BEIJING, Oct. 23 (Xinhua) -- Strengthening relations between China and the European Union (EU) will contribute to the world peace, stability and prosperity amid complicated international situations, Chinese President Hu Jintao said here on Thursday. The significance of Sino-EU relations has surpassed the bilateral level and is of more and more international significance, Hu said during his meeting with European Commission President Jose Manuel Durao Barroso, who is here to attend the seventh Asia-Europe Meeting (ASEM) to be held on Friday and Saturday. BEIJING, Dec. 5 (Xinhua) -- Chinese President Hu Jintao on Friday called for a stronger high-level dialogue mechanism with the United States. "China and the United States should continue to step up their high-level dialogue mechanism for substantive cooperation and stronger bilateral relations," Hu told visiting U.S. Treasury Secretary Henry Paulson. Their meeting came after China and the United States concluded their two-day Strategic Economic Dialogue (SED), which produced 40 agreements in areas ranging from finance and trade to energy and the environment. Included in Paulson's high-profile delegation were the U.S. secretaries of agriculture, labor, health and the environment, among others. Led by Vice Premier Wang Qishan, the Chinese delegation included more than 10 ministers from such areas as finance, development and reform, agriculture, labor, commerce, health, the environment and the central bank. "The two delegations should summarize the good experience and practice of the SED talks and jointly implement the consensus and agreements that are reached," Hu said. BEIJING, Nov. 18 (Xinhua) -- China's police departments should further standardize the procedure of law enforcement and build harmonious relations with the people, China's top police official said on Tuesday. State Councilor Meng Jianzhu, also Minister of Public Security, said at a tele-conference with local public security heads that the police should "be fully aware of the challenge brought by the global financial crisis and try their best to maintain social stability." Meng urged the police to further improve the way of law enforcement, using "a harmonious thinking to ease conflicts and a harmonious attitude to treat the people". "You should let the people know the authority and dignity of the law, and meanwhile make them feel the care and warmth from the public security authorities," he said. Earlier this month, Meng published an article in the journal of the Communist Party of China, Qiushi, or Seeking Truth, underscoring "the appropriate use of police force". "In handling mass incidents, we must be clear that the chief tasks of the public security authorities are to maintain order on the scene, ease conflicts, avoid excessive steps and prevent the situation getting out of control," he wrote. And the local officials must exercise caution in using police forces, weapons and coercive force, Meng said. "Incidents of bloodshed, injury and death should absolutely be avoided." A violent protest, involving 30,000 people, broke out on June 28 in Weng'an County of southwest China's Guizhou Province. BEIJING, Nov. 10 (Xinhua) -- The Chinese government will inject more funds for investment and improve investment structures to better cope with adverse global economic conditions, the State Council (Cabinet) decided at an executive meeting presided over by Premier Wen Jiabao on Monday. To achieve "steady and relative fast" economic growth and prevent "economic ups and downs" amid global and domestic economic challenges was on top of the country's agenda, said Wen. The government on Sunday announced it would launch a stimulus package estimated at 4 trillion yuan (570 billion U.S. dollars) to be spent over the next two years to finance programs in 10 major areas, such as low-income housing, rural infrastructure, water, electricity, transport, the environment and technological innovation. He urged local governments to be "quick" and "effective" in carrying out these measures with "large-scale" investment programs launched to boost domestic demand. The meeting participants called for more efforts to increase incomes and consumption capabilities, raising low-income earnings, promoting the "stable and healthy" development of the property sector and maintaining steady export growth. The country should endeavor to enhance competitiveness, improve financial macro-management and facilitate the steady and healthy development of the stock market. China announced on Sunday that it would adopt "active" fiscal and "moderately active" monetary policies to expand domestic demand and speed up construction of public facilities. The meeting also decided to push forward a series of key reforms, including restructuring the value-added tax regime, which could cut the tax burden on enterprises by 120 billion yuan next year.
