BEIJING, Nov. 28 (Xinhuanet) -- The U.S. FBI and police in the Philippines have arrested four alleged hackers in Manila with connections to a terrorist group in Saudi Arabia, according to media reports Monday.The four who were arrested last Wednesday hacked into AT&T Inc.'s phone systems as part of a plan to funnel money to a Saudi-based terror group, the reports said.The hackers, according to the investigators, worked for a group that helped finance a deadly 2008 terrorist attack in Mumbai, India.Investigators also said the hacking cost AT&T around 2 million U.S. dollars. And an AT&T representative told Reuters that it "ended up writing off some fraudulent charges that appeared on customer bills" but did not comment on the 2 million dollars figure."AT&T and its network were neither targeted nor breached by the hackers," AT&T spokeswoman Jan Rasmussen said. "AT&T only assisted law enforcement in the investigation that led to the arrest of a group of hackers."

WASHINGTON, Nov. 10 (Xinhua) -- Using its near-infrared vision to peer nine billion years back in time, NASA's Hubble Space Telescope has uncovered an extraordinary population of young dwarf galaxies brimming with star formation, the U.S. space agency announced on Thursday.While dwarf galaxies represent the most common type of galaxy in the universe, the rapid star-birth observed in these newly- found examples may force astronomers to reassess their understanding of the ways in which galaxies form.The galaxies are a hundred times less massive, on average, than the Milky Way, yet they churn out stars at such a furious pace that their stellar content would double in just 10 million years. By comparison, the Milky Way would take a thousand times longer to double its star population.The universe is estimated to be 13.7 billion years old, and these newly-discovered galaxies are extreme even for the young universe -- when most galaxies were forming stars at higher rates than they are today. Astronomers using Hubble's instruments could spot the galaxies because the radiation from young, hot stars has caused the oxygen in the gas surrounding them to light up like a bright neon sign."The galaxies have been there all along, but up until recently astronomers have been able only to survey tiny patches of sky at the sensitivities necessary to detect them," said Arjen van der Wel of the Max Planck Institute for Astronomy in Germany, lead author of a paper on the results to be published online on Nov. 14 in The Astrophysical Journal. "We weren't looking specifically for these galaxies, but they stood out because of their unusual colors. "The observations were part of the Cosmic Assembly Near-infrared Deep Extragalactic Legacy Survey (CANDELS), an ambitious three- year study to analyze the most distant galaxies in the universe. CANDELS is the first census of dwarf galaxies at such an early epoch."In addition to the images, Hubble has captured spectra that show us the oxygen in a handful of galaxies and confirmed their extreme star-forming nature," said co-author Amber Straughn at NASA's Goddard Space Flight Center. "Spectra are like fingerprints. They tell us the galaxies' chemical composition."The CANDELS team uncovered the 69 young dwarf galaxies in near- infrared images taken with Hubble's Wide Field Camera 3 and Advanced Camera for Surveys.The observations suggest that the newly-discovered galaxies were very common nine billion years ago. However, it is a mystery why the newly-found dwarf galaxies were making batches of stars at such a high rate.

BEIJING, Dec. 25 (Xinhuanet) --  China is likely to test a new Internet protocol in the next few years in an attempt to further develop the country's Internet, senior officials from the State Council said on Friday.The country will put the Internet Protocol version 6 (IPv6)-based network into small-scale commercial pilot use by the end of 2013, and deploy and commercialize the IPv6-based network on a large scale between 2014 and 2015, according to a statement released after an executive meeting of the State Council that was presided over by Premier Wen Jiabao."The development of IPv6 is one of the most important tasks for China's Internet industry during the 12th Five-Year Plan period, from 2011 to 2015," said Hu Qiheng, director-general of the Internet Society of China.Analysts believe the transition from the latest Internet protocol, IPv4, to IPv6 is irreversible. This year, the pool of Internet addresses in IPv4 has come close to being tapped out, and the supply of domain names has run short.Compared with IPv4, IPv6 will offer more IP addresses and, for that reason, more devices will be able to connect directly to the Internet, said Microsoft Corp, one of the main technical supporters of IPv6.By 2010, China had about 278 million IPv4 addresses, according to data from the China Internet Network Information Center. That was far fewer than the 450 million Internet users who live in the country."This is the first time the government has issued a schedule for IPv6 development, and it will benefit the entire industry," said Chen Qi, deputy general manager of BII Group Holding Ltd, an IPv6 service provider based in Beijing.IPv6 will enable telecommunication operators to allocate more IP addresses to their clients and will probably bring more users to those operators, Chen said.Five Chinese telecommunications carriers, including China Telecom Corp and China Mobile Ltd, had established IPv6 networks as early as 2006, the New York Times reported.China will need "far too many" IPv6 addresses in the coming years, according to Paul Wilson, director general of Asia Pacific Network Information Center, an organization responsible for allocating IP addresses.The profits made by Chinese manufacturers of telecommunications equipment, such as Huawei Technologies Co Ltd and ZTE Corporation, will also increase, a result partly of a rise in the demand for routers and Internet switches, Chen said.China launched the construction of the next-generation Internet in 2003, featuring the IPv6 network as a key technology. ADDIS ABABA, Oct. 22 (Xinhua) -- China on Saturday delivered portion of the first batch of emergency food assistance to Ethiopia.Wei Hongtian, Charge d'Affairs at the Chinese Embassy in Ethiopia, handed over the assistance certificate to Wondirad Mandefro, Ethiopian State Minster of Agriculture, in a ceremony held at the Office of the Ethiopian Disaster Risk Management Food Security Sector (DRMFSS) in Addis Ababa, Ethiopia.The handover was witnessed by Ahmed Shide, Ethiopian State Minister of Finance and Economic Development, and Qian Zhaogang, Economic Counselor at the Chinese Embassy in Ethiopia as well as officials and diplomats from the two countries.The charge d'affairs said the Chinese government has decided to provide Ethiopia with two batches of gratis emergency food aid valued at some 24 million U.S. dollars, as part of humanitarian assistance to the people affected by drought in the Horn of Africa region, about which the international community is concerned much.Months ago, China pledged to provide humanitarian aid to drought affected people in Ethiopia, Kenya and Djibouti.The 2011 drought in the Horn of Africa region has affected livelihoods of over 12 million people in countries of the region including Ethiopia.In this move, China has delivered large quantities of wheat to Ethiopia, and it is put in the central warehouse in Adama town, 90 km away from Addis Ababa, as the first batch of the 8,139.4 tons of wheat and 715.15 tons of rice donated by the government of China, said Ethiopian State Minister of Agriculture.According to the minister, the Chinese government has pledged around 20,000 tons of emergency food valued at 24 million dollars.Wei said China attaches great importance to the agriculture development and the food security in Africa. S. dollars by a Chinese private company, Huajin Group Ltd, for food aid is a manifestation that even private companies join us in our efforts to containing problems associated with such natural disasters," said Wondirad."Despite a steady economic growth achieved these past eight years in Ethiopia that reached an average of 11 percent annually and our continued efforts to maintain and accelerate the momentum through the GTP, we are confronted by climate change induced disasters, of which drought remains the major one," said the minister."While reducing disaster risk and vulnerabilities through development interventions, the government of Ethiopia in collaboration with its partners is taking all the necessary measures towards further enhancing its early warning and response system with the view to reducing potential impacts of disasters, including that of drought enhanced preparedness and provision of timely and appropriate responses."The government of the People's Republic of China has been one of our major development partners supporting us in all these efforts," he added.The state minister commended the Chinese government and its people for standing with Ethiopia shoulder to shoulder at the critical time by donating appreciable size of emergency food aid.
