Sales are surging at Stoddard’s Range and Guns. Long lines pack the Atlanta shooting range with people buying guns and ammunition.Co-owner Ken Baye says sales have soared since mid-March, when the pandemic hit. Now, he’s seeing a second wave of interest with more people now looking to learn how to use a firearm. That includes people like Michelle DeShields, an elementary school counselor. She's aiming to increase her personal safety during these uncertain times.“It’s just been scary with police brutality that we are looking at, even the protesting sometimes, you see it’s gotten a little out of hand,” she said. The National Shooting Sports Foundation reports background checks for firearms purchases saw record highs in April and May.And that millions of those people are new gun owners.DeShields' father was a military veteran and a police officer. So, she grew up with guns but never learned to use one until now.“I do feel like guns used safely for protection and they are a good thing,” she said.Though, her gun is something she hopes to never have to use outside of a shooting range. 1100

SAN DIEGO (CNS) - A 21-year-old bitcoin dealer from Baja California was ordered held without bail Friday in connection with a 31-count indictment charging him with international money laundering and other financial crimes related to his digital-currency transactions.Jacob Burrell Campos, of Rosarito, was arrested Monday as he tried to enter the U.S. from Mexico through Otay Mesa Port of Entry.During a bond hearing Friday in federal court in San Diego, Assistant U.S. Attorney Robert Ciaffa described Burrell as a prolific bitcoin dealer who sold about 0,000 worth of the cryptocurrency to hundreds of buyers throughout the United States. The defendant conducted 971 transactions with more than 900 customers, accepting cash in person, through his bank accounts and via MoneyGram, according to prosecutors. As a bitcoin "exchanger" whose activities constituted a money- transmitting business, Burrell was required to register with the U.S. Department of Treasury and comply with all anti-money-laundering requirements, including reporting suspicious cash transactions, Ciaffa told U.S. Magistrate Judge Karen Crawford.Burrell, however, accepted cash "with no questions asked" and, in return for a 5 percent fee, supplied hundreds of people with an easy way to evade money-laundering laws applicable to all financial institutions, even those dealing in bitcoin, the assistant U.S. attorney alleged.Burrell's activities "blew a giant hole" through the framework of U.S law by soliciting and introducing into the nation's banking system close to million in unregulated cash, Ciaffa said.Burrell, charged with 28 counts of money laundering, sent 28 wire transfers totaling over 0,000 from his bank accounts in the U.S. to a bank account in Taiwan in the name of Bitfinex, according to the indictment. The defendant resorted to buying bitcoin through Bitfinex, a Hong Kong cryptocurrency exchange, after his account was closed by a U.S.-based bitcoin exchange for circumventing its identification-verification processes. The defendant, who was born in San Diego, allegedly conspired with others to smuggle over million in U.S. currency into the U.S. from Mexico in amounts slightly less than ,000 in order to avoid currency-reporting requirements. In all, the indictment charges the defendant with operating an illegal money-transmitting business, international money laundering, failing to maintain an anti-money-laundering program and conspiracy to structure monetary transactions. In ordering Burrell held without bail, the judge found that he posed a substantial risk of flight due to his significant ties to Mexico, citizenship in three countries, access to large sums of cash, lack of steady employment in the U.S. and alleged disdain for American laws. 2774

SAN DIEGO — A San Diego police officer is blowing the whistle on a newly unveiled program that reports to reward officers for making more narcotics arrests.“It’s completely everything that we are against as law enforcement officers. It’s unethical,” he said. He spoke with Scripps station KGTV in San Diego on the condition of anonymity for fear of losing his badge.“It’s a reward system. A bounty system for officers seeking rewards for their arrests,” he tells us.KGTV was provided a copy of an internal email that was sent last week from a sergeant to more than 90 officers. It states that the program is strictly voluntary and that the program runs from March 1 (retroactive) to April 14.Accompanying the email is an attachment outlining the program details, including the point scale. 832

SAN DIEGO (CNS) - A group of civic leaders will gather Monday to announce a proposed outreach program intended to help people experiencing homelessness with a rapid response team.Mayor Kevin Faulconer, City Council President Georgette Gomez, City Councilmembers Chris Ward and Monica Montgomery Steppe and San Diego Housing Commission President and CEO Richard Gentry will meet at Officer Jeremy Henwood Memorial Park in City Heights to discuss the program, which will be presented to the City Council on Tuesday. The Coordinated Street Outreach Program marks a new approach to conducting homelessness outreach in the City of San Diego and addresses gaps in the existing system, while leveraging and enhancing outreach resources citywide. It builds on a 2018 pilot effort started in the Mid-City area by Gomez and Ward in partnership with the nonprofit service provider People Assisting the Homeless. The new program will incorporate a neighborhood- specific approach with proactive contacts with residents, business owners and civic organizations that is modeled after the pilot initiative. The Coordinated Street Outreach Program will consist of two main service elements: a Rapid Response Team and a Mobile Homelessness Response Team. The Rapid Response Team is intended to focus on areas with known concentrations of individuals experiencing unsheltered homelessness and provide immediate intervention and problem-solving resources while working to improve the person's sense of safety and helping to meet their basic needs. The Mobile Homelessness Response Team will provide street-based case management and prioritize interactions with individuals who are among the city's most vulnerable. The plan is for this team to work to identify individuals who may already be connected to a housing resource and are on a localized list developed in collaboration with the Regional Task Force on the Homeless. This team's efforts are intended to help individuals address barriers to getting housing -- such as obtaining identification, accessing primary care and seeking employment resources.PATH would operate the proposed program through a contract with the San Diego Housing Commission on behalf of the city. The program will attempt to support the city's community action plan on homelessness and work toward achieving the goal of reducing unsheltered homelessness in San Diego by 50% over the next three years. 2413

SAN DIEGO (AP) — Face coverings to curb the spread of the coronavirus are making it hard for people who read lips to communicate. That has spurred a slew of startups making masks with plastic windows to show one’s mouth. The companies are getting inundated with orders and not only from family and friends of deaf people. Those who work with English learners also want them to help them see the pronunciation of words as do hospitals that want their patients to be able to see smiles.Ingrid Helton, a costume designer who sewed one of the masks as a solution for a Fleet Science Center worker, says the masks are vital to providing information or feedback.“You can tell so much by a facial expression, so it’s proving that it can be helpful to everybody,” Helton told the AP. 783
