SAN DIEGO (CNS) - California State University police chiefs Friday banned the use of the carotid restraint and pledged to implement policing recommendations offered by a 2015 federal task force on the CSU's 23 campuses, which include San Diego State and Cal State San Marcos."As police chiefs of the California State University's 23 campus police departments, we have been galvanized by the many voices across our state and nation demanding accountability, equity and justice," the chiefs said in a joint statement. "We have seen the tragic impact of racism and bigotry, and many in our departments have experienced it personally. We are unitedly determined to take action."CSU Chancellor Timothy White and every CSU campus president supports the pledge to adopt recommendations of The President's Task Force on 21st Century Policing, reported to then-President Barack Obama in May 2015, according to the chiefs."We are determined to lead by example, joining a growing number of American cities that have committed -- collectively and collaboratively -- to address police use-of-force policies," the statement continued. "To that end, and effective immediately, we are prohibiting the use of the carotid control hold by all CSU police officers. Additionally, no CSU police officer will receive or participate in trainings that teach the carotid control hold."The task force's recommendations are organized around six pillars: Building Trust and Legitimacy, Policy and Oversight, Technology and Social Media, Officer Wellness and Safety, Community Policing and Crime Reduction, and Training and Education.The chiefs also committed to looking for ways to incorporate those concepts into the training and certification provided by the California Commission on Peace Officer Standards and Training. SAN DIEGO (CNS) - California State Treasurer John Chiang will visit San Diego Tuesday as part of a five-city tour to announce the launch of CalSavers, the state's new retirement savings program.CalSavers will serve as a state-run retirement plan for private-sector workers at companies with five employees or more. State officials boast that accounts provided by the program are portable and paid for by payroll contributions. Gov. Jerry Brown authorized the program's implementation in 2016 and enrollment will open next July.Program guidelines require qualifying employers to enroll their employees in the program within the next five years, but employees themselves can opt out. State officials estimate CalSavers will help roughly 7.5 million California residents save for retirement."CalSavers' goal is to escape a vicious, societal circle, where each successive generation of Americans is on track to retire poorer than the last," Chiang wrote in a March opinion piece in the Orange County Register. "If we continue this trend by doing nothing, the strain on taxpayer funded health and human services likely would undermine the long-term financial stability of our state."The Howard Jarvis Taxpayers Association filed suit against the state in May over the program, arguing it violates federal law to establish a state- run retirement savings program. SAN DIEGO (CNS) - A Utah man who robbed a Carlsbad Motel 6 at gunpoint, then was arrested attempting to re-enter the United States, was convicted of federal robbery and firearm-related charges, the U.S. Attorney's Office announced Wednesday.Lance Lamont Lavert of Salt Lake City, 37, was convicted Tuesday by a San Diego federal court jury for the July 9, 2018, morning robbery of the motel on Paseo Del Norte.Prosecutors said Lavert and his girlfriend asked for a room, but were denied due to a lack of ID.Lavert then pointed a gun at the motel clerk and her manager, demanding money. When the clerk and manager ran, Lavert leapt over the counter, kicked in the door of the bathroom where the clerk was hiding, dragged her back to the cash register by her hair and pistol-whipped her in the head, court documents state.Along with 5 in cash, Lavert and his girlfriend made off with the clerk's car keys and stole the clerk's car, prosecutors said.Lavert was arrested two days later trying to cross the border back into the United States. The revolver he used in the robbery was found in his waistband.In addition to committing the robbery, Lavert was convicted for possession of a gun while having several prior felony convictions, including for arson in Utah and assault with a deadly weapon out of Imperial County, the U.S. Attorney's Office said.Lavert's girlfriend pleaded guilty prior to the trial, according to prosecutors. 1440

SAN DIEGO (CNS) - A woman died Monday after being injured Sunday when she was hit by a car in Rancho Penasquitos, police said.The San Diego County Medical Examiner says Nang Arm, 37, died after she was taken off life support Monday. Medics responded to a call at 7:07 a.m. Sunday on Black Mountain Road and Carmel Mountain Road, where they found an unconscious woman with face injuries, San Diego police Sgt. Robert Hawkins said.A gold-colored 2006 Nissan Sentra driven by 20-year-old Uvelyn Nunez- Jaramillo and carrying two passengers, was heading south on the 13700 block of Black Mountain Road when the car veered to the right, SDPD Sgt. Tim Underwood said.The car went onto a sidewalk, damaged a fence, then struck the Nang. She was taken to Scripps La Jolla Hospital, Hawlins said.The car continued a short distance down the street, where it also hit a water line before it came to a stop. Nunez-Jaramillo exited the Nissan and walked away.Several passersby stopped at the scene to render aid to the woman and emergency personnel, Underwood said.Detectives determined that Nunez-Jaramillo caused the crash. She was contacted and returned to the scene, where police determined she allegedly was driving under the influence.She was arrested and booked in the Las Colinas Women's Detention Facility for felony driving under the influence and felony hit and run.Detectives also interviewed Nunez-Jaramillo's two passengers, who were released, Underwood said. 1468

SAN DIEGO (CNS) - A person was found dead Tuesday morning in the Sunset Cliffs area, police said.Emergency personnel responding to a report of a person down near Ladera Street found the body around 6:30 a.m., San Diego police public-affairs Officer Billy Hernandez said.The identity of the deceased and details regarding the circumstances of the fatality were not immediately available.Personnel from the San Diego County Medical Examiner's Office responded to the scene and an autopsy will be done to determine the cause and manner of death.There were no indications of any suspicious circumstances in connection with the death, Hernandez said. 653
