(CNN) -- Target's revamped loyalty program is ready for its nationwide debut.Target Circle will be available to shoppers in the United States beginning October 6. Program perks include earning 1% on Target purchases, personalized deals and early access to its sales. The launch follows an 18-month test in six cities that garnered 2 million members.The expansion of the loyalty program complements Target's branded credit card, Redcard, which only a quarter of its customers use. It also replaces Cartwheel, a separate discount program, in an attempt to offer a "more seamless, intuitive shopping experience."The program is free. Target will begin automatically enrolling members that have Target.com and Redcard accounts. To use it, customers can swipe a barcode from the Target app or provide their phone number at checkout.The company has said earlier this year that Target Circle also gives the company more data about shopping habits. For example, if Target knows a shopper frequently buys diapers and baby products, it could email the customer an offer for diapers."This will help Target build a more complete picture of shoppers," said Neil Saunders, managing director at GlobalData Retail previously told CNN Business. (KGTV) — After a weeks-long closure due to mudslides and debris, Highway 18 from San Bernardino to Big Bear Lake has reopened.The highway has been closed since February after heavy rainfall prompted mudslides in some areas, forcing crews to repair damage to the highway.Snow fell on Big Bear Mountain Resort Wendesday with more snow expected Thursday night into Friday, continuing the mountain's flurry of snowfall this season. Currently, officials say they have about 60 inches of snow at the resort's peak and 44 inches at its base.This season, 128 inches of snow have hit the resort, making it prime for locals looking to ski, board, or just frolic in the snow this season.The route into Snow Valley Mountain Resort also reopened as the resort saw 34 inches of snow by Saturday morning. 797

Gavin Newsom signed landmark legislation allowing student athletes to get paid for their name, image and likeness.In approving the legislation, the governor noted multi-million dollar television deals and highly paid administrators, but no payment for athletes."Colleges reap billions from these student athletes' sacrifices and success but, in the same breath, block them from earning a single dollar," Newsom said in a statement. "That’s a bankrupt model – one that puts institutions ahead of the students they are supposed to serve. It needs to be disrupted.”NCAA rules render student athletes ineligible if they sign with an agent or take endorsement money. The organization said in a statement that changes are needed, but it should not be a state-by-state approach. "As more states consider their own specific legislation related to this topic, it is clear that a patchwork of different laws from different states will make unattainable the goal of providing a fair and level playing field for 1,100 campuses and nearly half a million student-athletes nationwide," the NCAA said. John David Wicker, San Diego State's athletic director, said the legislation could put future Aztecs at a disadvantage. The law takes effect in 2023. 1258

(KGTV) - A New York woman is being charged for poisoning a "look-alike" friend via cheesecake and stealing her identity documents.Viktoria Nasyrova, 42, of Sheepshead Bay, Brooklyn, was charged with attempted murder, burglary, and other charges for allegedly poisoning a Queens woman, who resembled Nasyrova, Queens District Attorney Richard Brown announced Wednesday.Investigators said Nasyrova gifted cheesecake laced with the Russian-made tranquilizer phenazepam to the victim on Aug. 28, 2016. The victim began eating the dessert before falling ill and passing out."This is a bizarre and twisted crime that could have resulted in the death of a Queens woman, whose only fault was that she shared similar features with the defendant," Brown said in a release. "Luckily, the Queens woman survived the poisoning."The victim and Nasyrova resemble one another, officials said: Both have dark hair, the same skin complexion, and speak Russian.According to investigators, the victim's last memory that day was of Nasyrova sitting beside her in her home.The victim was discovered the following day unconscious in her bed, wearing lingerie, with phenazepam pills scattered around her — as if she had attempted suicide, officials said. She was taken to a nearby hospital for treatment.When the victim returned home from the hospital, however, she realized her passport, employment authorization card, a gold ring, and cash were all missing. Investigators said those items were later recovered when Nasyrova was finally arrested on March 20, 2017.Nasyrova faces up to 25 years in prison if convicted. She is being held without bail and will appear in court on May 25.According to People Magazine, Nasyrova has also eluded Russian authorities and is charged in the 2014 death of 54-year-old Alla Aleksenko. People reported Nasyrova seduced the lead detective of that case to help her flee the country. 1961
