House Speaker Nancy Pelosi is questioning President Donald Trump’s fitness to serve, announcing legislation Thursday that would create a commission to allow Congress to intervene under the 25th Amendment to the Constitution and remove the president from executive duties.Just weeks before the Nov. 3 election, Pelosi said Trump needs to disclose more about his health after his COVID-19 diagnosis. She noted Trump’s “strange tweet” halting talks on a new coronavirus aid package — he subsequently tried to reverse course — and said Americans need to know when, exactly, he first contracted COVID as others in the White House became infected. On Friday, she plans to roll out the legislation that would launch the commission for review.“The public needs to know the health condition of the president,” Pelosi said, later invoking the 25th Amendment, which allows a president’s cabinet or Congress to intervene when a president is unable to conduct the duties of the office.Trump responded swiftly via Twitter.“Crazy Nancy is the one who should be under observation. They don’t call her Crazy for nothing!” the president said. The president’s opponents have discussed invoking the 25th Amendment for some time, but are raising it now, so close to Election Day, as the campaigns are fast turning into a referendum on Trump’s handling of the coronavirus pandemic. More than 210,000 Americans have died and millions more infected by the virus that shows no signs of abating heading into what public health experts warn will be a difficult flu season and winter.Trump says he “feels great” after being hospitalized and is back at work in the White House. But his doctors have given mixed signals about his diagnosis and treatment. Trump plans to resume campaigning soon.Congress is not in legislative session, and so any serious consideration of the measure, let alone votes in the House or Senate, is unlikely. But the bill serves as a political tool to stoke questions about Trump’s health as his own White House is hit by an outbreak infecting top aides, staff and visitors, including senators. In a stunning admission, Senate Majority Leader Mitch McConnell said Thursday that he had stopped going to the White House two months ago because he disagreed with its coronavirus protocols. His last visit was Aug. 6.“My impression was their approach to how to handle this was different from mine and what I insisted we do in the Senate, which is to wear a mask and practice social distancing,” McConnell said at a campaign stop in northern Kentucky for his own reelection. On Friday, Pelosi along with Rep. Jamie Raskin, D-Md., a constitutional law professor, plan to roll out the legislation that would create a commission as outlined under the 25th Amendment, which was passed by Congress and ratified in 1967 as way to ensure a continuity of power in the aftermath of President John F. Kennedy’s assassination. It says the vice president and a majority of principal officers of the executive departments “or of such other body as Congress” may by law provide a declaration to Congress that the president “is unable to discharge the powers and duties of his office.” At that point, the vice president would immediately assume the powers of acting president.Trump abruptly halted talks this week on the new COVID aid package, sending the economy reeling, his GOP allies scrambling and leaving millions of Americans without additional support. Then he immediately reversed course and tried to kickstart talks. It all came in a head-spinning series of tweets and comments days after he returned to the White House after his hospitalization with COVID-19.First, Trump told the Republican leaders in Congress on Tuesday to quit negotiating on an aid package. By Wednesday he was trying to bring everyone back to the table for his priority items — including ,200 stimulus checks for almost all adult Americans.Pelosi said Thursday that Democrats are “still at the table” and her office resumed conversations with top negotiator Treasury Secretary Steven Mnuchin. She said she told Mnuchin she was willing to consider a measure to prop up the airline industry, which is facing widespread layoffs. But that aid, she said, must go alongside broader legislation that includes the kind of COVID testing, tracing and health practices that Democrats say are needed as part of a national strategy to “crush the virus.”Normally, the high stakes and splintered politics ahead of an election could provide grounds for a robust package. But with other Republicans refusing to spend more money, it appears no relief will be coming with Americans already beginning early voting.Democrats have made it clear they will not do a piecemeal approach until the Trump administration signs off on a broader, comprehensive plan they are proposing for virus testing, tracing and other actions to stop its spread. They have scaled back a trillion measure to a .2 trillion proposal. The White House presented a .6 trillion counter offer. Talks were ongoing when Trump shut them down.“There’s no question that the proximity to the election has made this much more challenging,” McConnell said.___Associated Press writers Bruce Schreiner in Frankfort, Kentucky, and Laurie Kellman and Pamananda Rama in Washington contributed to this report. 5313

If someone tells you any words other than "misinformation" and "toxic" are the words of the year, it's fake news.Dictionary.com chose the word "misinformation" on Monday and said it intentionally went with "mis" over "dis." It's the idea of intent, whether to inadvertently mislead or do it on purpose, the website wanted to highlight, according to the Associated Press."The recent explosion of misinformation and the growing vocabulary we use to understand it have come up again and again in the work of our lexicographers," Dictionary.com says. 554

In advance of hurricane season, Florida Power and Light is reviewing plans to make sure power is restored quickly after a storm. This week the company is holding its annual storm drill, simulating a Category 3 hurricane. During the drill, the company says it is incorporating lessons learned from Hurricane Irma, which knocked out power to 6.7 million electrical customers, according to the U.S. Energy Information Administration (EIA).EIA reports the rate of electric service restoration following Hurricane Irma was faster than Hurricane Wilma in 2005. Five days after Irma’s landfall, the share of customers without power had fallen from a peak of 64 percent down to 18 percent -- a recovery rate of about 9 percent of customers per day.Power outages during Wilma declined from 36 percent of customers to 16 percent by the fifth day after landfall. This is an average recovery rate of about 4 percent of customers per day. FPL credits the improvement to money spent on infrastructure improvements. Since 2006, more than 860 main power lines were hardened; within the next five to seven years FPL wants to harden all of them.Strengthened power lines perform approximately 40 percent better than non-strengthened lines, FPL said. This year, FPL plans to undertake the following additional initiatives to improve the reliabilityof service: 1416

Hours after telling TMZ he wanted to walk his daughter down the aisle, Thomas Markle said he will have heart surgery Wednesday morning and cannot attend Prince Harry and Meghan Markle's wedding, the US-based celebrity news site reported.According to TMZ, Thomas Markle said surgeons will clear blockage in his heart, repair damage and put in a stent.Earlier in the day, Markle told TMZ he wanted to walk his daughter down the aisle as she marries Prince Harry at Saturday's royal wedding."I hate the idea of missing one of the greatest moments in history and walking my daughter down the aisle," he said, according to the first TMZ report.Markle has been involved in controversy since it was revealed he allegedly staged a series of photos captured by an American paparazzo.According to the TMZ report, Markle thinks that staging the photos was "stupid" but not a serious transgression. The first report said Markle was in the hospital after reportedly being treated for a heart attack a week ago.CNN has reached out to Thomas Markle for comment over phone and over email but has yet to receive an answer. When asked about the TMZ report, Kensington Palace declined to comment.Meghan Markle's half-sister, Samantha Markle, recently said she was the "culprit" who urged their father to stage the photos in an ill-fated bid to improve his image. She said her father had "suffered at the hands of the media" and had decided "enough is enough."Thomas Markle is a former lighting director who worked on popular TV shows "Married with Children" and "General Hospital," according to the Internet Movie Database. He met Meghan's mother, Doria Ragland, at a Hollywood studio in the late '70s and the pair split when their daughter was still young.CNN also contacted General Hospital in Rosarito, Mexico, where Markle is thought to have stayed previously, but officials would not say whether he is there.  1907

In 2019, reported hate crimes were the highest they’ve been in more than a decade, new stats released by the FBI show. What is a hate crime?“It’s different depending on the state. The federal government has their definition and each state really has their own definition,” said Stacey Hervey, Affiliate Criminal Justice Professor at Metropolitan State University of Denver.“Hate crimes are motivated by stereotypes, biases or prejudices against a certain group of individuals,” said Apryl Alexander, Associate Professor of Psychology at the University of Denver.Last year, the U.S. saw the highest number of reported hate crime cases since 2008, as shown by the FBI’s recently released 2019 stats.“Hate crimes are often fueled by people who feel slighted in some way, that they have some sense of injustice for who they are,” Alexander said. She explained why people follow through with hate crimes.“When we’re referring to Mexican people as rapists what does that do to your psyche? Are you internalizing some of that and is that fueling you to commit some sort of hate crime or microaggression.”These thoughts can lead to words, or even violence. The more you hear them the more they can impact your thoughts.“We have a current atmosphere right now that those on the fringes, and it doesn't matter what side of the extremist fringe you're on, kind of condones that violence,” Hervey explained. “Social media, because we've been cooped up, definitely has a role in encouraging…giving people the opportunity to find like-minded people who have their same viewpoints.”Hervey explained that current events, mixed with everyone staying home, and different groups targeting people on social media during the pandemic, are all having a big impact.“You're seeing these organized hate crime groups grooming these loner type individuals looking for this collective identity. Also what you see with gang membership,” Hervey said. “Social isolation is leading people to find their collective identity or group online.”Of the 8,302 hate crime offenses reported in 2019, a reported 57.6% stemmed from race, ethnicity, and ancestry bias. The second largest category was motivated by religious bias at 20%, according to FBI data.“It used to be based on sexual orientation was the largest group for hate crimes, and now it’s really turned to ethnicity and race,” Hervey said.“It’s affecting communities. What’s happening right now is communities of color being fearful of going out in public knowing these hate crimes are existing,” Alexander said. While not all hate crimes go reported due to fear, or differing definitions based on jurisdiction, Hervey and Alexander said bystanders can play an important role in awareness.“People are afraid to get involved because of increased violence in our society. My recommendation for people who witness something is to document it either through their phone or through a written format, and then encourage people to call the police so it can be documented because it is an increased problem today in society,” Hervey said. 3056
