WASHINGTON, Oct. 6 (Xinhua) -- The U.S. Food and Drug Administration (FDA) and the National Institutes of Health (NIH) announced Thursday a joint, large-scale, national study of tobacco users to monitor and assess the behavioral and health impacts of new government tobacco regulations.The initiative is the first large-scale NIH/FDA collaboration on tobacco regulatory research since the U.S. Congress granted FDA the authority to regulate tobacco products in an act in 2009. Scientists at NIH's National Institute on Drug Abuse and the FDA's Center for Tobacco Products will coordinate the effort."The launch of this study signals a major milestone in addressing one of the most significant public health burdens of the 21st century," said FDA Commissioner Margaret Hamburg in a statement. They will examine what makes people susceptible to tobacco use; evaluate use patterns and resulting health problems; study patterns of tobacco cessation and relapse in the era of tobacco regulation; evaluate the effects of regulatory changes on risk perceptions and other tobacco-related attitudes; and assess differences in attitudes, behaviors and key health outcomes in racial-ethnic, gender, and age subgroups."We are pleased to collaborate with the FDA on this study that may provide us with a better understanding of the impact of product regulation on tobacco prevention and cessation," said NIH Director Francis Collins.While smoking rates have dropped significantly since their peak in the 1960s, nearly 70 million Americans ages 12 and older were current users of tobacco products in 2010. BEIJING, Jan. 21 (Xinhua) -- A locomotive producer in central China's Hunan province on Friday rolled out a low-cost magnetically levitated (maglev) train that is more environmental-friendly than conventional ones.The three-carriage train is designed to run at a maximum speed of 100 km per hour and carry 600 passengers, said Xu Zongxiang, general manager of Zhuzhou Electric Locomotive Co. Ltd. of China South Locomotive and Rolling Stock Corporation (CSR). Xu said the new train was much quieter than conventional ones. While a conventional train moves forward by using friction between its wheels and the railway tracks, the maglev train replaces wheels by electromagnets and levitates on the guideway. According to Xu, his company's has minimized the risk of the new maglev train derailing or overturning. "It's ideal for mass transportation, as it is quiet and environmental-friendly. Its manufacturing cost is about 75 percent of a conventional light-rail train," said Xu. The maglev train has a minimum turning radius of 50 meters and can easily run in residential communities or on hilly slopes. "It's an ideal public transport option for Chinese cities and major tourist destinations," said Xu. Railway transport specialist Liu Youmei, also an academician with Chinese Academy of Engineering, said the new train is green, economical and safe. "It can be used for public transport in populous areas and at scenic spots with fragile environments." Liu said China is one of a few countries that have applied maglev technology. Beijing is building a maglev route, the Daitai line (S1), which starts at its IT center in Haidian district, passes through Shijingshan district, and ends in Mentougou district on its western outskirts. VIENNA, Nov. 25 (Xinhua) -- China is to further help the least developed countries (LDCs) in their development effort through zero-tariff treatment and other measures, Yu Jianhua, China's Assistant Commerce Minister said here Friday.Addressing a LDCs Ministerial Meeting in Vienna, Yu said China will focus on six concrete measures to advance the implementation of the Programme of Action (IPoA), adopted by the Fourth United Nations Conference on LDCs in Istanbul in May.First, as announced by Chinese president Hu Jintao during the G20 summit in Cannes, China would, in the context of South-South cooperation, give zero-tariff treatment to 97 percent of the tariff items of exports to China from the LDCs that have diplomatic relations with China.Second, tilt foreign aid further to the LDCs.Third, carry out cooperation in livelihood projects in the LDCs, including hospital, school, domestic water use and clear energy.Fourth, strengthen agricultural cooperation with the LDCs, including the increase of food aid, dispatching agricultural and technical experts.Fifth, strengthen personnel education in the LDCs to build capacity for self-development.Sixth, continuously promote the establishment of economic and trade cooperation zone in the LDCs by Chinese companies.Yu said that debt crisis in some countries, turmoil in financial markets, inflation pressure in emerging countries; extreme weather and recurrent natural disasters have brought enormous harm to the economies of the LDCs.In this situation, the global community should stand united to give more supports to the LDCs, he stressed.For a long time, China has actively supported the LDCs, under the framework of the South-South Cooperation, through economic and technical aids, debt reduction and personnel training and increase of imports from these countries, he said.Meanwhile, Yu praised the unique role of the UN Industrial Development Organization (UNIDO) in implementing the IPoA, helping structural transformation in the LDCs and promoting the sustainable development.He also said that the Chinese government would continue to support the UNIDO and help the LDCs develop their economies in an all-round way.
