SAN DIEGO (CNS) -- Hundreds of thousands of San Diegans are expected to cast their ballots in person today, Election Day, with over 1 million ballots already received.The San Diego County Registrar of Voters said more than 1.1 million ballots have been received and nearly 60,000 residents have voted early in-person as of Monday, well more than double when compared to this point in the 2016 presidential election.Of the 1.95 million registered voters in the county, 1,114,627 had already turned in their ballots as of election eve. More than a million people voted that year for a voter turnout of 81%.Registrar Michael Vu anticipates turnout of anywhere between 80 and 85%, or 1,559,260 to 1,656,710 voters, in San Diego County this time around.That could mean anywhere from 389,870 to 487,320 residents could cast ballots in person Tuesday -- depending on how many cast ballots by the end of the day Monday -- at one of the county's 235 "Super Poll" locations.In the 2012 election, 77% of eligible voters cast a ballot. In the 2018 and 2014 Gubernatorial Elections, just 66% and 45% -- respectively -- of the electorate voted.During the March primary, about 1,600 polling locations were open to the public. The COVID-19 pandemic caused that number to shrink considerably. Even so, more than 4,000 poll workers will manage locations such as SDSU's Viejas Arena, the San Diego Convention Center, Rincon and Sycuan tribal halls and the Walnut Grove Park Red Barn in an Marcos. The 235 polling locations represent 572 polling precincts.Due to the COVID-19 pandemic, the registrar's office encourages older adults and people with underlying medical conditions to avoid long lines and crowded polling places by voting early.Vu said his office is working with county public health services to ensure the health and safety of election workers and voters. SAN DIEGO (CNS) - A North County organization was awarded 0,000 in grant funding from the Department of Justice today to provide up to two years of transitional housing assistance for human trafficking victims.North County Lifeline Inc. is one of 73 grant awardees to receive funding Tuesday aimed at providing six to 24 months of transitional or short- term housing assistance for trafficking victims, including rental, utilities or related expenses, such as security deposits and relocation costs.The funding will also go toward assisting victims in finding permanent housing, employment, occupational training and counseling.The Office for Victims of Crime, a component of the Department of Justice's Office of Justice Programs, awarded ,104,338 overall to organizations across 34 states, in what the department said was the largest federal investment of its kind.North County Lifeline Inc. is a community-based human services organization serving low-income and underserved populations in San Diego County, according to the organization's website.The organization's housing program utilizes a housing-first model that does not require tenants to meet criteria that often precludes trafficking victims from attaining housing, according to a statement from the U.S.Attorney's Office, which said substance abuse issues, mental health issues and prior criminal records often keep trafficking victims from qualifying for long- term housing.The office said the organization is looking to serve around 75 trafficking victims over the project period.Clients will also be offered supportive services such as ongoing case management, medical and dental care, (limited) legal assistance, literacy/GED/education assistance, LGBTQ services, substance abuse treatment, trauma counseling, life skills training, and employment and financial coaching.``Eradicating the horrific crime of human trafficking and helping its victims are top priorities for the Department of Justice,'' U.S. Attorney Robert Brewer said. ``We are working relentlessly to bring human traffickers to justice and to deliver critical aid to trafficking survivors, who often have nowhere to go once they are freed from trafficking. We cannot allow the trauma of trafficking to give way to new dangers caused by homelessness, which often leads to re-victimization by predators. SAN DIEGO (CNS) - County supervisors Wednesday approved a master plan update for the McClellan-Palomar Airport in Carlsbad, which includes extending the runway 800 feet.The 4-0 vote also approved environmental reports associated with the upgrade.Board Chairwoman Kristin Gaspar abstained, saying her family's company owns property near the airport.According to a county presentation, the Carlsbad-based airport accommodates commercial, corporate and private flights.However, the airport is not able to accommodate Boeing 737 planes. The runway extension ranges between 370 and 800 feet.By 2030, it will support 4,600 jobs and generate over 0 million in business-related revenue, million in taxes, the report said.The total upgrade would cost 2 million, with the county paying million; while the federal government would take care of the rest, according to the county. The project would be built in phases completed between 13 and 20 years.County officials said there will be steps to mitigate traffic, construction noise and any environmental impacts.Before voting, supervisors heard from supporters, many from the area business community.Paul Hook, president of California Pacific Airlines, said his company has already sold 1,000 tickets for departures from McClellan in the near future.Several members of the group Citizens for a Friendly Airport spoke in opposition, citing environmental hazards and noise pollution as reasons why a runway expansion isn't needed.Hope Nelson, representing the group, said it's better to keep McClellan-Palomar as a basic transport airport. 1598

  

SAN DIEGO (CNS) - Murder and other felony charges were filed Wednesday against a 20-year-old probationer who allegedly fired a gunshot toward his brother, missing him but inadvertently killing a next-door neighbor asleep in his bed.Manuula Save is accused in the Saturday morning death of Michael Walker, 38, who was shot about 1:45 a.m. by a bullet that traveled through a bedroom wall in the defendant's apartment and into the victim's unit in the 13400 block of Midland Road. Walker was hit once in the abdomen and died at a hospital about an hour later.Save faces life imprisonment if convicted of murder, shooting into an inhabited dwelling, assault with a semi-automatic firearm and being a felon in possession of a firearm.RELATED: Man killed by stray bullet in Poway apartment complex, suspect arrestedDeputy District Attorney Kristie Nikoletich said the shooting stemmed from a verbal argument and physical fight between Save and his older brother. "The defendant retrieved a firearm and fired in the direction of his brother to scare him and show his brother that he wasn't scared of him," Nikoletich said. But that bullet ended up going through a wall and striking a sleeping neighbor, Michael Walker. His grieving widow, Christina was inside the courtroom Wednesday, crying throughout the proceedings. 10News spoke to her earlier this week. "I'm just seeing this hole in his stomach, and then I look over, and there's a hole in my wall," Christina Walker said on the phone. She said he was sleeping in the guest room that night, so his snoring would not wake her up — A move that would place him right in the path of that stray bullet, and kill him hours later. Save then allegedly hid the 9mm firearm, which he was not allowed to possess due to a previous hit-and-run conviction involving the death of an elderly woman, Nikoletich said. Save was sentenced to probation in that case, she said.Nikoletich said Save was charged with murder due to "the defendant's conscious disregard for human life."Save, who's being held in lieu of million bail, is due back in court Aug. 29 for a readiness conference. 2145
