(KGTV) - The captain of the sister ship to the one that caught fire off the coast of Santa Barbara, killing at least 25, is sticking up for its crew.Ian Higgins is the captain of the Vision, a sister ship nearly identical to the Conception, which caught fire near Santa Cruz island Monday morning. Higgins spoke to 10News after media reports calling the safety protocol of the Conception into question."That vessel is inspected by the Coast Guard annually and also every five years for a more complete inspection," said Higgins, who works for Truth Aquatics. "If you think the Coast Guard would allow a vessel carrying that many passengers to operate without any type of fire suppression system, I don’t know what one would believe."RELATED: 20 bodies recovered from boat fire off coast of Southern California, officials sayRecords show the Conception had no issues after a Coast Guard inspection in February. Higgins said any report that the passengers were locked in the ship is patently false. He said passengers are given safety briefings the morning after they get on the ship. SAN YSIDRO, Calif. (KGTV) — Several migrants were saved from a flooded San Ysidro storm drain in two separate rescues.The first rescue took place just before 11 p.m. Thursday. Border Patrol agents say they found three people trying to illegally enter the U.S. near a drainage tube about two miles west of the San Ysidro Port of Entry. The three people told agents that others were still inside the drain as heavy rainfall began to flood the tube.With the help of San Diego Fire-Rescue, one woman was quickly pulled to safety from the drainage tube before crews saved 13 more people through a manhole leading into the drain.RELATED: Teen found hiding in car dashboard at Calexico West Port of EntrySeven of those 17 people were taken to a nearby hospital.Then at about 1:15 a.m. Friday, border agents reported more migrants were possibly trapped in the same drain. (KGTV) — Dos Desperados brewing in San Marcos was headed for a banner year until the coronavirus outbreak hit."We had all of our vats full and of course we had to shut down," said owner Steve Munson. "It's not a killer yet, We're trying to survive until the end of the year."Sales plummeted in the tasting room and distribution. Munson had to cut his staff of eight to two, even letting his own daughter go. It got even more complicated in early July, when the governor eliminated indoor service for bars and restaurants.But when Munson approached the City of San Marcos to get an outdoor permit, he says it went lightning-quick, something Munson never expected.San Marcos Mayor Rebecca Jones says it happened fast because the city already had the framework in place to streamline outdoor permits, with no fees. The city actually approved it in late May. Jones credits Innovate 78, a collaborative effort between the five cities that line the 78: San Marcos, Carlsbad, Oceanside, Escondido, and Vista. They've been working together on the economy for years."If you are not looking forward to what could happen next, you're not really planning," Jones said. "So we try to plan for the unknown, and I really believe that has come from COVID."Innovate 78 now plans to send a letter to Gov. SANTA CLARA, Calif. (KGTV) -- Santa Clara County announced its first coronavirus death Monday. According to the county’s public health department, the person who died was a woman in her 60s who was hospitalized for several weeks. The woman was the first person in Santa Clara County to test positive for COVID-19 without any known history of international travel or contact with a traveler.
