San Diego (KGTV)- With no warning, a light pole came crashing down on top of a car in Pacific Beach. Neighbors are worried that what they found could shine a light on a bigger problem. “It’s really scary that you can be walking down the street and something could fall out of the sky like that,” says neighbor Kevin Payne. Payne says he was walking in the area on Saturday, along Ingraham Street and Reed Avenue when he heard the loud crash. He says a San Diego lifeguard, who was driving by, stopped to section off the area until crews arrived. The base of the pole is filled with corrosion and rust. Neighbors say to the human eye it would have been tough to spot. “You wouldn’t notice just walking by, you would need to take off the cover of the base,” says Payne. “I think once you took the cover off it would have been clear as day.”In a statement to 10News, the city didn’t pinpoint the cause of the collapse but says the light is scheduled to be replaced this week. In the meantime, city crews will assess the other lights in the area to ensure they are “functional and stable.” The owner of the damaged car was not inside at the time. The city says she will need to make a claim with the Risk Management Department to determine who is liable. 1259

SAN DIEGO (KGTV)- The San Diego Fire-Rescue Department and local military members are working to put smiles on the faces of kids this holiday season. The 2019 Toys for Tots drive started Sunday. The fire department is partnering with the U.S. Marine Corps Reserve. They have been collecting toys for more than 15 years. Through December 16, all San Diego Fire facilities will be collecting toys and books. The items must be new and unwrapped. Toys for Tots is in its 71st year. U.S. Marines distribute the donated items to the children each year. Since 1947, more than 244 million children have benefited from the toy drive. Local Marines are asking for volunteers to help distribute the items, Monday through Friday, from 9a to 3 pm. The distribution site is at 9955 Pomerado Road. 790

SAN DIEGO (KGTV) -- Dozens of civilian police officers working on San Diego County military bases continue to worry about how they will pay back thousands of dollars the federal government says they owe after a payroll glitch resulted in them being overpaid. Michael Neil, a retired Brigadier General and attorney who also served as commander at Camp Pendleton, says if the officers were indeed paid what they were initially offered they had no reason to suspect anything was wrong. "To me, it's an offer and acceptance and I have a real difficult time seeing the federal government being entitled to get any of the money back," he said. According to the Department of Defense Finance and Accounting services, the Navy mistakenly paid the officers the rate for San Diego  "city" instead of "county". The error began in 2008 but wasn't caught until 2016.Last year, thousands of National Guard soldiers who mistakenly received bonuses and other payments had their debts forgiven. Neil thinks these officers have a stronger case.  In the meantime, Neil also thinks the officers should reach out to lawmakers.Congressman Darrell Issa's office sent this statement to 10News.  1223

SAN FRANCISCO (AP) — Pacific Gas & Electric says it's going forward with the second planned power shut-off this week because of growing winds and high fire danger in Northern California.The utility says blackouts will begin around 2 p.m. Saturday in parts of 36 counties. About 940,000 customers — more than 2 million people — will be affected.It's the third preventative shut-off in as many weeks amid concern that gusty winds could knock down power lines and spark fires.Winds picking up Saturday night could gust to more than 85 mph (137 kph) and make conditions extremely difficult for firefighters trying to tame a huge blaze in wine country. 659

SAN DIEGO, Calif. (KGTV) -- People living on the streets are worried that the new portable restrooms installed by the city will get shut down because of those using them for illegal activity.  The city installed four portable bathrooms on First and C Street near City Hall. Four hand washing stations were also installed.On Monday, people using the restrooms were thankful and said the restrooms were long overdue. One man, a Navy veteran, told 10News he's used the restroom twice since they were installed. On one of those trips, he found a used needle. He worries drug users will force the city to shut the bathrooms down. The area has 24-hour security. Security guards work in 12- hour shifts. One guard told 10News he warns people that they can't stay in the bathroom for too long. The city plans on installing other portable restrooms at different locations in the coming weeks.
