ENCINITAS, Calif. (KGTV) - Students in the San Dieguito Union High School District won't be returning to campus in January.Monday morning, the school board voted to confirm that it will not continue with its reopening plan that would have brought students back on campus one day a week beginning on January 4th, with the option of returning five days a week on the 27th.The move comes after the union representing the teachers filed a lawsuit last week to block the return.Jason Barry's daughter is in 7th at Earl Warren Middle School. She was looking forward to returning to class."Here we are again, kicking the can down the road. I hope this isn't a pattern that is going to continue," said Barry.Barry broke the news to his daughter Monday after the board vote. "She's gone from, as this whole thing has gone on, she's gone from tears to frustration to just quiet," said Barry.Newly elected Trustee Michael Allman was the only board member to vote against ratifying the settlement reached last week with the union."We offer all this accommodation so that these essential workers, who are guaranteed the highest paid in the county can teach our kids, and they say thank you by filing a lawsuit , and then they offer to settle as they hold the kids as bargaining chips and I just don't want to reward that behavior," said Allman during the meeting which was held via Zoom.The California Teachers Association filed a legal petition on behalf of the San Dieguito Faculty Association. The union said the district's reopening plan violated the state's public health rules concerning the pandemic.Under the state's health mandate, schools that were already open for in-person instruction were allowed to remain open. The legal petition challenged the district's definition of "open," alleging that none of the schools was open for regular instruction; instead, they were open for small cohorts.The union also estimated up to 20% of teachers would not return in January either for health concerns or childcare issues.Barry and other parents are starting a grassroots effort to make it easier for people to become substitutes. Many parents say they are willing to step in to help fill the void. The district has said there is a shortage of subs."Whatever I need to do, to get this across the line if I need to be a substitute teacher, be one body that can help, I'm going to do that," said Barry.Barry said he worries about the impact of remote learning on his daughter's development."This whole situation is causing a stunting to, I would say, an entire generation of kids who should be engaging, learning, growing, expanding their boundaries, and now they are stuck at home not testing themselves with their peers. There's going to be a loss that we won't see, and this school board or that school board will be long gone, and we'll still be dealing with it," said Barry.Union leaders say most teachers want to return to the classroom, but not at the height of the pandemic. 2979

ENCINITAS, Calif. (KGTV) - Surveillance video catches a woman chatting and stealing inside an Encinitas boutique.A missing necklace was the first clue. When Heidi Linkogle looked at her shop's surveillance video, the theft was revealed, move by move."Unbelievable. Devastated," said Linkogle.On Saturday afternoon at the Radix Boutique, a woman in her 40s walked in.RELATED: Police investigating high-end liquor theft in University City"She got a few items off clearance outside and went shopping. Really chatty and unassuming," said Linkogle.Linkogle's assistant was working that day. In the video, the shopper is seen picking out two pairs of earrings and a bracelet, before ducking into the changing room. When she emerges from the dressing room, she has an armful of clothes but there is no sign of the jewelry. The woman leaves the shop briefly and returns with a big purse. She picks out some clothes, walks out of view, bends down and stuffs her purse."She is bold and definitely experienced," said Linkogle.RELATED: Thief steals mom's car packed with kids' Christmas gifts Soon after, at the register - and with the clerk's back turned - the woman is recorded grabbing a necklace and placing it into wallet, just as the clerk returns. The woman chats up the clerk before paying for the clearance items. As she leaves, there is more sticky fingers, as she stuffs more clothing into the shopping bag. The total loss is nearly 0. "It hurts. It really does," said Linkogle.In the past year, she's seen an increase in shoplifting at her shop. Every day, 20 veterans reportedly take their lives due to post-traumatic stress disorder (PTSD). Now, a party drug is proving to be a promising, yet controversial, alternative therapy to treat PTSD and depression.For 11 years, Patrick, a former airman, suffered from PTSD. He said he got to a point where he felt he tried everything.   "I stayed home all the time,” he says. “I didn't get out the depression, the anxiety and the thoughts of suicide, every day."   Patrick says he found a glimmer of hope three months ago, when Veterans Affair signed off on an alternative treatment called ketamine therapy. Doctors administer a very low dose of ketamine, popularly known as “Special K.”    "Basically, it's an infusion through an IV," Patrick explains.   Some users say it feels like you're experiencing an alternative reality, but it's the immediate results after treatment that has patients seeing life through a different lens.    "I feel like someone turned on the light in the dark room,” Patrick says. “That now, I can see. Now, I can really proceed with my day."  The opioid crisis has created a cause for concern for abuse of ketamine. However, Dr. Steven Levine, the CEO of Actify Neurotherapies where Patrick goes, says this treatment is different than prescription medication.    "Most importantly, if the medicine is restricted to a controlled medical setting and people don't have it at home just to take it whenever, they feel like it that makes all the difference," Dr. Levine says.  Ketamine therapy might not be for every veteran living with PTSD, but for Patrick, it gave him his life back."I’m just thankful this program is out there and that it works for me," he says.   1778

  

ENCINITAS, Calif. (KGTV) -- A surfer died after being rescued from Swami's Beach Monday morning, Encinitas city officials confirm. Lifeguards and the San Diego County Sheriff’s Department responded to a reported ocean rescue in the surf line at Swami's Beach just after 11 a.m. Monday. After arriving, crews found a man submerged with his surfboard attached and floating on the surface of the water while bystanders tried to rescue the surfer. The man was taken to shore where crews performed CPR. He was then taken to the hospital in critical condition where he later died. At this time, the circumstances surrounding the death are unclear. 650
