(AP) — A California man has been arrested over allegations that he and his partners ran a billion Ponzi scheme that targeted people receiving pensions.News outlets report the U.S. Marshals Service arrested Future Income Payments LLC owner Scott Kohn on Saturday in San Diego. The 65-year-old has been on the run since March when authorities in South Carolina secured fraud indictments against him.Court filings say the company provided cash advances to veterans and others that would then be repaid by their pensions. Traders weren't told the advances had interest rates that could top 240%. GARDEN GROVE, Calif. (AP) — The man who killed four people and wounded two others in random stabbings across two Southern California cities is a gang member with a violent criminal record who had served time in prison, authorities said Thursday.Zachary Castaneda "could have injured or killed many other people" had he not been arrested Wednesday while carrying out attacks and robberies during the two-hour wave of violence that began in Garden Grove, the city's police Chief Tom DaRe said.It wasn't immediately known if Castaneda, 33, had a lawyer who could speak on his behalf. He was scheduled to be arraigned Friday.Castaneda was taken into custody when he walked out of a convenience store in the neighboring city of Santa Ana, dropping a knife and a gun he had taken from a security guard he had just killed, police said. The suspect was covered in blood, DaRe said.Castaneda was kept in restraints as detectives tried to interview him, the chief said at a press conference."He remained violent with us through the night," DaRe said. "He never told us why he did this."Castaneda has a conviction for possession of meth for sale while armed with an assault rifle, DaRe said. Investigators were still putting together his entire criminal history, he said. "Thank God I am alive."The man also robbed an insurance business, where a 54-year-old employee was stabbed several times and was expected to survive.The woman "was very brave," Whitney said. But one of their largest breeding grounds is right in New Jersey, in the Delaware Bay."The concern is the population of horseshoe crabs in the Delaware Bay has been declining over the years," said Brummer. "They are needed for the ecological value they bring for shorebirds.”Shorebirds rely on the crabs' millions of eggs for food.New Jersey fishermen are banned from using the crabs for bait. But pharmaceutical companies remove about a half-million horseshoe crabs from the ocean every year.In the labs, about one-third of a crab's blood is removed for testing. If the crab's blue blood clots up, the medicine is no good.The crabs are then returned to the ocean.However, a study by the Atlantic States Marine Fisheries Commission estimates about 15% of the crabs do not survive."There is an alternative test," Brummer said. "They have created a test that does not involve the bleeding of the crabs. GLOBE, Arizona — Police are investigating a shooting at a Globe, Arizona bar Sunday night that left two people dead.The shooting occurred at the Jammerz bar around 11:30 p.m. local time; police say a lone gunman walked in and opened fire. Four people were shot during the incident, and two of those people were killed. There is no word on the condition of the surviving two victims.One person of interest was taken into custody. Authorities said they are confident the person in custody is the suspect. It appears to be a random act of violence, according to information from police.
