BEIJING, Dec. 11 (Xinhua) -- A draft regulation on school bus safety management was made public Sunday by the Legislative Affairs Office of the State Council, with the public invited to submit comments on it.The draft stipulates that local governments above the county level should take "overall responsibility" in school bus safety, and authorities of education, public security, transportation and product quality supervision should also properly perform their respective duties.The government will establish and improve a system of mandatory technical standards for the quality of vehicles used as school buses, the draft stated. Primary school students queue up to get on the school bus to go home after school in Deqing County, east China's Zhejiang Province, Nov. 21, 2011. Among the 79 buses, 14 ones have truck-style front ends, and this appearance like a long nose can effectively reduce the impact force and better protect children's safety. Drivers of such kind of school buses are required not to exceed 60 kilometers per hour. Nearly 6,000 children from 25 primary schools have benefited from the operation of this kind of school bus in Deqing County.China issued a set of technical standards for school buses for primary school students last year, and the drafting of another standard for buses for the kindergartners is also underway.According to the draft, the government will adopt a license system for school bus operation.Vehicles that are up to school bus standards and with a unified appearance will be first in line to obtain approval from education authorities, and the draft also requires buses to register at the traffic administrative agencies before they can be used as school buses.Instead of compulsory annual safety checks, the draft would require school bus owners to renew their safety qualifications every six months.Drivers should also check the safety condition of the buses before each commute, the draft said.The draft asks schools and the school bus service providers to intensify safety management and maintenance and assign special staff on buses to look after students on board.

BEIJING, Dec. 19 (Xinhua) -- China will launch its first-ever high-resolution geological mapping satellite for civil purposes next January, according to official sources.The Ziyuan III satellite will be launched aboard a Long March 4B carrier rocket from the Taiyuan Satellite Launch Center in northern China's Shanxi province, according to a conference held on Monday for the directors of surveying, mapping and geoinformation administrations across the nation.The Ziyuan III's surveying covers the entire area between 84 degrees north latitude and 84 degrees south latitude.The satellite will be used to conduct geological mapping, carry out surveys on land resources, help with natural disaster-reduction and prevention, and lend assistance to farming, water conservation, urban planning and other sectors.The Ziyuan III satellite project was inaugurated on March 2008, and also includes gravity satellites, radar satellites and follow-up satellites for the Ziyuan III, so as to obtain geoinformation under all kinds of meteorological conditions.

(HP) on Monday reported that its profit in the most recent quarter fell more than 90 percent with sales also declining.In the company's fourth quarter of fiscal 2011 ended Oct. 31, the company posted net earnings of 239 million U.S. dollars, compared with 2.54 billion dollars in the same period a year earlier.HP's net revenue for the quarter reached 32.1 billion dollars, down 3 percent year-on-year.Excluding one-time items, HP earned 1.17 dollars per share, which topped estimates of analysts.According to Thomson Reuters, analysts had expected earnings of 1.13 dollars per share on revenue of 32.05 billion dollars.It was the first earnings report since Meg Whitman took over as chief executive officer (CEO) of the information technology giant on Sept. 22, replacing Leo Apotheker."HP has a great opportunity to build on our strong hardware, software, and services franchises with leading market positions, customer relationships, and intellectual property," Whitman said in a statement after the earnings announcement."We need to get back to the business fundamentals in fiscal 2012, including making prudent investments in the business and driving more consistent execution," she added.

WASHINGTON, Dec. 12 (Xinhua) -- British scientists have discovered a new way to target cancer through manipulating a master switch responsible for cancer cell growth. The findings, published Monday in the U.S. journal Cancer Cell, reveal how cancer cells grow faster by producing their own blood vessels.Cancer cells gain the nutrients they need by producing proteins that make blood vessels grow, helping deliver oxygen and sugars to the tumor. These proteins are vascular growth factors like VEGF -- the target for the anti-cancer drug Avastin. Making these proteins requires the slotting together of different parts of genes, a process called splicing.Scientists at the University of West England and the University of Bristol discovered that mutations in one specific cancer gene can control how splicing is balanced, allowing a master switch in the cell to be turned on. This master switch of splicing makes cancer cells grow faster, and blood vessels to grow more quickly, as they alter how VEGFs are put together.In experimental models, the researchers found that by using new drugs that block this master switch they prevented blood vessel growth and stopped the growth of cancers."The research clearly demonstrates that it may be possible to block tumor growth by targeting and manipulating alternative splicing in patients, adding to the increasingly wide armory of potential anti-cancer therapies," the authors said.

WASHINGTON, Nov. 24 (Xinhua) -- A new study suggests that the rate of global warming from doubling of atmospheric carbon dioxide may be less than the most dire estimates of some previous studies.Authors of the study, which was funded by the National Science Foundation and published online on Thursday in the journal Science, say that global warming is real and that increases in atmospheric CO2 will have multiple serious impacts. However, the most Draconian projections of temperature increases from the doubling of CO2 are unlikely."Many previous climate sensitivity studies have looked at the past only from 1850 through today, and not fully integrated paleoclimate date, especially on a global scale," said Andreas Schmittner, an Oregon State University researcher and lead author on the Science article. "When you reconstruct sea and land surface temperatures from the peak of the last Ice Age 21,000 years ago -- which is referred to as the Last Glacial Maximum -- and compare it with climate model simulations of that period, you get a much different picture.""If these paleoclimatic constraints apply to the future, as predicted by our model, the results imply less probability of extreme climatic change than previously thought," Schmittner added.Scientists have struggled for years trying to quantify "climate sensitivity" -- which is how the Earth will respond to projected increases of atmospheric carbon dioxide. The 2007 IPCC report estimated that the air near the surface of the Earth would warm on average by two to 4.5 degrees (Celsius) with a doubling of atmospheric CO2 from preindustrial standards. The mean, or " expected value" increase in the IPCC estimates was 3.0 degrees; most climate model studies use the doubling of CO2 as a basic index.The researchers based their study on ice age land and ocean surface temperature obtained by examining ices cores, bore holes, seafloor sediments and other factors. When they first looked at the paleoclimatic data, the researchers only found very small differences in ocean temperatures then compared to now."Our study implies that we still have time to prevent that from happening, if we make a concerted effort to change course soon," said Schmittner.
