SAN DIEGO (KGTV) - Loved ones are mourning the loss of a young South Bay woman to COVID-19.In mid-September, Elvira Martinez became the first in her family to come down with COVID-19 symptoms. She tested positive and was hospitalized days later. Around the same time, her daughter Cassie, who lived with her mother at a home in Nestor, started feeling sick."Her first symptoms were a cough and then a fever in after that," said Cassie's boyfriend Ricardo Ferreyra.A week later, Ferreyra brought her to the ER."She couldn't hold down food, barely able to stand up," said Ferreyra. She was admitted and diagnosed with COVID-related myocarditis, an inflammation of the heart muscle. Her brother David says in the next 24 hours, she would suffer two heart attacks. On Saturday, Cassie Martinez, who had no underlying conditions, died at the age of 29."I miss her so much. She had the beautiful personality of anyone I've ever known. She walked into a room, and it lit up," said David Martinez."I'm heartbroken, in a million pieces. She was so caring, put everybody else first," said Ferreyra.Ferreyra says it was love at first sight the day he met her at the insurance company they both worked at more than eight years ago."She captivated me and has done so ever since that day," said Ferreyra. He had decided to propose to her, possibly on their eight-year anniversary in mid-October."I wanted to take her out on a sailboat, spend some time together and propose in the middle of the ocean ... She is my soulmate, somebody I wanted to spend the rest of my life with. We had so many plans," said Ferreyra.Family members aren't sure how they contracted the virus. Both Cassie and her mother were taking precautions and staying close to home. Her mother remains on a ventilator in an ICU.A Gofundme campaign has been set up to help the family with expenses. 1856

SAN DIEGO (KGTV) - It sounds like a deal of a lifetime - guarantee a weeklong vacation at a coastal resort every year - for a one-time payment of 0.The county of San Diego is auctioning off nearly 900 timeshares, some in areas like Del Mar, Solana Beach, Carlsbad and downtown for as little as 0. Timeshares can also be transferred to out-of-town hotels, one year at a time. The county expects many to go at the initial offering price. A timeshare is when a person shares in the ownership of a property with others, so that each gets a week of vacation per year. Many of the timeshares were repossessed after the Great Recession, when owners failed to pay at least five years of property tax. "For one week of family bliss in a vacation once a year, this may be the opportunity for as little as 0," said Dan McAllister, the county treasurer-tax collector. "But it is a buyer beware sale."San Diego attorney Dan Eaton said there are many risks to buying a timeshare, and getting out of one can be very difficult."If you think you're just buying a 0 timeshare and you've got access to the timeshare for life without any further cost, that's a huge mistake," Eaton said. Timeshares include annual fees - including maintenance - that can get very expensive."If you stop paying those fees, they can foreclose," Eaton said. "It's an interest in real property."At the Solana Beach Sand Pebbles resort - starting bid 0 - annual fees range from 4 to 2 depending on unit size. And some of the timeshares don't include some parts of the year. Allison Russell, the resort's property manager, said it's vital people do their due diligence before buying. She said the resort books up early, and owners need to reserve their week sometimes far in advance.Eaton said timeshares can work if you plan to go to the same resort year after year, but with so many options now available - including airbnb - it may be best to keep that 0.The county auction is online and runs from May 4 to May 9. Registration begins April 2. 2064

RELATED: Padres players surprise San Diego elementary school students with new bikesThe gifts were part of the district's True Blue Buddies program, which pairs am officer as a mentor to a student."We're more than just a uniform," said officer John Ross. "We're people too, we have kids, but we want to make them feel good about the law enforcement connection."Originally, two students were awarded with bikes but then the remaining 28 got the surprise that they would be getting bikes too. 829

SAN DIEGO (KGTV) – It's exploding in the wellness industry, but is CBD safe? 10News visited a San Diego lab that tested CBD products for ingredients like pesticides and heavy metals. The results were surprising to lab personnel. Shelby Huffaker is the lead cannabis educator at Torrey Holistics in Sorrento Valley. The licensed dispensary recently conducted its own CBD study to show customers just how unreliable the open market can be. "We collected about a dozen different products from various locations around San Diego and also on the internet," she tells 10News. Torrey Holistics collected samples from places like farmers' markets, grocery stores, and the internet. The company bought CBD products such as lip balms, caramels, creams, and bath bombs, then sent to San Diego's Infinite Chemical Analysis Labs. "It's pretty busy right now with it being harvest time," says David Marelius, Ph.D. He's the co-founder of Infinite Chemical Analysis Labs, which tests cannabis and related products. "People are definitely trying to take advantage of the CBD boom right now," he adds. Both CBD and THC come from the cannabis plant, but CBD does not have the psychoactive properties that give you the feeling of being high. CBD received praised for claims of health benefits like reducing anxiety and inflammation. According to Infinite Chemical Analysis Labs, none of the CBD samples purchased on the internet by Torrey Holistics had any CBD in them. Dr. Marelius tells 10News that the majority of the overall samples didn't meet their packaging claims. He adds that the products' potencies were off, and one product had almost 70% less CBD in it than what it advertised. Three of the products reportedly failed for pesticides, although the levels were so low that they likely weren't harmful. "It's kind of the wild west out there," says Sally Greenberg with the National Consumers League. Greenberg tells 10News that CBD sellers often exaggerate the benefits of CBD without having the science to back up the claims. "[They say] that they cure cancer or treat Alzheimer's or treat AIDS," she adds. The National Consumers League is advocating for federal oversight from the Food and Drug Administration, which currently doesn't regulate most CBD. In California, the Bureau of Cannabis Control tests CBD that's sold in licensed dispensaries, like Torrey Holistics. "You're going to want to look for a Batch number or UID number. That ensures that we're able to match the testing results with that specific product," says Huffaker. The dispensary is hoping that the lab results will highlight the importance of researching your CBD before buying. "Everything carried in a licensed cannabis store is going to have to be verified [and] vetted by the dispensary [to be sure] it has gone through the necessary testing," adds Huffaker. The state's Bureau of Cannabis Control has a search function on its website where you can see what licensed dispensaries are in your area, or you can search a dispensary to be sure its licensed. SAN DIEGO (KGTV) – Major developments came late Tuesday to create countywide policy changes related to policing reforms. After several hours of testimony and public comments, all three parts of a policy package were voted on and passed by the San Diego County Board of Supervisors during a special meeting. It was introduced by Supervisor Nathan Fletcher who said it was designed to create more transparency and to start to change systemic and structural racism that has caused pain and harm to generations of African American people. The three proposals that passed include launching mobile crisis response teams made of social workers and clinicians instead of law enforcement for some mental health and homeless services and emergency calls, increasing independence and strengthening oversight of the Citizen’s Law Enforcement Review Board and establishing an Office of Equity and Racial Justice.ABC10 News listened in as callers weighed in on both sides of the debate over the creation of an Office of Equity and Racial Justice. Many callers were in favor of its creation. Others argued that the County should consider a bolstered version brought forth by civil rights activist Rev. Shane Harris who recommended that the County increase the number of staffers assigned to the Office and increase its budget to million. The Board of Supervisors decided that the passed proposal for the Office of Equity and Racial Justice will need to be reviewed by an independent consultant and the Human Relations Commission will need to provide guidance on the Office’s mission.Late Tuesday, the Office of Supervisor Nathan Fletcher sent ABC10 News the following statement:“The Board of Supervisors today voted to support the entire Racial Justice and Law Enforcement Realignment Policy Package authored by Supervisor Nathan Fletcher and crafted in partnership with respected leaders from the Black community. The three policies will strengthen the Citizen’s Law Enforcement Review Board Authority and Independence, create an Office of Equity and Racial Justice for the County of San Diego and launch countywide Mobile Crisis Response Teams (MCRT) to allow trained mental health clinicians, not law enforcement, to respond to non-violent service needs. The group released the following statement after the vote:‘The community called for change, and today’s action is a step forward. Tackling deep seeded issues of systemic and structural racism is not going to be easy and at times it will be uncomfortable, but, we will be a better organization and a better people because of the actions we take to support racial justice and realigning law enforcement. We are thankful for the considerable community input we received to shape these policies and tremendous support that helped ensure their passage. The most important days of this work are in front of us and we look forward to a continued partnership with Black community leaders as we put these policies into practice.’” 2972
