SAN DIEGO (KGTV) - Southcrest neighbors banned together to file a lawsuit against the City of San Diego, claiming a city park was not designed to properly drain and therefore floods the neighborhood each time it rains.Last December was the breaking point for neighbors near Southcrest Trails Park, at S. 37th Street and a dirt road behind houses situated on Beta Street. They say feet of water flooded into their homes."This actually becomes a sinkhole, this area," said Greg Montoya, who is leading the charge with his hefty binder full of decades of documentation of the problem. Montoya has pictures of his white pickup truck sunken rims-deep into his yard due to saturation.The lawsuit describes it as "a 66-acre, 1.2-mile corridor in the Southcrest neighborhood of San Diego to construct Highway 252, which would connect Interstate 805 and lnterstates 5 and 15."The project never materialized, Montoya says, because St. Jude, thinking of the school, put up a fight."So then the City of San Diego put dirt berms in to keep people from driving back here, to keep people from throwing trash back here, because it became a dump," Montoya said. The park took shape in 2003, according to the lawsuit.Montoya and other neighbors say there was not enough drainage put in, sending water running down the five-foot berm every time it rains.A storm in December 2018 left many stranded, including Ricky Vasquez, who was trying to pick up his one-year-old son."Other cars were stuck in the middle of the street because the water was so high," said Vasquez.Neighbor Pastor Nicolas Martinez said his home flooded, ultimately costing ,000.Montoya was fed up."San Diego's America's Finest City for some but not for all because I've got documentation for over 30 years for asking for help for this situation that they've created and I'm just ignored," said Montoya.He went to attorney Evan Walker, who said his team found one of the two storm drains at the park "is not connected to any sort of system despite the city's own plans to connect them to the system."Montoya hopes the lawsuit causes the city to step up.10News reached out to the City of San Diego who said they could not comment on ongoing litigation. 2211

SAN DIEGO (KGTV) - Schools in San Diego County are readying emergency plans in case the coronavirus prompts schools closures like the ones in Washington state.At least a dozen schools in the greater Seattle area were closed Monday after health officials confirmed at least six deaths linked to the virus in that state.The San Diego Unified School District said in addition to cleaning efforts by its custodial staff, it was lining up outside contractors who could “provide large-scale deep-cleaning of classrooms or entire schools should it become necessary.”The County Office of Education said it planned to distribute a template pandemic response plan to all 42 districts soon with guidance on everything from prevention to post-outbreak recovery.“We’re lucky we don’t have any cases of community spread in San Diego County, so we have some time,” said COE spokeswoman Music Watson. “We’re using that time to think through, if we need to close schools, what about e-learning? What about community kitchens?”The Office of Education is encouraging districts to consider a range of “distance learning” options, in the event of longer-term school closures. Those options include issuing photocopies of lesson plans, posting recorded lessons online, and conducting teacher “check-ins” and tutorials by phone or web conferencing.Several districts have sent letters home to parents in recent days encouraging discussions about hygiene and handwashing, including Sweetwater Union High School District and Chula Vista Elementary School District.“We get that people are a little scared and we want to make sure we do as much as we can,” said CVESD spokesman Anthony Millican.Millican said local district have experience responding to viral outbreaks. SAN DIEGO (KGTV) -- Seven patients from Rady Children’s Hospital took a break from their treatment and got in the water with Bottlenose dolphins.SeaWorld trainer Jorge Villa hosted the children for the experience. Villa holds a special place in his heart for Rady Children’s because he was treated there when he was diagnosed with Diabetes at the age of 12.For many of the children, it’s therapeutic and offers them a chance to forget about whatever health challenges they face and focus on being a kid.“It just brings you into the playful childishness that you have in your heart and in your mind,” said Juliana Abraham, 14. She’s been fighting a rare form of brain cancer.  Her mom says faith, prayer, and a positive attitude have helped Juliana persevere.Rady has been offering the dolphin interaction program to patients since 2008. It was first inspired by SeaWorld dolphin trainer and cancer survivor Joy Clausen-Soto.For more information on the program, contact Rady Children’s Hospital at 858-576-1700. 1038

SAN DIEGO (KGTV) — SeaWorld San Diego is reintroducing its popular annual SoCal Pass as the park prepares to offer new attractions for guests.The SoCal Pass, also known as the "Silver Annual Pass," is available for 1.99, or .24 a month with a down payment, the park says, and contains hundreds of dollars in benefits. The deal is only good online.
