SAN DIEGO (KGTV) — California Highway Patrol officers arrested a driver who knocked over a light pole on Interstate 5, causing it to fall into the path of oncoming traffic Friday night.It happened on the northbound lanes of I-5 just before the State Route 163 connector.The driver of a white Chevy Impala went off the road crashed into two light poles, knocking one of the light poles onto the right lane and into oncoming traffic.CHP says at least seven cars smashed into the downed light pole, damaging the vehicles. However, there were no injuries.The driver of the Impala told CHP he merely fell asleep behind the wheel, but after a sobriety test, he was arrested.“He was arrested for DUI,” said Steve Jio, with the CHP. “Possibly drugs, and we’re taking him to our station to be evaluated."Three lanes of I-5 were closed off for about an hour as crews removed the damaged vehicles and the downed light pole.Crews plan to replace the light pole Saturday morning. 974

SAN DIEGO (KGTV) — As San Diego sporting associations work to recruit new officials, they're up against abuse from parents and fans.The problem has gotten so bad that one youth soccer referee created a Facebook page to call out the bad behavior, parent shaming in hopes to address the problem nationwide.Kia Dehpanah has been officiating in San Diego for 25 years. While he does hear complaints from the sideline, he says younger referees deal with it the most.RELATED: Eastlake Little League responds to Park View player eligibility complaint"After a while, these young referees say, 'I don't need this aggravation,'" said Dehpanah.Last year, some youth sports like field hockey and lacrosse had to cancel some games due to not enough referees. These sports face additional recruiting challenges like finding officials who can work early games. There's also a misconception you must have prior knowledge of the sport beforehand."It's not the most glorified profession, it's a tough profession, but I think it has a lot of rewards too," said San Diego CIF Commissioner, Jerry Schniepp.Alicia Oswald, on the San Diego Girl's Lacrosse Umpiring Board, uses officiating as a way to give back to the community. She hopes parents and fans will hear this message so that potential recruits aren't too intimidated to go after the job."We are people too, we are humans," said Oswald. SAN DIEGO (KGTV) - As the government shutdown approaches its third week, San Diego’s food stamp recipients are preparing for possible changes to their benefits. The Supplemental Nutrition Assistance Program, or food stamps, helps feed roughly 40 million Americans. According to the USDA, eligible recipients are guaranteed benefits through January. The U.S. Department of Agriculture is expected to make a statement this week on SNAP funding into February, according to San Diego Hunger Coalition spokesman Joseph Shumate, citing the Center on Budget and Policy Priorities (CBPP).Any SNAP adjustments could also increase the burden on San Diego charities. Many Feeding San Diego beneficiaries also rely on SNAP to help their families, the organization said."For every one meal we do, the SNAP program does 12 meals," said Feeding San Diego CEO, Vince Hall. "That is a 12 to 1 ratio, so any cut to SNAP is going to have dramatic effects on charities already struggling to keep up with the demand, the unmet need for food across our communities."Hall says they are preparing for worst-case scenarios, like the shutdown continuing for weeks or months. According to CBPP, the USDA may rule that the only appropriation available for SNAP after January is the program’s billion “contingency reserve,” which was made available through the fiscal year 2018 appropriations act. But SNAP benefits currently amount to about .8 billion a month, so the billion reserve cannot fully fund February benefits.Other feeding programs, including WIC, which provides food aid and nutrition counseling for pregnant women, new mothers and children, and food distribution programs on Indian reservations, will continue on a local level, but additional federal funding won't be provided. School lunch programs will continue through February. The shutdown started Dec. 21. About 420,000 federal employees are working without pay, while 380,000 are being forced to stay home. SAN DIEGO (KGTV) - As re-closures loom in San Diego County, anxiety is building.Licensed Psychologist Dr. Michelle Carcel said she and other colleagues noticed higher anxiety and depression among those who are isolating."Then there's the reality of, 'okay the cases are surging and things are starting to shut down again,' so there is that isolation anxiety," Dr. Carcel said, explaining we are pack animals and can feel in danger if alone for extended periods of time.She said on the flip side, some are feeling a sense of comfort in a new routine that's taking root, as we enter the fourth month of the pandemic.The possibility of all indoor activities getting shut down Monday threatens that new normal many have created.Dr. Carcel said there are still options to get together, "we can get creative with this. There's hiking outdoors, there's biking we can do. All of that within the context of social distancing." Another anxiety is the job market. While unemployment is down for the sixth straight week, SANDAG said 200,000 San Diegans are still out of work.Dr. Carcel acknowledges these times are hard but it is important to have hope. "We're just constantly thinking in absolutes, 'Oh it will never reopen. It will never get better,' that is a very bad way to think, we actually want to think about this being temporary because it will be."She impressed the importance of vaccines being developed at light speed and suggested those who are anxious about the re-closures should create a game plan."We talk about a cope ahead plan on specific things we can do in lieu of things we are currently enjoying if things shut down again so that we're not disappointed," Dr. Carcel said.She reminded us this is temporary, and we will make it through. 1755
