TripAdvisor has defended itself against accusations of misleading travelers by failing to stop some of its highest ranked hotels winning their status with fake reviews.UK consumer group Which? Travel analyzed a total of almost 250,000 reviews for the 10 top-ranked hotels in 10 global tourist destinations, from Las Vegas to Cape Town. It found that one in seven of the hotels had "blatant hallmarks" of fake reviews, with others raising "serious concerns."But TripAdvisor called the analysis "flawed" and said its more sophisticated detection tools were able to weed out fraudulent feedback.Which? Travel said that when it reported 15 of the worst cases to TripAdvisor, the reviews giant -- now one of the world's biggest travel websites -- admitted that all but one of the hotels in question had been caught using fake reviews in the past year.Six had previously been penalized, and two had received a "red badge warning" -- where TripAdvisor warns users that the hotel is suspected of using fake reviews, and has "repeatedly failed to remedy its behavior and refuses to cooperate with TripAdvisor's investigators."Yet, Which? Travel said it found that the review patterns had continued unabated despite the measures, and the red badges had been removed. The group has accused TripAdvisor of a "lack of serious ongoing action to address repeated abuse of the system."It says that five-star reviews left by new users who have written no other reviews should be a red flag. Its analysis compared the proportion of first-time five-star reviews with that of first-time three-star reviews, which are less likely to be faked. In total, it studied 247,277 reviews."TripAdvisor's failure to stop fake reviews and take strong action against hotels that abuse the system risks misleading millions of travelers and potentially ruining their holidays," said Which? Travel's Naomi Leach.TripAdvisor has removed hundreds of reviews in light of the investigation, Which? Travel claimed."Striking" evidence of fake reviewsHotels in the Middle East had "striking" amounts of fake positive reviews, according to the research. TripAdvisor docked 730 five-star reviews of the "best" hotel in Jordan following the analysis -- but the hotel has not been given a red badge. It remains in the top 10 in the country. At the top-ranking hotel in Cairo, 79% of five-star reviews came from one-time contributors. Just 14% of three-star reviews came from similar accounts. The hotel has lost its status as a result of the reviews' deletion.Las Vegas was another hotspot for fake reviews. At two of the top-rated hotels, almost half the five-star reviews came from one-time contributors. For a competitor which did not arouse suspicion, the figure was just 3%.Some of the top-ranked hotels in London, Paris, Barcelona and Cape Town "gave reason for suspicion," the research showed, but failed to demonstrate the same patterns across the board.Repeat offendersTripAdvisor called the analysis "based on a flawed understanding of fake review patterns," adding that "it is simply far too simplistic to assume all first-time reviewers are suspicious."It said that Which? Travel did not have access to IP [internet protocol] information or location data, both of which TripAdvisor uses to detect fake reviews."We analyze hundreds of data points about each review -- most of which only we have access to -- and we combine that data with a wealth of knowledge and understanding of review patterns that our team of experts has gained from tracking hundreds of millions of reviews over a near 20-year period," said the company."This includes an ability to track and analyze first-time reviews in far more detail and with far more rigor than Which's team was able to do."Online reviews influence an annual estimated £23 billion ( billion) of booking transactions in the UK alone, according to the UK government."Sites like TripAdvisor must do more to ensure the information on their platforms is reliable," said Naomi Leach."If they continue to fall short, they should be compelled to make changes so holidaymakers are no longer at risk of being duped by a flood of fake reviews." 4152

The Virginia Beach gunman appeared to target supervisors in his department in the early moments of a shooting spree that left 12 people dead on Friday, according to a survivor of the attack and a city councilman.Authorities in Virginia Beach say they are still working to determine what motivated DeWayne Craddock to bring two handguns into his municipal office last week and begin shooting. In the meantime, the survivor and the councilman described how Craddock walked down a hallway past a number of employees on the second floor of Building 2 before firing his first shots inside of the building, in an area where senior engineers and supervisors sat."He was looking for specific people apparently, at least at first," said Louis Jones, a Virginia Beach councilman and former mayor whose grandson, Jack Jones, was interning in the public works department and working on the second floor when the shooting occurred.Craddock, a longtime engineer in the city's Department of Public Utilities, submitted a short letter of resignation the morning of the shooting. He wrote that he was giving his two weeks' notice "due to personal reasons," and that "it has been a pleasure to serve the City," according to a copy of the email released by the city on Monday.City Manager Dave Hansen said on Sunday that questions around Craddock's employment status were part of the continuing investigation, but that Craddock had not been fired before Friday, and that there were "no issues of discipline ongoing."The city redacted the names of the person or people Craddock sent the email to. But a colleague of Craddock's told CNN that Richard Nettleton, a 28-year employee of the city who was killed in that back office area, received the letter.Jones, the councilman, said that his grandson was alone in an office on the second floor just after 4 p.m. on Friday when the gunman came to the door, looked at him, and then turned around, proceeding farther down the hallway.Soon after, Jones said his grandson heard a first shot fired. The 21-year-old is being credited for potentially saving lives as he ran down the hallway screaming "gun, gun, gun," and "everybody get out," the councilman said in an interview.Mike, an engineer who worked in Building 2 who would only give CNN his first name, said that he and his colleagues were first alerted to danger by a woman's scream from the back part of the second floor, where the engineering supervisors sat."I heard a scream and we all started going toward the scream. And then we heard gun shots," he said.Nettleton and Katherine Nixon, both longtime engineers with the city and supervisors in the public utilities department, sat in the back area of the second floor hallway. They were killed in the shooting.Nixon was not in Craddock's chain of command, according to a city official.Randy Allen, another supervisor of the gunman's, was not injured during the shooting, according to a city official. It's not clear where Allen was at the time of the shooting.Allen declined to comment to CNN when reached over the weekend.Another official, Stephen Motley, is listed on the city's organizational chart as a Utility Engineering Manager in the Department of Public Utilities. CNN has reached out to Motley for comment.Four people were hospitalized after the shooting. They have not been identified. On Friday, in the first news conference after the shooting -- a time when details in an investigation are still usually fluid -- Virginia Beach Police Chief James Cervera said Craddock entered the building shortly after 4 p.m. and "immediately began to indiscriminately fire upon all the victims."In subsequent news conferences, however, Cervera has declined to comment when asked if the shooter had targeted any victims. On Tuesday, a spokeswoman for the Virginia Beach Police Department said she could not discuss the ongoing investigation.Authorities have interviewed city employees who survived the shooting as they've worked to piece together the gunman's movements inside the building, according to police. Before entering the building Friday afternoon, Craddock shot and killed a contractor sitting in a car parked outside, authorities said. Craddock used two handguns in the shooting, one of which was equipped with a suppressor, which witnesses said dampened the sound of the gunfire.Even after beginning his rampage, Craddock appeared to spare some city workers he came across, while shooting others.Ned Carlstrom, who works in the billing section of the city's water department, 4530

The Supreme Court is ruling 5-4 to close the courthouse door on the parents of a Mexican teenager who was shot dead over the border by an American agent. The court's five conservative justices ruled Tuesday that the parents could not sue Border Patrol Agent Jesus Mesa Jr., who killed their unarmed 15-year-old son in 2010. Justice Samuel Alito wrote for the court that the case is tragic, but that strong border security and international relations issues led to the ruling against the teen's parents. Justice Ruth Bader Ginsburg and her three liberal colleagues dissented.“Since regulating the conduct of agents at the border unquestionably has national security implications, the risk of undermining border security provides reasons to hesitate” Alito wrote in the majority opinion. 797

The Trump administration is coming out with new visa restrictions aimed at restricting a practice known as “birth tourism." That refers to cases when women travel to the United States to give birth so their children can have U.S. citizenship. Visa applicants deemed by consular officers to be coming to the U.S. primarily to give birth will now be treated like other foreigners coming to the U.S. for medical treatment. According to 445

The word home can mean a lot of different things, but it also usually means a safe space where you can go and rest your head. “May 20, 2010 was my move in date,” said Lisa Saenz who lives in the Denver neighborhood of Sun Valley. It's affordable housing run by the Denver housing authority. It's been Saenz’s home for a long time. When Saenz first moved here, she says it wasn’t such a great place to live. “It was a lot of nonsense by the neighbors and kind of a lot of crime. I was kind of scared to come outside and leave. I used to keep the kids inside,” said Saenz. But she says things have really changed since, and Sun Valley feels more like a community. “My neighbors are my family, I didn’t have one, I still don’t have one. I’m like the last survivor besides my two kids,” said Saenz. Ismael Guerrero who runs the Denver Housing Authority says for a long time, it was tough to get people to talk about the need for public housing. “Public housing, affordable housing overall, for many years has not been the highest priority politically as a policy,” said Guerrero. And if you ask Saenz, that stigma is real. “I remember once my son’s friend from middle school knew that we lived here. He was invited his friend to spend the night, but once his mom knew he lived here, he wasn’t allowed to come over and it kind of made my son feel bad," Saenz said. But Guerrero is trying to change the narrative around public housing, and he’s trying to make Sun Valley, look more like this. The Mariposa community is just 10 minutes away, but looks totally different. Guerrero says it’s an example of public housing in the 21st century. It’s what people who work in public housing call a mixed income community. A blend of market rate apartments and homes mixed in with low income units. “What I get really excited about is not just the housing we provide, but I think the quality of life we can bring out residents, especially in our newer communities,” said Guerrero. And the transformation has already started in Sun Valley. Construction has started on new mixed income units in the neighborhood. DHA’s plan says all of the low income units will be replaced and the area will add market rate units as well. “Going from maybe 350 total units of housing in that neighborhood today probably to over 500 units over the next five years,” said Guerrero. Lisa says she's not worried about being pushed out of the new neighborhood. “I don’t think it’s a bad thing, and no they’re not making us leave. We leave if we don’t want to live here... I think all anywhere you go there’s going to be change, not just Sun Valley," said Saenz. She's right. According to the National Low Income Housing Coalition, America needs at least 7 million more affordable homes than what's currently available. And cities all over are looking for solutions. “There’s more political will I think locally and at the state levels now because mayors and council members and commissioners are having to deal with residents across a wider income spectrum who are saying hey, I can’t work and live in my own neighborhood, in my own community and we need to do something about that,” said Guerrero There are a lot of creative solutions out there from the tiny home fad to providing a tax credit to renters or even having tech giants do their fair share and donate hundreds of millions of dollars to affordable housing programs like Amazon and Microsoft have pledged to do. But one solution is in every report and study. Build more homes. More affordable homes. Because when people have a safe affordable place to live, their house becomes a home, and their neighborhood becomes a community. “That really has an impact in terms of youth doing better in school, our families across the board having healthier food options, healthier transportation options, and our seniors being able to age in place in a healthy way that lets them live independently for much longer,” said Guerrero. 3963
