, the luckiest guy in the world."Arthur says he'll continue his mission to interview as many WWII veterans as possible. 1277
SAN DIEGO (CNS) - The union representing mental health professionals at Kaiser Permanente facilities in San Diego and across the state hit the picket lines Monday for a five-day strike amid a continued labor standoff. The walkout by the National Union of Healthcare Workers, representing roughly 4,000 psychologists, therapists, psychiatric nurses and other healthcare employees, had been planned in November but was delayed out of respect following the death of Kaiser CEO Bernard Tyson. Union officials said the walkout could result in the shutdown of more than 100 Kaiser clinics and medical facilities ``from San Diego to Sacramento.'' NUHW accused Kaiser of forcing clinicians to ``accept significantly poorer retirement and health benefits than Kaiser provides to more than 120,000 other employees in California.'' ``Mental health has been underserved and overlooked by the Kaiser system for too long,'' Ken Rogers, a Kaiser psychologist, said in a statement released by the union. ``We're ready to work with Kaiser to create a new model for mental health care that doesn't force patients to wait two months for appointments and leave clinicians with unsustainable caseloads.'' But Kaiser accused the union of flatly rejecting a proposals made by a neutral mediator and opting to strike instead of ``working through the mediated process.'' ``In Southern California, the primary contract concern relates to wage increases and retirement benefits,'' said Dennis Dabney, Kaiser's senior vice president of national labor relations. ``The mediator's recommendation includes wage increases of 3%, 2.75%, 2.75%, .5% each year with lump-sum payments in years 2-4 of 0.25%, 0.25% and 0.5% to provide 3% increases per year over the terms of the agreement and a ,600 retroactive bonus. ``While our therapists in Southern California are paid nearly 35% above market, we believe these issues are resolvable,'' he said. Dabney said NUHW workers have the ``same defined contribution plan that nearly a dozen other unions have, and that has been in place for more than four years.'' ``Our current proposal on the table actually enriches this program such that a 3% employee contribution would have a 9% contribution from Kaiser Permanente,'' he said. ``Again, this is no reason to strike. Rather than calling for a strike, NUHW's leadership should continue to engage with the mediator and Kaiser Permanente to resolve these issues.'' NUHW workers also held a five-day statewide strike last December.
