House lawmakers on Wednesday overwhelmingly passed legislation expanding veterans' access to private care at taxpayer expense, a campaign promise of President Donald Trump, and adding more money to the "Choice program" weeks before VA officials said it could run out of money. The billion plan that passed 347-70 Wednesday includes .2 billion for the VA Choice program that funds private care. VA officials have warned that the program could run out of money as early as the end of the month, disrupting care for patients.Hours before the House vote, Trump weighed in, urging lawmakers to back the bill."House votes today on Choice/MISSION Act," Trump tweeted on Wednesday. "Who will stand with our Great Vets, caregivers, and Veterans Service Organizations? Must get Choice passed by Memorial Day!"A similar plan almost became law as part of the omnibus spending bill in March, but was blocked by some Democrats concerned about privatization of services for the nation's veterans. There has been a long simmering debate about the extent to which veterans obtain care in the private sector. Many veterans groups say they don't want to see too many resources shifted outside the VA, a move they say would fundamentally bleed the health system dry.The legislation is moving forward in Congress as the sprawling agency remains without a permanent leader after Trump ousted former Secretary David Shulkin and the nomination of Rear Adm. Ronny Jackson, the White House physician, unraveled amid allegations about his professional conduct. It would also launch a review of VA facilities with an eye toward closing under-performing institutions and would expand a VA caregivers program to cover the families of pre-9/11 veterans. 1733

If you're a night owl, you may want to consider spending your winters in northern Alaska.Utqiagvik, Alaska, formerly known as Barrow, experienced its last sunrise and sunset on Sunday for about two months. The town of about 4,000 people is now beginning its 65-day period of darkness, known as polar night.Polar night is a common term in places that don't experience sunrise for more than 24 hours, according to CNN meteorologist Judson Jones."This happens every year," Jones said. "If you live above the Arctic Circle, there will be a day when the sun sets for the rest of winter. The good news? It will return and then during the summer when it won't set for days."The northern third of Alaska lies above the Arctic Circle, the ring of latitude that encircles the frigid Arctic polar region.Although Utqiagvik is not the only Alaskan town to experience this phenomenon, it is the first one on the polar night location list because of how far north it is.For about one to two months, the residents of Kaktovik, Point Hope and Anaktuvuk Pass will also be without the sun. Their final sunsets will happen between late November and early December, according to CNN affiliate KTUU.The sun officially set at 1:43 p.m. Sunday in Utqiagvik, starting its 65-day hiatus from the town. It won't peek above the horizon again until January 23, 2019.The-CNN-Wire 1357

House Majority Leader Kevin McCarthy plans to introduce legislation this week that will fully fund President Donald Trump's proposed wall along the U.S.-Mexico border with a whopping .4 billion price tag, a spokesperson for the California Republican told CNN on Tuesday. The bill is still in the drafting process but is expected to be released within the next few days in the pro-forma session this week. The House remains in recess until mid-November, after the midterm elections, so the body would not consider the legislation for another month or so. Even with a Republican-controlled Capitol Hill and White House, any proposal to fully fund Trump's signature campaign pledge of a border wall would have a difficult pathway to passing both chambers of Congress, given the threshold for such legislation and the narrow margin of control in the Senate. The legislation comes as McCarthy is headed to the U.S.-Mexico border on Wednesday for a tour and briefing by the Department of Homeland Security and as the California congressman continues to push to succeed Speaker Paul Ryan when the Wisconsin Republican departs in January.Mccarthy is not the only House Republican to express interest in leading the caucus. Majority Whip Steve Scalise of Louisiana and House Freedom Caucus co-founder Jim Jordan of Ohio have talked about pursuing the top House GOP spot, and both are traditionally affiliated with the more conservative side of the caucus members. Scalise has said he would not run to lead the party if McCarthy does, but Jordan has already announced his intention to seek the position.McCarthy, who has allied himself closely with Trump in the last two years, is working on the border wall bill by himself at this point, with no cosponsors. 1757

Hundreds of people gathered in protest in front of the White House on Election Night, and the demonstrations remained mostly peaceful. The Associated Press reports that "more than 1,000" people gathered on Black Lives Matter Plaza near the White House on Tuesday night. The outlet reports that the demonstrators at times blocked traffic and set off fireworks, but the protests remained mostly peaceful.WRC-TV in Washington reports that three people were arrested in connection with the demonstrations on Tuesday night. One person was charged with disorderly conduct, while two others were arrested following an "assault incident." It's unclear if or how that assault was linked to the protests. The Washington Post reports that the D.C. protests included one incident where a man tussled with police at Black Lives Matter Plaza. The rest of the U.S. was also largely free of civil unrest. The Associated Press reports that there were "scattered protests" in large cities, including in New York City and Seattle.Officials in some major U.S. cities feared protests would grow violent as returns trickled in. Storefronts in downtown areas of major cities like New York and Denver chose to board up windows out of an abundance of caution. The White House this week installed additional barriers in front of the property gates to prevent protesters from breaching the property. 1376

In a heartbreaking Facebook post, a Maryland animal shelter announced they found a puppy with its ears cut off tied to a tree in Baltimore. BARCS say they got a call saying someone had found two dogs tied to a tree and several other puppies in an empty lot. When the officer arrived, they found one of the puppies was bleeding from the head and the other puppies were for sale. The puppies were immediately taken to BARCS where they were seen by a vet. They named the injured dog Claude and determined that his ears were removed using poor instruments, like household objects, leaving him with tissue damage, pain, and infection. Claude is only 10 weeks old and BARCS says he is trying to do normal puppy things, but cannot because of the pain. He received emergency surgery but the veterinarians had to remove untreated infected tissue, so he lost even more of his ear structure. BARCS is now asking for money so they can continue to help Claude so he can find a loving home and recover. You can donate by clicking here, but make sure your gift is dedicated to him by including his name in the additional comments section of the donation form.  1198
