SAN DIEGO (KGTV) -- Authorities Monday identified a man who died after falling from an East Village building he was trying to paint with graffiti. Alejandro Vazquez Paz, 28, died after falling from a building on the 1500 block of E Street, according to San Diego County’s Medical Examiner. The incident was reported around 8:30 in the morning after transients in the area flagged down police, leading them to the abandoned building. SAN DIEGO (KGTV) — California drivers will want to be aware of several new traffic laws, including stipulations around unattended kids in cars and moving over for emergency vehicles, that will be enforced in 2021.Assembly Bill 2717, which goes into effect on Jan. 1, 2021, will exempt a person from civil or criminal liability for trespassing or damaging a vehicle when rescuing a child 6 years old or younger who is in immediate danger from heat, cold, lack of ventilation, or another dangerous circumstance.California had already exempted good Samaritans from liability when rescuing an animal or pet in the same circumstances. Also starting Jan. 1, Assembly Bill 2285 extends penalties for not moving over or slowing down for emergency vehicles with flashing lights on freeways to local streets and roads. Emergency vehicles will also now include tow trucks and Caltrans vehicles, in addition to law enforcement and emergency vehicles.If a driver violates the "move over, slow down" law, CHP officers can issue a ticket.Assembly Bill 47, which was signed into law in 2019, will go into effect on July 1, 2021. The law makes the act of using a cell phone "in a handheld manner while driving" for a second time within 36 months of a prior conviction for the same offense punishable by a point being added to the driver's record. This applies to violations of talking or texting while driving, except when hands-free, and to any use of the devices while driving by a person under 18 years old. 1505

He says many firms are starting to offer perks like zero-commission trades, fractional stocks, and on-line based accounts to help people save money and invest more."It may only be 1%, but for a lot of people over a long period of time, as you account grows more and more, that 1% can mean a difference of tens or hundreds of thousands of dollars that you would have available to pull out later in life."Fox says it also helps people keep a more diverse portfolio. He says this is the start of a shift to more direct indexing, where investors will be able to use fractional stocks to create their own groups of investments, rather than buying pre-set mutual funds or indexes."You're gonna see more technology come out that makes it easy to do direct indexing and consumers are going to see more and more options here," says Fox. 1585

  

SAN DIEGO (KGTV) -- Caltrans presented five renderings of possible suicide barriers for the San Diego-Coronado Bridge.More than 400 people have killed themselves by jumping from the bridge since it was opened in 1969, making it the second deadliest suicide bridge in the nation behind San Francisco’s Golden Gate Bridge.The possible suicide barriers include a large net underneath the bridge similar to the one to be put on the Golden Gate Bridge, three types of fencing, or 18-inch spikes on top of the existing barriers.Caltrans said one design will be chosen in Spring 2018.They said it will take several years to build the barrier because they need to have environmental impact studies done and get funding for it.  752

  

SAN DIEGO (KGTV) -- California will close state beach parking lots in San Diego County ahead of July Fourth.In a news release Friday, the state listed San Diego among six other counties where parking will also be closed at state beaches.Other state park units will remain open, according to the state, but State Park staff will monitor visitation to ensure compliance with public health orders."Everyone has the responsibility to mitigate the spread of COVID-19, including in the outdoors," the state said.
