SEATTLE (AP) — Seattle's police chief says she will retire. The move was reported Monday, the same day the City Council approved reducing the department through layoffs and attrition. The cuts were supported by demonstrators who have marched in the city following the police killing of George Floyd in Minneapolis. The reductions were strongly opposed by the mayor and police chief. KING-TV reported that Seattle Police Chief Carmen Best, the city's first Black police chief, told the department of her decision in a letter, saying her retirement will be effective Sept. 2. “I am confident the department will make it through these difficult times,” Best said in the letter. “You truly are the best police department in the country, and please trust me when I say, the vast majority of people in Seattle support you and appreciate you. ... I look forward to seeing how this department moves forward through the process of re-envisioning public safety. I relish the work that will be done by all of you.”Budget measures approved Monday would cut less than million of the department’s 0 million annual budget this year. 1131
SANTA ANA (CNS) - Orange County health officials reported a record number of coronavirus cases for the second consecutive day Sunday, announcing 434 newly confirmed cases of COVID-19 and two additional deaths. The numbers bring the county's totals to 10,422 cases and 269 deaths, and follow Saturday's reporting of 413 newly confirmed cases and 10 deaths. The Orange County Health Care Agency said last week was the county's deadliest since the pandemic began, with 55 COVID-19 deaths reported between June 13-19.The number of people hospitalized with the coronavirus rose from 321 to 332, with the number of patients in intensive care dropping from 135 to 133.A total of 212,113 people have been tested for the virus, with 789 tests reported Sunday. There have been 4,953 documented recoveries, according to the OCHCA.The total number of Orange County cases break down to 50% men and 50% women, but men account for 57% of the deaths.Santa Ana leads all county cities with 2,189 cases, followed by Anaheim with 2,007. Their high numbers are attributed to large populations and the presence of multiple nursing homes in both cities. Santa Ana and Anaheim are Orange County's two largest cities in population.Dr. Clayton Chau, the Health Care Agency director and interim chief health officer, said the "hot spots" of Santa Ana and Anaheim "keep me up at night" with concern. He said about two weeks ago, a task force was formed among officials with the county and both cities to discuss ways to tackle the rising case counts. 1528

Scientists are reporting that the antibodies people make to fight the new coronavirus do not fade quickly. The new study is the most extensive work yet on the immune system’s response to the virus and is good news for efforts to develop vaccines. The report published Tuesday in the New England Journal of Medicine. It was based on tests on more than 30,000 people in Iceland. It found antibodies lasted for at least four months after diagnosis. The study also found that more severe cases of the coronavirus led to a stronger immune response to the virus."Among recovered persons, antibody levels are higher in older persons and in those more severely affected by SARS-CoV-2 infection," according to the research. Independent experts say if a vaccine can spur production of long-lasting antibodies like that, it gives hope that immunity may not be fleeting. That's what some smaller studies previously suggested. While the research was promising, it did also find that Icelanders are vulnerable to a second wave of the coronavirus even with the number of potentially immune citizens. 1092
SAN JUAN, Puerto Rico — Isaias snapped trees and knocked out power while blowing through the Bahamas on Saturday. The storm made landfall over Grand Bahama Island on Saturday. The Bahamas are still attempting to rebuild from Hurricane Dorian in 2019, a storm that killed dozens and caused heavy damage to the island chain. The storm will then head toward the Florida coast, where officials have closed beaches, parks and coronavirus testing sites. As of the 11 a.m. Sunday advisory from the National Hurricane Center, Isaias was packing maximum sustained winds of 65 mph and was moving north-northwest at 8 mph.Florida authorities say they've prepared shelters, but so far don't expect to have to evacuate people. Gov. Ron DeSantis says the most important thing now is to "remain vigilant.” The U.S. National Hurricane Center says the maximum sustained winds weakened slightly to 80 miles per hour Saturday morning as it moved toward the Florida coast.Current NOAA forecasts show that Isaias could make landfall near Florida's east coast on Sunday. Current models show the storm traveling up the Eastern Seaboard, brining heavy rains and winds to coastal areas of Georgia, South Carolina and North Carolina by early next week. 1232
